Regulations on uniforms for security forces protecting agencies and enterprises

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates detailed provisions on the model, structure, color, style of uniforms, badges, rank insignia, emblems, symbols, and signs (hereinafter collectively referred to as uniforms); service life, issuance, and use of uniforms for security forces at state agencies, enterprises, political organizations, socio-political organizations, socio-professional organizations, and social organizations established in accordance with Vietnamese law (hereinafter collectively referred to as agencies and enterprises).

Article 2. Applicability

1. This Circular applies to:

a) Security forces at agencies and enterprises;

b) Vietnamese agencies and enterprises; foreign enterprises and organizations operating within the territory of the Socialist Republic of Vietnam;

c) Agencies, organizations, and individuals related to the protection activities of agencies and enterprises.

2. State agencies and enterprises and security forces under the management of the People's Public Security and the People's Armed Forces do not fall within the scope of application of this Circular.

Article 3. Requirements for the uniforms of security forces protecting agencies and enterprises

1. Ensuring uniformity, consistency, and suitability with the work requirements of security forces protecting agencies and enterprises.

2. Ensuring quality, type, and design as prescribed in this Circular.

3. Ensuring proper allocation and use according to the designated subjects and purposes.

Article 4. Provisions on the models of uniforms for security forces protecting agencies and enterprises

This Circular annexes the models of uniforms for security forces protecting agencies and enterprises, specifically as follows:

1. Badge (model number 01).

2. Rank insignia (model number 02).

3. Emblem (model number 03).

4. Sign (model number 04).

5. Symbol (model number 05).

6. Hat (model number 06).

7. Spring and summer trousers and shirt (model number 07).

8. Autumn and winter trousers and shirt (model number 08).

9. Tie (model number 09).

10. Belt (model number 10).

11. Socks (model number 11).

12. Leather shoes (model number 12).

13. Raincoat (model number 13).

Chapter II

SPECIFIC PROVISIONS

Article 5. Badge

1. Style: As per model number 01 attached to this Circular.

2. Structure: A shield-shaped plate located between two pine branches surrounding it; the shield protrudes higher than the branches, with a convex surface. In the center of the shield is a five-pointed star, flanked by rice ears on both sides. The word "BẢO VỆ" on a ribbon background shaped like a historical clock wheel. The veins of the leaves are raised, with rays extending along the curve of the leaf, the height difference between the vein and the edge of the leaf being 1 mm.

3. Color: Pine branches are white; the ribbon, clock wheel, rice ears, border of the shield, and star are gold-plated; the background of the rice ears and the word "BẢO VỆ" are dark blue; the background of the raised star is red enamel.

Article 6. Rank Insignia

1. Style: As per model number 02 attached to this Circular.

2. Structure: The background of the rank insignia is made of woven tape with plastic inside. In the center of the insignia, there is an embroidered shield surrounded by two crossed rice ears, with a five-pointed golden star in the middle of the shield. At the sharp end of the insignia, there is a metal badge pin with a five-pointed star embossed in the center, surrounded by two rice ears and the letters "BV" below. On the blunt end of the insignia, there are from one to three horizontal stripes indicating rank, each stripe being 6 mm wide, with a 5 mm gap between adjacent stripes.

3. Color: The background of the rank insignia is navy blue, with a dark yellow border. The shield in the center of the insignia is sky blue; the border of the shield, two rice ears, and the star are gold. The badge pin is silver-white. The horizontal stripes indicating rank are bright yellow.

Article 7. Emblem

1. Style: As per model number 03 attached to this Circular.

2. Structure: The emblem is diamond-shaped, with a plastic core inside. In the center of the emblem, there is the lettering "BV" in metal, and behind the emblem, there is a clip to attach it to the collar.

