DIRECTIVE OF THE MINISTER OF INDUSTRY

On the implementation of electricity conservation in production and daily life

In recent times, many organizations and individuals have effectively implemented electricity conservation in production and daily life; however, wasteful electricity usage still occurs at some agencies, offices, and enterprises. The Vietnam Electricity Corporation has implemented various measures to balance power loads but overloads leading to power outages still occur. Due to the rapid growth of power demand exceeding the capacity for power investment, especially the peak power shortage, this has led to instability in the power system. The State has been actively investing in power sources and grids to meet economic and social needs, but it will not be able to overcome the peak power shortage in the near future, particularly during peak evening hours.

To mitigate negative impacts caused by peak power shortages leading to power supply disruptions for production and daily life, the Ministry of Industry requests all Provincial Industrial Departments, General Corporations, industry-related agencies and enterprises, and localities to effectively implement electricity conservation in production and daily life. The Ministry assigns specific tasks to the Vietnam Electricity Corporation and Provincial Industrial Departments, as well as related agencies and enterprises under the Ministry as follows:

I. Vietnam Electricity Corporation Male:

1. Implement stable and safe operation plans for the power system, fully utilizing hydroelectric and thermal power sources.

2. Develop plans to mobilize power from purchased sources and customer standby power during power shortages.

3. Prepare plans to forecast power source capacity, potential load shortages in each area, and solutions to address these issues, and submit them to the Ministry of Industry.

4. Directly instruct Power Companies and local Power Enterprises to strictly adhere to operational discipline to prevent subjective incidents, and cooperate with relevant sectors and levels to closely monitor the implementation of electricity conservation measures.

5. Strengthen inspections and handle violations of regulations concerning power grid safety protection zones to prevent power outages.

6. Timely maintain and repair distribution and transmission equipment to minimize incidents.

7. Organize regular and extensive publicity through mass media on electricity conservation measures and legal provisions regarding handling violations in power supply and consumption.

8. Accelerate the installation of multi-rate electronic meters.

9. Coordinate with the Industrial Safety Technology Department to inspect and require electricity consumers to comply with load profiles and shift schedules registered in their power purchase contracts.

II. Provincial Industrial Departments of cities directly under the Central Government shall coordinate with Power Companies or local Power Enterprises:

1. Develop load balancing plans prioritizing large and important electricity users approved by the People's Committees of cities directly under the Central Government.

2. Organize regular and extensive publicity through mass media on electricity conservation measures and legal provisions regarding handling violations in power supply and consumption.

3. Encourage electricity users engaged in production, business, and services to use energy-efficient devices to reduce peak load demand.

4. Firmly handle organizations and individuals who exceed registered load capacities during peak hours.

III. General Corporations and agencies and enterprises under the Ministry

1. Within permitted financial limits, replace outdated and inefficient electrical equipment.

2. For factories operating three shifts, review and arrange production lines to minimize the use of high-capacity equipment during peak hours (from 6 PM to 10 PM daily) and increase their use during off-peak hours.

3. For factories operating one or two shifts, arrange electrical equipment usage efficiently during peak hours.

4. Administrative and public service units should study improvements to lighting systems, fans, air conditioning, refrigerators, water heaters, etc., to conserve electricity.

5. Prepare diesel generators and independent power sources to meet demands when there is a power shortage.

IV. Industrial Safety Technology Department

The Industrial Safety Technology Department is responsible for monitoring, urging, and inspecting the implementation of this Directive./.
