DECISION
Regulations on the functions, tasks, and organizational structure of the Northern Mountainous Agriculture and Forestry Science Institute
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Academy of Agricultural Science;
Considering the proposal of the Director of the Vietnam Academy of Agricultural Science and the Head of the Department of Organization and Cadres,
DECISION:
Article 1. Position and Functions
1. The Northern Mountainous Agriculture and Forestry Science Institute was established based on the Tea Research Institute, Phu Ho Fruit Tree Research Center, Northern Mountainous Agricultural Research Center, and Ba Vi Coffee Research Center pursuant to point "g" of Clause 1, Article 2 of Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of the Government Chairman regarding the establishment of the Vietnam Academy of Agricultural Sciences.
2. The Northern Mountainous Agriculture and Forestry Science Institute is a scientific public service unit under the Vietnam Academy of Agricultural Sciences, tasked with conducting scientific research and transferring agricultural and forestry technology to serve the development of the Midland and Northern Mountainous Region (hereinafter referred to as the Region).
The international trade name in English for the Institute is: Northern Mountainous Agriculture and Forestry Science Institute, abbreviated as NOMAFSI.
3. The Institute is provided with operational funds by the State, and is authorized to use its seal and open a separate account at the State Treasury and Bank in accordance with the provisions of the law.
The main office of the Institute is located in Phu Tho City, Phu Tho Province.
Article 2. Tasks of the Institute
1. To develop long-term, five-year, and annual scientific research and technology transfer programs and plans for agriculture and forestry serving the economic and social development goals of the Region, submit them to the competent authority for approval, and organize their implementation.
2. To conduct scientific research and technology transfer in the following areas:
a) Selection, creation, testing, and development of agricultural and forestry crop varieties, specialty crops with high commercial value that are suitable for the natural and economic conditions of the Region;
b) Scientific basis research, construction of intensive farming measures to increase the yield and quality of agricultural products, agroforestry integration, improvement and efficient use of natural resources, land, water, and environmental protection;
c) Research on rural issues and agricultural and forestry product markets within the Region;
d) Research on reasonable and effective livestock development in the Region;
đ) Research on processing agricultural and forestry products and post-harvest preservation.
3. To implement rural extension tasks in the Region.
4. To carry out international cooperation in scientific research, technology transfer, expert collaboration, and human resource training in the field of agriculture and rural development in accordance with state regulations.
5. To collaborate with domestic organizations in research and technological development, new technique trials, and human resource training in assigned fields in accordance with the law.
6. To engage in business operations in compliance with the law.
7. To manage and utilize human resources, funds, and assets effectively in accordance with the law.
Article 3. Organizational Structure of the Institute
1. Leadership of the Institute:
Leadership of the Northern Mountainous Agriculture and Forestry Science Institute includes the Director and Deputy Directors.
a) The Director: appointed by the Minister of Agriculture and Rural Development upon the recommendation of the Director of the Vietnam Academy of Agricultural Sciences and is responsible before the Director of the Vietnam Academy of Agricultural Sciences and the law for all activities of the Institute.
b) Deputy Directors: appointed by the Director of the Vietnam Academy of Agricultural Sciences upon the recommendation of the Director and are responsible before the Director and the law for the tasks assigned by the Director.
2. Professional Departments assisting the Director in performing tasks:
a) Department of Science and International Cooperation;
b) Department of Organization and Administration;
c) Department of Finance and Accounting.
Each department has a Head and Deputy Head.
3. Research Departments:
a) Department of Food and Vegetable Crops;
b) Department of Soil Science and Highland Ecology;
c) Department of Agroforestry Integration;
d) Department of Agricultural Systems;
e) Department of Biotechnology and Breeding;
f) Department of Post-Harvest Technology.
Each department has a Head and Deputy Head.
4. Subordinate Public Service Units of the Institute:
a) Coffee and Tea Research and Development Center;
b) Vegetable and Fruit Research and Development Center;
c) Tea Research and Development Center;
d) Temperate Tree Research and Development Center.
Each center has a Director and Deputy Director.
The Coffee and Tea Research and Development Center and the Temperate Tree Research and Development Center are authorized to use their own seals and open accounts at the Treasury under the authorization of the Director and in accordance with the law.
5. Consulting Investment and Development Company for Tea and Agricultural Forest Crops. The company is established and operates in accordance with the law.
Article 4. Ministry of Transport issues this Circular regulating The Director of the Vietnam Academy of Agricultural Sciences specifies specific tasks and approves the Charter of organization and operation of the Institute. Director The Northern Mountainous Agriculture and Forestry Science Institute specifies the functions, tasks, organizational structures, and operational regulations for subordinate organizations; registers the Institute's scientific and technological activities with competent authorities in accordance with current state regulations.
Article 5.This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 6The Chief of the Office, Heads of the Cadre Organization Department, Heads of relevant agencies and units under the Ministry, and the Director of the Vietnam Academy of Agricultural Sciences, the Director of the Northern Mountainous Agriculture and Forestry Science Institute are responsible for implementing this decision./.