3. Color: The background of the emblem is navy blue, and the lettering "BV" is silver-white.

Article 8. Nameplate

1. Style: As per model number 04 attached to this Circular.

2. Structure: The sign is made of hard paper, measuring 9 cm x 5.5 cm. - At the top is a horizontal line, where: On the left is the security badge, and on the right are the names of the superior agency or enterprise managing the entity (in bold uppercase font size 10), and the name of the directly managing agency or enterprise (in bold uppercase font size 12). - Below the horizontal line of the sign: On the left is a photo of the person holding the sign, measuring 2 cm x 3 cm, stamped with the seal of the agency or enterprise. On the right, from top to bottom, are the words "BẢO VỆ" in bold uppercase font size 16, followed by the holder's name, identification number, and date of issue in regular bold font size 14. - All characters in the sign use the Times New Roman - Unicode font. - The sign is attached above the left chest pocket.

3. Color: The background of the sign is light yellow; the border, horizontal line, and the word "BẢO VỆ" are red, while the rest of the text is black.

Article 8. Symbol

1. Style: In accordance with Model 05 issued together with this Circular.

2. Structure: The symbol is shaped like a shield, with a ribbon at the top. On the ribbon, the word "BẢO VỆ" (PROTECT) is centered, flanked by five-pointed stars on both sides. Within the symbol is a red flag with a yellow star inside a circle surrounded by rays. Below is an image of a factory, office, or construction site. At the bottom is half a wheel with the inscription "CƠ QUAN" (ORGANIZATION) or "DOANH NGHIỆP" (ENTERPRISE).

3. Colors: The flag is red, the star is yellow, the surrounding rays are dark yellow, and the images of the factory, office, or construction site are blue.

Article 10. Helmet

1. Style: In accordance with Model 06 issued together with this Circular.

2. Structure:

a) Cap-type helmet: The cap crown is round, with a visor at the front of the cap where the protection emblem is attached, and two air vents on each side. A decorative cord resembling a fish tail in yellow color is attached to the front edge of the cap, with a white metal button at each end fastened to the cap's frame.

b) Soft helmet: The helmet face is made of hard plastic, consisting of four pieces, with a lining inside the crown. The forehead has a visor for attaching the protection emblem, with three air vents on each side of the helmet. Inside the back of the helmet is a fabric-like leather band, and there is a strap at the back for adjustment.

c) Hard helmet: The helmet is oval-shaped, with a core made of paper pulp, covered with a layer of fabric. The forehead has a visor, and each side of the helmet has two air vents. Inside, there is a chin strap and a cap frame.

3. Colors: The helmet is dark purple. For the cap-type helmet, the decorative cord is yellow, and the metal button is white.

Article 11. Spring and Summer Clothing

1. Style: In accordance with Model 07 issued together with this Circular, specifically as follows:

a) Short-sleeved shirt - Men's version: A standing collar shirt. The front chest has two outside pockets with flap closures, pointed pocket flaps. One row of six plastic buttons matching the fabric color is sewn on the shoulders for wearing insignia. The back shoulder area is pleated. The short sleeves are cut to flip outward, with the left sleeve bearing a protective emblem. The hem is straight. - Women's version: A button-down shirt with a rounded collar. The front has two outside pockets with diagonal openings. One row of four plastic buttons matching the fabric color is sewn on the shoulders for wearing insignia, with shoulder pads. The back has a pleated back seam. The short sleeves are cut to flip outward, with the left sleeve bearing a protective emblem. The hem is straight. The armpit area is reinforced.

b) Long-sleeved shirt - Men's version: A standing collar shirt. The front chest has two outside pockets with flap closures, pointed pocket flaps. One row of six plastic buttons matching the fabric color is sewn on the shoulders for wearing insignia. The back shoulder area is pleated. The long sleeves have cuffs with buttons, and the cuffs are pleated to flip outward, with the left sleeve bearing a protective emblem. The hem is straight. - Women's version: A button-down shirt with a rounded collar. The front has two outside pockets with diagonal openings. One row of four plastic buttons matching the fabric color is sewn on the shoulders for wearing insignia, with shoulder pads. The back has a pleated back seam. The long sleeves have cuffs with buttons, and the cuffs are pleated to flip outward, with the left sleeve bearing a protective emblem. The hem is straight. The armpit area is reinforced.

