CIRCULAR

Regulations on the evaluation of physical education and sports development

Pursuant to the Law on Physical Education and Sports No. 77/2006/QH11 dated November 29, 2006;

“1. Position

Article 1. Other types of artistic performances

At the proposal of the Director-General of the General Department of Physical Training and Sport;

The Minister of Culture, Sports and Tourism shall stipulate the contents of evaluating the development of physical education and sports as follows:

Article 1. Scope and Objects Regulated

1. This Circular specifies the contents and responsibilities for compiling the evaluation of mass physical education and sports; physical education and sports in schools; physical education and sports in the armed forces; high-performance sports and professional sports.

2. This Circular applies to agencies, organizations, and individuals related to the matter.

Article 2. Interpretation of Terms

1. A person regularly practicing physical education and sports is someone who exercises at least three times a week, each session lasting at least thirty minutes, with a minimum duration of nine months per year.

2. A family regularly practicing physical education and sports (hereinafter referred to as a sports family) is a family where at least fifty percent of its members are persons regularly practicing physical education and sports.

3. A school organizing extracurricular sports activities well throughout the academic year is a school that has a regularly operating grassroots physical education and sports club, a school sports team, and organizes physical education and sports activities for staff, teachers, students, and the Phu Dong Health Festival.

Article 3. Evaluation of Mass Physical Education and Sports

1. Professional Content

a) The total number of people regularly practicing physical education and sports; calculate the percentage relative to the total population in the area;

b) The total number of families regularly practicing physical education and sports; calculate the percentage relative to the total number of families in the area.

2. Ensuring Conditions: Organizations, cadres, collaborators, facilities, grounds, and funding.

3. Responsibilities for Compilation, Evaluation, and Reporting

a) The Chairman of the People's Committee of communes, wards, towns (hereinafter collectively referred to as commune level) evaluates the development of mass physical education and sports in their locality and reports to the Chairman of the People's Committee of districts, counties, provincial cities (hereinafter collectively referred to as district level) through the Department of Culture, Sports and Tourism according to Model 01 attached hereto;

b) The Chairman of the People's Committee at the district level compiles, evaluates, and reports to the Chairman of the People's Committee of provinces, centrally-administered municipalities (hereinafter collectively referred to as provincial level) through the Director of the Department of Culture, Sports and Tourism according to Model 02 attached hereto;

c) The Chairman of the People's Committee at the provincial level compiles, evaluates, and submits the report to the Minister of Culture, Sports and Tourism through the General Department of Physical Culture and Sports according to Model 03 attached hereto.

Article 4. Evaluation of Physical Education and Sports in Schools

1. Professional Content

a) The total number of schools teaching the full curriculum of physical education as prescribed; calculate the percentage relative to the total number of schools at the same level;

b) The total number of schools regularly conducting extracurricular sports activities; calculate the percentage relative to the total number of schools at the same level;

c) The total number of students regularly practicing physical education and sports;

d) The total number of students meeting the criteria in the assessment and classification of physical fitness according to Decision No. 53/2008/QD-BGDĐT of the Ministry of Education and Training. Calculate the percentage relative to the total number of students at each educational level.

2. Ensuring Conditions: Organizations, cadres, lecturers, teachers, facilities, grounds, and funding.

3. Responsibilities for Compilation, Evaluation, and Reporting

The Minister of Education and Training shall guide, urge, inspect, and evaluate the development of physical education and sports among students and trainees nationwide and submit the report to the Minister of Culture, Sports and Tourism through the General Department of Physical Culture and Sports according to Model 04 attached hereto.

Article 5. Evaluation of physical training and sports in the military

1. Professional Content

a) The percentage of officers and soldiers meeting the standard for healthy soldiers;

b) The number of high-performance athletes.

