On Promoting Activities to Prevent and Control the Harmful Effects of Tobacco in the Health Sector

Smoking is the cause of many dangerous diseases for humans such as lung cancer, chronic obstructive pulmonary disease, myocardial infarction, atherosclerosis, and other diseases.
According to the World Health Organization's recommendations, approximately four million people die each year from diseases related to tobacco, meaning that one person dies every eight seconds. If the current smoking situation is not curbed, it is estimated that there will be about ten million deaths annually due to diseases related to tobacco between the years 2020-2030, with about seven million of these deaths occurring in developing countries.
Implementing the Law on Protecting the Health of the People dated May 19, 1995, the Minister of Health issued Directive No. 04/CT-BYT on prohibiting smoking in 50% of areas, which is high globally. Recognizing the importance of preventing and controlling the harmful effects of tobacco, the Government issued Resolution No. 12 on August 14, 2000 regarding the national policy on preventing and controlling the harmful effects of tobacco for the period 2000-2010,
To implement the Government's Resolution, the Minister of Health instructs all units within the entire sector, from offices to healthcare facilities, preventive health centers, medical universities, colleges, and secondary health schools, and units under the Ministry, and health sectors of other industries to carry out the following contents:
1. Organize information, education, and communication about the harmful effects of tobacco for all groups at the unit.
2. Prohibit civil servants from smoking within the unit. Civil servants have the responsibility to advise family members and friends not to smoke to protect their own health and that of those around them.
3. At healthcare facilities (including public, semi-public, private, and foreign-invested healthcare facilities):
3.1. There must be no-smoking signs in offices, examination areas, and patient rooms.
3.2. Medical staff including doctors, nurses, orderlies, and other personnel are responsible for disseminating information about the harmful effects of tobacco among the population, advising patients and their families on how to quit smoking; aiming for patients admitted to the hospital to commit to not smoking during their stay.
3.3. Strictly prohibit the sale of tobacco products at service counters, dining areas, and refreshment outlets within healthcare facilities.
4. Units are not allowed to settle accounts for purchasing tobacco products in any form.
5. Funding for activities to prevent and control the harmful effects of tobacco shall be allocated from the annual budget of the unit.
Upon receipt of this Directive, the Ministry requests the heads of units to organize the development of plans and effectively implement the contents of the Directive. Unit leaders must set an example in the work of preventing and controlling the harmful effects of tobacco so that other staff in the unit can follow. Units need to commend and reward individuals and collectives who perform well, handle violations, and report the results of implementation to the Ministry of Health (Treatment Department).
