Pursuant to the Law on the Organization of the Government dated June 19, 2015Pursuant to the Law on Science and Technology dated June 18,;

Pursuant to the Law on Education dated June 14, 2005 and the Law Amending and Supplementing Certain Provisions of the Law on Education dated November 25, 2009;, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPPursuant to the Law on Higher Education dated June 18, 2012;

Decree No. 23/2016/NĐ-CP dated September 1, 2016 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

The Minister of Information and Communication issues this Circular on regulations regarding receiving citizens, handling and resolving complaints, reports, petitions, and reflections of the Ministry of Information and Communication.1Decree No. 95/2017/NĐ-CP dated August 16, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

Decree No. The Prime Minister promulgates this Decision to stipulate the functions, tasks, powers, and organizational structure of the Academy of Science, Technology, and Innovation.

Pursuant to the proposal of the Minister of Science and Technology;

Technology and Innovation.ng1. The Academy of Science, Technology, and Innovation is a public scientific research institution directly under the Ministry of Science and Technology, performing the function of scientific research, technology development, and innovation; training master’s and doctoral degrees; providing management training for science, technology, and innovation; supporting and implementing innovation activities and start-ups; consulting and providing science and technology services., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPThe Academy of Science, Technology, and Innovation has the international trade name in English as: Vietnam Institute of Science Technology and Innovation (abbreviated as VISTI).

Article 1. Position and Functions

2. The Academy of Science, Technology, and Innovation has legal personality, its own seal and separate bank account, with its main office located in Hanoi City.

3. The Academy of Science, Technology, and Innovation (hereinafter referred to as the Academy) operates according to the Organizational and Operational Regulations issued by the Minister of Science and Technology and other relevant laws.

a) Researching theoretical and practical issues regarding science, technology, and innovation strategies and policies;

b) Researching about strategic planning, policies, and management mechanisms for science, technology, and innovation to serve the state management of the Ministry of Science and Technology; advising the Minister of Science and Technology on the formulation and implementation of science, technology, and innovation policies;

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. On scientific research:

c) Researching, developing, and deploying applications in priority technological fields and advanced technologies;

d) Researching to support the Academy's training and capacity-building activities;

đ) Cooperating with universities, academies, institutes, research centers, and organizations and individuals both domestically and internationally in accordance with assigned functions and tasks.

b) Developing and organizing the implementation of training programs and plans. Issuing certificates and certificates of participation for trainees attending training and capacity-building programs organized by the Academy in accordance with the law;

c) Linking to offer master’s and doctoral degrees, cooperating in training and capacity-building with educational institutions, research institutes, organizations, and individuals both domestically and internationally in accordance with assigned functions and tasks.

a) Training human resources at undergraduate and postgraduate levels in international relations, international law, international economics, international communications, foreign languages, and other specialized fields as prescribed by law;

a) Provide master’s and doctoral education and issue corresponding diplomas in accordance with the law;

3. Participating in building strategies, planning, policies, and laws on science, technology, and innovation; implementing and evaluating science, technology, and innovation strategies and policies.

4. Compiling and publishing publications, journals on research results, teaching materials on science, technology, and innovation management and related fields in accordance with the law.

5. Regarding support and implementation of innovation and start-up activities:

a) Supporting the development of creative ideas and start-ups;

b) Implementing and supporting technology incubation activities, incubation and development of science and technology enterprises, innovative start-up enterprises;

c) Building, operating, and managing shared working spaces and shared production facilities;

d) Collaborating with educational institutions, research institutes, businesses, organizations, and individuals both domestically and internationally in the field of innovation and start-ups in accordance with assigned functions and tasks.

6. Carrying out international cooperation activities in accordance with the law.

7. Implementing and collaborating, joint ventures, and linking with domestic and foreign organizations and individuals in accordance with the law on self-governing public service units to provide consulting, training, capacity-building, technology transfer, intellectual property rights transfer, service provision, production, and business within the scope of assigned functions and tasks.

8. Establishing and submitting to competent authorities certain special mechanisms and policies for the Academy; submitting to the Minister of Science and Technology for approval the orientation for development, annual activity programs and plans, and during each period of the Academy, and implementing them after issuance.

9. Managing civil servants, employees, finance, and assets in accordance with the law and the delegation of the Ministry of Science and Technology.

10. Performing other tasks and powers delegated or authorized by the Minister of Science and Technology and competent authorities in accordance with the law.

Article 3. Organizational Structure

1. Office.

2. Planning and Finance Department.

3. Scientific Management and Training Department.

6. Center for Training and Capacity-Building in Science and Technology Management.

7. Center for Science and Technology Services.

8. International Department and Postgraduate Training.

The Minister of Science and Technology decides to establish public scientific and technological institutions under the Academy that are self-sufficient in regular expenses in accordance with the law.

The Minister of Science and Technology stipulates the tasks, powers, organizational structure, and appoints or delegates the appointment and dismissal of heads and deputy heads of units under the Academy.

1. The Academy of Science, Technology, and Innovation shall have a Director and not more than three Deputy Directors.

The Minister of Science and Technology shall stipulate the duties, powers, organizational structure, and decide or delegate the appointment and removal of the heads and deputy heads of the units under the Academy.

Article 4. Leadership of the Academy

1. The Academy of Science, Technology and Innovation shall have a Director and not more than three Deputy Directors.

2. The Director of the Academy of Science, Technology and Innovation shall be appointed and relieved from office by the Minister of Science and Technology upon the opinion of the Prime Minister.

3. The Deputy Director of the Academy of Science, Technology and Innovation shall be appointed and relieved from office by the Minister of Science and Technology in accordance with the regulations of the Party and the law.

4. The Director of the Academy of Science, Technology and Innovation shall be responsible to the Minister of Science and Technology and before the law for all activities of the Academy. The Deputy Director of the Academy of Science, Technology and Innovation shall be responsible to the Director of the Academy, to the Minister of Science and Technology, and before the law for the assigned field of work.

Article 5. Effective Date

This Decision shall take effect from April 10, 2018.

Article 6. Responsibility for Implementation

The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the central city, the Director of the Academy of Science, Technology and Innovation, and related agencies and organizations shall be responsible for implementing this Decision./.