c) Spring and summer pants - Men's version: Pants with separate waistbands, with diagonal side pockets. The front has one pleat on each side that flips outward along the length of the pants, with a zipper closure. The back has one pleat and a pocket with a welt. The waistband has six eyelets, with a belt loop at the top that can be fastened with a button. The hem is straight. - Women's version: Pants with separate waistbands, with diagonal side pockets. The front has one pleat on each side that flips outward along the length of the pants, with a zipper closure. The back has one pleat. The waistband has six eyelets, with a belt loop at the top that can be fastened with a button. The hem is straight.

b) The kepi hat for cadets training to become officers and non-commissioned officers, technical specialists; non-commissioned officers, soldiers: The top of the hat is dark navy blue, the body of the hat is light blue, the faux leather cord is black."

a) Blue shirt;

b) Dark purple pants.

Article 12. Winter clothing, neckties

1. Style: In accordance with Sample No. 08 and Sample No. 09 issued together with this Circular, specifically as follows:

a) Shirt - Men's shirt: A shirt with a standing collar. The left chest of the front has an outside pocket with a rounded bottom; the placket is folded inside with a row of five plastic buttons matching the fabric color. The back shoulder seam is loose and pleated two inches. Long sleeves have a French cuff, with a button in the middle of the cuff, and each sleeve is pleated two inches and turned towards the button. The hem is straight. - Women's shirt: A shirt with a standing collar. The shirt is designed with a waist. The front placket is folded inside with a row of five plastic buttons matching the fabric color. The back shoulder seam is attached. Long sleeves have a French cuff, with a button in the middle of the cuff, and each sleeve is pleated one inch and turned towards the button. The hem is straight.

b) Outer jacket: - Men's jacket: A blazer style with a K-shaped collar. The front has four outside pockets, with a flap pocket with a pointed flap, and a row of four plastic buttons matching the fabric color, with shoulder straps for attaching insignia. The back has a center back seam and a vent. Two-button cuffs, with the left sleeve bearing a protective agency or company emblem. Lined inside. - Women's jacket: A blazer style with a K-shaped collar. The front has two outside pockets below, with a flap pocket with a pointed flap, and a row of four plastic buttons matching the fabric color, with shoulder straps for attaching insignia. The back has a center back seam and a vent. Two-button cuffs, with the left sleeve bearing a protective agency or company emblem. Lined inside.

c) Warm coat: - Men's coat: A five-layer coat with a K-shaped collar, a plastic belt, and a quilted lining attached to the outer shell with a zipper. The front chest has two outside pockets with rounded corners, a pointed flap, and two parallel lines around the pocket and flap. Below the front has two diagonal pockets with a row of five plastic buttons matching the fabric color. Inside has a zipper, and outside has a flap covering the zipper. The back has a loose shoulder seam and side seams with belt loops. Two-button cuffs, with the left sleeve bearing a protective agency or company emblem. Shoulder straps for attaching insignia. - Women's coat: A five-layer coat with a K-shaped collar, a plastic belt, and a quilted lining attached to the outer shell with a zipper. The coat is designed with a waist. Below the front has two diagonal pockets with a row of five plastic buttons matching the fabric color. Inside has a zipper, and outside has a flap covering the zipper. The back has a loose shoulder seam and side seams with belt loops. Two-button cuffs, with the left sleeve bearing a protective agency or company emblem. Shoulder straps for attaching insignia.

d) Winter pants: As specified in Point c Clause 1 Article 11 of this Circular;

đ) Necktie: The body of the necktie is shaped like a paddle, with a plastic core, using a zipper with a locking mechanism.

