MINISTER OF POSTS AND TELECOMMUNICATIONS
Pursuant to Decree No. 90/2002/ND-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 39/2007/QD-TTg dated March 21, 2007 of the Prime Minister on price management of postal and telecommunications services;
Upon the proposal of the Director of the Planning and Finance Department.
DECISION:
Article 1. Issuing connection tariffs for telephone calls from fixed telecommunication networks within the province (hereinafter referred to as the provincial network) to mobile telephone networks (hereinafter referred to as the mobile network) as follows:
1. In case the provincial network connects directly with the mobile network, the provincial network shall charge customers and pay the mobile network (regardless of whether it belongs to a dominant market share enterprise or another enterprise) a connection tariff of 535 dong per minute.
2. In case the provincial network connects with the mobile network through the Public Switched Telephone Network (PSTN) or long-distance Voice over Internet Protocol (VoIP) network, the provincial network shall charge customers for the call and pay the connection tariff as follows:
- Pay the mobile network at the end of the call (regardless of whether it belongs to a dominant market share enterprise or another enterprise) a connection tariff of 535 dong per minute;
- In case the call is transferred through a long-distance PSTN network to the mobile network, the provincial network shall pay the long-distance PSTN network the connection tariff as follows:
+ In case the long-distance PSTN network connects to one gateway Mobile Switching Center (MSC) of the region, the connection tariff is 300 dong per minute;
+ In case the long-distance PSTN network connects to two gateway MSCs of the region, the connection tariff is 250 dong per minute;
+ In case the long-distance PSTN network connects to three gateway MSCs of the region, the connection tariff is 200 dong per minute.
- In case the call is transferred through a long-distance VoIP network to the mobile network, the connection tariff paid to the long-distance VoIP network shall be agreed upon by the enterprises but shall not exceed the tariff when connecting with the long-distance PSTN network and shall not discriminate between enterprises.
Article 2. The connection tariffs stipulated in this Decision do not include value-added tax.
Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette. All previous regulations that conflict with the provisions of this Decision are hereby abolished.
Article 4. The Heads of the Office, the Director of the Planning and Finance Department, the Heads of units under the Ministry of Posts and Telecommunications, and telecommunications service providers are responsible for implementing this Decision./.
