Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government on the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 187/2007/NĐ-CP dated December 25, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
At the proposal of the Department of Organization and Cadres and the Department Head of the Post and Telegraph Department,
DECISION:
Article 1. Position and Functions
The Post and Telegraph Department is the advisory body assisting the Minister in performing state management functions over postal services and express delivery as prescribed by law.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
The Post and Telegraph Department has the following tasks and powers:
1. To take the lead or participate in drafting draft normative legal documents on postal services and express delivery for submission to the Minister for approval by the National Assembly, the Standing Committee of the National Assembly, the Government, and the Prime Minister.
2. To take the lead or participate in building normative legal documents on postal services and express delivery within the authority of the Ministry for submission to the Minister for issuance.
3. To participate in building, researching, providing comments, or reviewing strategies, plans, development programs, projects, action programs on postal services and express delivery.
4. To direct, guide, inspect the implementation of normative legal documents, strategies, plans, development programs, projects, action programs on postal services and express delivery that have been approved; to provide information, propaganda, dissemination, and legal education on postal services and express delivery..
5. To coordinate with units under the Ministry to research, provide comments, and propose recommendations to competent authorities to suspend enforcement, abolish, or amend normative legal documents of ministries, ministerial-level agencies, People's Councils, People's Committees of provinces and centrally-administered cities that conflict with normative legal documents on postal services and express delivery.
6. To take the lead in researching, building, or reviewing framework rates or rates for public service and exclusive services in postal services and express delivery; to coordinate with relevant agencies to research and propose types of fees and charges in postal services and express delivery.
7. To take the lead in reviewing license application files and submit to the Minister for issuing, extending, temporarily suspending, suspending, amending, supplementing, or revoking postal licenses.
8. To confirm notifications of business operations in express delivery services and issue permits for importing postal stamps.
9. To take the lead in reviewing and submitting to the Minister for regulations on national postal codes, approving stamp design samples, and deciding on stamp printing.

The Department of Post and Telegraph has a Department Head, Deputy Department Heads, and specialized civil servants.
Article 3. Organizational Structure
The Department Head is responsible to the Minister for organizing the implementation of the functions, tasks, and powers delegated.
Deputy Department Heads assist the Department Head in directing and managing all aspects of the Department's work and are responsible to the Department Head for the tasks assigned.
The functions and powers of civil servants in the Department of Post and Telegraph are defined by the Department Head.
This Decision takes effect fifteen (15) days from the date of publication in the Official Gazette. Decree No. 27/2003/QĐ-BBCVT dated March 10, 2003 of the Minister of Posts and Telecommunications on the functions, tasks, powers, and organizational structure of the Department of Post and Telegraph is hereby abolished.
Article 4. Implementation provisions
The Director of the Office, the Department Head of the Department of Organization and Cadres, the Department Head of the Post and Telegraph Department, and the heads of units under the Ministry are responsible for implementing this Decision.