2. Colors:

a) Blue for shirts;

b) Dark purple for outer jackets, warm coats, and pants;

c) Dark purple for neckties.

Article 13. Belts, socks, leather shoes, raincoats

1. Belt

a) Style: According to Sample No. 10 issued together with this Circular;

b) Construction: The belt is made of milled leather, with rounded ends, and a groove on the inner end for the buckle. The buckle is a cast metal piece attached to the belt with a pin, with the buckle face embossed with the letters "BV" in the center of a circular field with raised edges;

c) Color: Brown for the belt, gold for the buckle.

2. Socks

a) Style: According to Sample No. 11 issued together with this Circular;

b) Construction: The socks are knitted in a 2:1 rib pattern, with a elastic top, sole, and heel in a single knit pattern;

c) Color: Dark purple.

3. Leather Shoes

a) Style: According to Sample No. 12 issued together with this Circular;

b) Construction: - Men's leather shoes: Made from box calf leather. The sole is molded rubber with anti-slip patterns, and the heel has a plastic core for increased hardness and durability. The laces are polyester rope with a core. - Women's leather shoes: Made from box calf leather, which is soft and elastic. The sole is molded rubber with anti-slip patterns, and the heel has a plastic core for increased hardness and durability. The laces are polyester rope with a core.

c) Color: Black.

4. Raincoat

a) Style: According to Sample No. 13 issued together with this Circular;

b) Construction: - Coat: A jacket style with a non-cuffed collar. The left side of the front has a flap covering a button closure, with an internal zipper running up to the collar. The back has a loose shoulder seam, with an internal mesh layer for ventilation, and reflective strips on the shoulder seam and flap with the word "BẢO VỆ" in yellow on a reflective background. One-button cuffs with elastic cuffs. Detachable hood attached to the coat with press studs. All seams are sealed with waterproof tape. - Pants: A loose-fitting style with an elastic waistband and press stud closures at the hem.

c) Color: - Coat in khaki, reflective strips in yellow, and the word "BẢO VỆ" in red. - Pants in khaki.

Article 14. Service Life, Allocation, and Use of Uniforms

1. 2. Allocation and use of uniforms:

a) Depending on actual conditions and climate of each area, heads of agencies and enterprises shall proactively decide on the allocation and use of uniforms accordingly;

b) During duty performance, security personnel must use uniforms in accordance with the provisions of this Circular.

Article 15. Funding for Ensuring Uniforms for Security Forces of Agencies and Enterprises

1. Funding for ensuring uniforms for security forces of agencies shall be allocated from the regular operating budget of the agency.

2. Funding for ensuring uniforms for security forces of enterprises shall be included in the business operation costs of the enterprise.

Chapter III

IMPLEMENTATION

Article 16. Effective Date

This Circular takes effect from April 5, 2016. Previous regulations concerning uniforms for security forces of agencies and enterprises that conflict with the provisions of this Circular are hereby abolished.

Article 17. Responsibility for Implementation

1. The General Logistics Department - Technical Services of the Ministry of Public Security shall take the lead and coordinate with the General Security Department of the Ministry of Public Security to be responsible for guiding, inspecting, and urging the implementation of this Circular.

2. Local public security units have the responsibility to guide, inspect, and supervise agencies and enterprises under their management, and report periodically at the end of the second and fourth quarters of each year to the Ministry of Public Security (through the General Logistics Department - Technical Services) on the situation and results of implementing this Circular.

3. Comrades General Directors, Heads of subordinate units of the Ministry of Public Security, Provincial Police Chiefs, Fire Prevention and Fighting Chiefs of centrally governed cities, and Heads of agencies, enterprises, organizations, and individuals related to this matter are responsible for implementing this Circular. In the process of implementation, if there are difficulties or obstacles, local public security units, agencies, organizations, and individuals related to this matter shall report to the Ministry of Public Security (through the General Logistics Department - Technical Services) for timely guidance.
