REGARDING THE ISSUE OF NATIONAL TECHNICAL REGULATIONS ON VEHICLE GPS MONITORING DEVICES FOR PASSENGER CARS

BASED ON THE STANDARDS AND TECHNICAL REGULATIONS LAW dated June 29, 2006, and DECREE NO. 127/2007/NĐ-CP dated August 1, 2007, of the Government detailing the implementation of certain provisions of the Standards and Technical Regulations Law;
Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
BASED ON DECREE NO. 91/2009/NĐ-CP dated October 21, 2009, of the Government on business operations and conditions for passenger car transportation;
CONSIDERING THE PROPOSAL OF THE DIRECTOR OF THE SCIENCE AND TECHNOLOGY DEPARTMENT;
The Minister of Transport hereby promulgates:
Article 1. ATTACHED TO THIS CIRCULAR IS THE "NATIONAL TECHNICAL REGULATION ON ODOMETER SUPERVISION DEVICES FOR VEHICLES";

Article 2. THIS CIRCULAR SHALL TAKE EFFECT 45 DAYS FROM THE DATE OF ISSUANCE.
Article 3. GPS MONITORING DEVICES ARE PERMITTED TO BE INSTALLED ON PASSENGER CARS USED FOR COMMERCIAL TRANSPORTATION AS SPECIFIED IN DECREE NO. 91/2009/NĐ-CP OF THE GOVERNMENT AFTER COMPLETING THE REGISTRATION AND CERTIFICATION PROCESS, WITH A QUALITY MARK IN ACCORDANCE WITH THESE REGULATIONS.
Article 4. THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTION DEPARTMENT, THE DIRECTORS OF THE DEPARTMENTS, THE DIRECTOR OF THE VIETNAM MOTOR VEHICLE INSPECTION AUTHORITY, THE DIRECTOR OF THE VIETNAM HIGHWAY ADMINISTRATION, THE HEADS OF THE UNITS, AND ASSOCIATED ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR../.
