THE MINISTER OF INDUSTRY

Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry;

Pursuant to Circular Joint Circular No. 02/2003/TTLT-BCN-BNV dated October 29, 2003 of the Ministry of Industry and the Ministry of Home Affairs guiding the functions, tasks, powers, and organizational structure of specialized agencies assisting the People's Committee in managing state administration over industry at the local level;

At the proposal of the Director of the Personnel and Organization Department,

 DECISION:

Article 1. This Decision promulgates the Standard for Directors of Departments of Industry of provinces and centrally governed cities (hereinafter referred to collectively as provincial level) as a basis for the Provincial People's Committee to consider and appoint.

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. The Head of the Ministry’s Office, the Inspector General, Heads of Departments and Directors of Agencies under the Ministry, People's Committees of provinces, Directors of Departments of Industry, and Heads of related agencies are responsible for implementing this Decision.

PART I

GENERAL STANDARDS

Article 1. Ideological and political thought

1. Possess a profound love for the country, a dedicated service to the people, firm commitment to the goals of national independence and socialism, striving to effectively implement the Party's policies and the State's laws.

2. Be thrifty, honest, impartial, and incorruptible. Not engage in corruption; resolutely combat corruption. Have a sense of organizational discipline. Be truthful, not opportunistic, closely connected with the people, and trusted by the people.

3. Have a level of understanding of political theory, the Party's viewpoints, the State's policies and laws; have a cultural and professional level sufficient to work effectively and meet the requirements of assigned tasks.

Article 2. Files and personal history

Have complete files and clear personal histories verified by competent authorities, including declarations of assets, houses, and land in accordance with Decree No. 13/2002/NĐ-CP dated January 30, 2002 amending and supplementing certain articles of Decree No. 64/1998/NĐ-CP dated August 17, 1998 of the Government.

Article 3. Age

1. Cadres and civil servants appointed for the first time to the position of Director of the Department of Industry shall not exceed 55 years old for males and 50 years old for females.

2. In cases where cadres and civil servants who have ceased holding leadership positions are considered for reappointment as Director of the Department of Industry after a period of work, the age condition shall be implemented as stipulated in Point 1 of this Article.

Article 4.

Have sufficient health to fulfill assigned tasks.

Cadres disciplined with a warning or higher shall not be appointed to higher positions for at least one year from the date of the disciplinary decision.

Each term of appointment lasts five years.

Chapter II

SPECIFIC CRITERIA

Article 5. Political qualities

1. Loyalty to the country, the Party, and the people, actively implementing the industrialization and modernization of the country, demonstrated by the effectiveness and quality of assigned work.

2. Possess a strong resolve, courage to think, act, and take personal responsibility; openly combat conservative and stagnant thoughts; resolutely combat corruption.

3. Foster internal unity; mobilize and harness the strength of the collective.

4. Democratic and equal working style with colleagues, impartial and incorruptible.

Article 6. Management capacity

1. Possess the ability to research and draft regulatory legal documents, propose strategic development directions for industry within the province for the Provincial People's Committee to issue, propose economic and technical solutions for the industry throughout the province to the Provincial People's Committee, and implement according to the functions and tasks of the Department.

2. Possess management and operational leadership skills, thoroughly understand industrial and small-scale industrial activities within the province; have the ability to guide and organize the implementation of the Party and State policies and provincial policies on industrial and small-scale industrial development, preservation, and promotion of traditional crafts of the locality.

Article 7. Knowledge

1. Mastering the Party's and State's policies and guidelines on industrial development.

2. Mastering legal normative documents related to the fields relevant to the Department's activities.

3. Understanding the political, economic, and social situation of the province, the country, neighboring countries, and globally.

Article 8. Qualifications

1. Having a bachelor’s degree in engineering, economics, or economic management in industrial fields; having at least five years of work experience in the industrial sector.

2. Holding a high-level theoretical political education qualification.

3. Possessing a civil service administrative management qualification at the senior specialist level.

4. Knowing a commonly used foreign language at level B or higher.

5. Proficiently using computers in their managerial tasks./.
