of the Institute of Aquaculture II
MINISTER OF AQUATIC RESOURCES
Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 43/2003/ND-CP dated May 2, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Considering the proposal of the Director of the Cadre and Civil Service Department,
DECISION:
Article 1. Position and Functions
The Institute of Aquaculture II (hereinafter referred to as the Institute II) is a public institution under the Ministry of Fisheries, with the function of researching science and technology in aquaculture including: Researching issues related to breeding, cultivation, diseases, and aquatic environment; protecting and developing inland and coastal aquatic resources; post-harvest technology; applying new techniques and technologies in production.
The scope of activities of the Institute II includes southern provinces from Dong Nai to Ca Mau.
The Institute II has its own seal and is authorized to open accounts at State banks and treasuries.
Trade name in English: RESEARCH INSTITUTE FOR AQUACULTURE NO2, abbreviated as RIA2.
The main office of the Institute II is located at 116 Nguyen Dinh Chieu Street, District 1, Ho Chi Minh City.
Article 2. Tasks
The Institute II has the following tasks:
1. Developing research directions for aquatic science and technology, drafting long-term, five-year, and annual scientific and technical research plans, and organizing their implementation after approval by the Ministry of Fisheries;
2. Surveying the environment, inland and coastal aquatic resources, and economically valuable aquatic species to determine the potential and capacity for aquaculture development in various water areas; formulating development directions for inland and coastal aquaculture according to territorial regions regarding exploitation, cultivation, and protection of aquatic resources in line with overall planning and plans of the industry;
3. Evaluating the impact of water resource utilization on aquatic resources; organizing monitoring networks, early warning systems, and environmental forecasting to prevent aquatic diseases in the region to serve management and production guidance by the Ministry and local authorities;
4. Studying and applying domestic and international advances in science and technology to serve aquaculture, harvesting, preservation, protection of resources, and processing of inland and coastal aquatic products in accordance with local requirements and export needs;
5. Collecting, selecting, and preserving pure strains, domesticating newly introduced economically valuable aquatic species, and crossbreeding them to create new strains with high productivity and efficiency;
6. Studying biological characteristics such as reproduction, nutrition, growth of economically valuable cultured species, aiming to apply scientific and technological advancements in artificial breeding, increasing production to meet export and domestic consumption needs;
7. Studying methods of seed transportation and cultivation of economically valuable seaweed and algae in brackish, fresh, and saltwater areas to serve as feed for aquatic larvae in breeding production;
8. Studying post-harvest preservation techniques; processing techniques for various seafood products; researching production processes and advanced preservation technologies to increase product quality and yield; producing and formulating diets and nutrition for various cultured aquatic species;
9. Studying and improving fishing tools suitable for different species and natural conditions, applying technological advancements, and testing advanced coastal and inland fishing methods;
10. Conducting trials of new breeds, feeds, chemicals, and biological preparations used in aquaculture;
11. Organizing the application of research results in pilot production; transferring advanced production technologies; drafting production procedures; participating in establishing industry standards, economic and technical norms, and regulations for management to support aquaculture development;
12. Implementing domestic and international cooperation in research and technology transfer, organizing scientific and technological information work to serve research and disseminate knowledge to production facilities;
13. Participating in training scientific and technical staff, fishery extension workers, and strengthening the scientific and technical workforce for localities;
14. Providing scientific and technical consulting services within the assigned tasks as stipulated by law;
15. Managing and utilizing labor, assets, and finances of the Institute II in accordance with the law;
16. Performing other tasks assigned by the Minister of Fisheries.
Article 3. Organizational structure of the Institute:
The Institute of Aquaculture II has a Director and not more than three Deputy Directors, appointed by the Minister of Fisheries. The organizational structure of the Institute includes:

8. Post-Harvest Technology Center;
9. Environmental Monitoring and Disease Prevention Center for Southern Aquatic Products;
10. Minh Hai Branch Research Institute for Aquaculture;
11. Aquatic Science and Technology Production and Service Company.

Article 4. Effective date
This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall replace the following documents:
Decision No. 435/TS-QĐ dated August 19, 1983 of the Minister of Fisheries on the functions, tasks, powers, and organizational structure of the Institute of Aquaculture II;
Decision No. 223/TS-QĐ dated March 30, 1993 of the Minister of Fisheries approving the Statutes of the Institute of Aquaculture II;
All provisions contrary to this Decision are hereby abolished.
Article 5. Responsibility for Implementation.
The Director of the Institute of Aquaculture II is responsible for coordinating with relevant agencies and units to develop and promulgate the Regulations on the organization and operation of the Institute after obtaining approval from the Ministry.
The Head of the Ministry's Office, the Director of the Institute of Aquaculture II, Heads of Departments, Bureaus, Inspectors General of the Ministry, Heads of subordinate units of the Ministry, Directors of Fisheries Departments, and Directors of Agriculture and Rural Development Departments managing fisheries are responsible for implementing this Decision./.
