Issuing the List of Open Source Software Products Meeting Requirements for Use in State Agencies and Organizations

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decision No. 169/2006/QĐ-TTg dated July 17, 2006 of the Prime Minister on investment and procurement of information technology products by agencies and organizations using state budget funds and Decision No. 223/2006/QĐ-TTg dated October 4, 2006 of the Prime Minister amending certain provisions of Decision No. 169/2006/QĐ-TTg;
Pursuant to Circular No. 02/2007/TT-BBCVT dated August 2, 2007 of the Ministry of Posts and Telecommunications (now the Ministry of Information and Communications) detailing certain contents of Decision No. 169/2006/QĐ-TTg dated July 17, 2006, and Decision No. 223/2006/QĐ-TTg dated October 4, 2006 of the Prime Minister;
At the proposal of the Director of the Department of Information Technology Industry,
DECISION:
Article 1The List of Open Source Software Products Meeting Requirements for Use in State Agencies and Organizations is hereby issued together with this Decision as the basis for implementing Circular No. 02/2007/TT-BBCVT dated August 2, 2007 of the Ministry of Posts and Telecommunications (now the Ministry of Information and Communications) and Decisions No. 169/2006/QĐ-TTg dated July 17, 2006, and No. 223/2006/QĐ-TTg dated October 4, 2006 of the Prime Minister. When agencies and organizations use state budget funds or funds derived from the state budget for investment, procurement, and implementation of information technology application and development projects, they must prioritize investment, procurement, and use of products listed in the List of Open Source Software Products Meeting Requirements for Use in State Agencies and Organizations attached hereto.
Article 2. The List of Open Source Software Products Meeting Requirements for Use in State Agencies and Organizations will be continuously reviewed and supplemented to suit actual conditions.
In case there are difficulties in implementing the list, the Ministry of Information and Communications shall consider and resolve them specifically.
Article 3This Decision takes effect fifteen days after its publication in the Official Gazette.
Article 4The Head of the Ministry's Office, the Inspector General of the Ministry, the Director of the Department of Information Technology Industry, the Heads of units under the Ministry of Information and Communications, and related agencies and organizations are responsible for enforcing this Decision./.