2. Conditions for ensuring: Organization, cadres, coaches, referees, facilities, grounds, and funding.

3. Responsibilities for Compilation, Evaluation, and Reporting

The Minister of National Defense shall guide, urge, inspect, and evaluate the development of physical training and sports throughout the military and submit reports to the Minister of Culture, Sports and Tourism through the General Department of Physical Training and Sports according to Model 05 in Appendix.

Article 6. Evaluation of physical training and sports in the People's Public Security Forces

1. Professional Content

a) The percentage of officers and soldiers meeting the standard for healthy public security soldiers;

b) The number of high-performance athletes.

2. Conditions for ensuring: Organization, cadres, teachers, coaches, referees, facilities, grounds, equipment, and funding.

3. Responsibilities for Compilation, Evaluation, and Reporting

The Minister of Public Security shall guide, urge, inspect, and evaluate the development of physical training and sports for the entire public security force nationwide and submit reports to the Minister of Culture, Sports and Tourism through the General Department of Physical Training and Sports according to Model 06 in Appendix.

Article 7. Evaluation of high-performance sports

1. Professional Content

a) The number of athletes winning medals in domestic and international high-performance sports competitions;

b) The number of athletes reaching level 1, master titles, and breaking national and international records;

c) The number of high-performance athletes;

d) The number of high-performance sports competitions.

2. Conditions for ensuring: Organizations, coaches, referees, facilities, grounds, equipment, and funding.

3. Responsibilities for Compilation, Evaluation, and Reporting

a) The Chairman of the Provincial People's Committee shall compile, evaluate, and submit reports to the Minister of Culture, Sports and Tourism through the General Department of Physical Training and Sports according to Model 07 in Appendix;

b) National sports federations and associations shall compile, evaluate, and report to the Minister of Culture, Sports and Tourism through the General Department of Physical Training and Sports according to Model 07 in Appendix;

c) The Minister of National Defense and the Minister of Public Security shall compile, evaluate, and submit reports to the Minister of Culture, Sports and Tourism through the General Department of Physical Training and Sports according to Models 05 and 06 in Appendix.

Article 8. Evaluation of professional sports

1. Professional Content

a) The number of professional athletes;

b) The number of professional sports disciplines;

c) The number of professional sports clubs;

d) The number of professional sports competitions;

đ) The number of athletes winning medals in domestic and international professional sports competitions.

2. Conditions for ensuring: Organizations, professional sports coaches, professional sports referees, facilities, grounds, equipment, and funding.

3. Responsibilities for Compilation, Evaluation, and Reporting

a) The Chairman of the Provincial People's Committee shall compile, evaluate, and submit reports to the Minister of Culture, Sports and Tourism through the General Department of Physical Training and Sports according to Model 08 in Appendix;

b) National sports federations and associations shall compile, evaluate, and report to the Minister of Culture, Sports and Tourism through the General Department of Physical Training and Sports according to Model 08 in Appendix;

Article 9. Implementation Organization

1. Advisory agencies at all levels of People's Committees and Ministers of the Ministries of National Defense, Public Security, Education and Training shall implement, inspect, and evaluate according to the contents stipulated in this Circular based on annual targets and plans.

2. The General Department of Physical Training and Sports shall be responsible for urging and inspecting localities' implementation of this Circular; it shall be responsible for compiling, evaluating, and reporting to the Minister of Culture, Sports and Tourism before December 15 each year and upon request of the Minister.

3. The Director of the Department of Culture, Sports and Tourism shall be responsible for urging and organizing the implementation of this Circular.

Article 10. Provisions on implementation

This Circular takes effect from November 1, 2012. The Circular No. 02/2009/TT-BVHTTDL dated March 17, 2009, issued by the Minister of Culture, Sports and Tourism guiding the organization of evaluation of mass physical training and sports movements at local levels, is hereby abolished.

During the implementation process, if any difficulties arise, relevant agencies, organizations, and individuals are requested to promptly reflect them to the Ministry of Culture, Sports and Tourism (through the General Department of Physical Training and Sports) for consideration and resolution./.
