CIRCULAR
REGULATIONS ON CONDITIONS, CONTENT, AND FORM OF PROMOTION TO HIGHER RANKS FOR TEACHING PROFESSIONAL TITLES IN PUBLIC UNIVERSITIES
Pursuant to the Civil Servant Law No. 58/2010/QH12 dated November 15, 2010;
Pursuant to Decree No. 29/2012/NĐ-CP dated April 12, 2012 of the Government on recruitment, utilization, and management of civil servants;
Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
At the request of the Director of the General Education Personnel and Educational Management Bureau,
The Minister of Education and Training issues this Circular to regulate the conditions, content, and form for promotion to higher ranks for teaching professional titles in public universities.
Article 1. Scope of Regulation and Applicability
1. This Circular regulates the conditions, content, and form for promotion to higher ranks for teaching professional titles in public universities from Lecturer (Rank III) to Associate Professor (Rank II) and from Associate Professor (Rank II) to Full Professor (Rank I).
2. This Circular applies to teaching staff in public universities and public teacher training colleges (hereinafter referred to collectively as public universities) who register for promotion to higher ranks for teaching professional titles, and related organizations and individuals.
Article 2. Principles for Promotion
1. The selection of teaching staff for promotion to higher ranks for teaching professional titles must be based on job positions, professional title structure, and the needs of public universities.
2. The organization of promotion to higher ranks for teaching professional titles must be equal, transparent, fair, objective, and comply with legal regulations.
Article 3. Conditions for Registration for Promotion to Higher Ranks
Teaching staff in public universities may register for promotion to higher ranks for teaching professional titles if they meet the following conditions:
1. The public university has a need and is authorized by the competent authority to send them for promotion.
2. They have satisfactorily completed their duties over a continuous period of three years up to the deadline for submitting the application for promotion; they have been evaluated by the head of the public university as having sufficient moral and professional ethics; and they are not currently under disciplinary action or have received notice regarding disciplinary proceedings according to the law.
3. They meet the criteria for the rank of the professional title they are applying to promote to, as stipulated in Joint Circular No. 36/2014/TTLT-BGDĐT-BNV dated November 28, 2014, issued by the Ministers of Education and Training and Interior, which specifies the code and criteria for teaching professional titles in public universities.
4. They hold the professional title of Lecturer (Rank III), code V.07.01.03, for those applying for promotion to Associate Professor (Rank II), code V.07.01.02; and they hold the professional title of Associate Professor (Rank II), code V.07.01.02, for those applying for promotion to Full Professor (Rank I), code V.07.01.01.
Article 4. Content and Form of Promotion
1. Promotion to higher ranks for teaching staff is conducted through the examination of the application file according to the criteria for the higher adjacent rank and the evaluation and conversion of points for scientific works.
2. Evaluation and conversion of points for scientific works for teaching staff applying for promotion to higher ranks for teaching professional titles shall be carried out when they have met the requirements for the application file as stipulated in Article 5 of this Circular.
3. Converted scientific works
a) Converted scientific works include: Scientific articles; research results and applications of science and technology that have been registered and granted patents; useful scientific and technological solutions; textbooks for training; full-length scientific reports published in the proceedings of national and international scientific conferences; artistic works, performance programs, and sports achievements that have won national and international awards;
b) The content of converted scientific works must be relevant to the field and specialty of the scientific subject taught by the teaching staff applying for promotion to higher ranks for teaching professional titles;
c) Scientific works already published with overlapping content of 30% or more can only be counted once for point conversion. Popular science articles, summaries of research results, final reports, reviews, evaluations, and translations cannot be considered as converted scientific works;
d) If converted scientific works involve multiple authors, the main author receives one-third (one-third) of the points of the work, and the remaining points are divided equally among all participants including the main author; if the main author cannot be determined, the points are divided equally among all participants;
For textbooks for training compiled by a team and published, the chief editor receives one-third (one-third) of the converted points of the book, and the remaining points are divided according to each person's contribution to writing; if the specific contributions of each participant cannot be determined, the points are divided equally among all participants including the chief editor if they directly wrote the book.
Scientific journals with ISSN codes will be scored according to the selection and classification by the State Council of Professors.
4. Method of Calculating Converted Points
a) A scientific article published in a journal listed in the ISI Index (in the SCI, SSCI, AHCI, SCIE system) and the Scopus database is worth a maximum of 2.0 points. A scientific article with peer review and published in a journal with an international standard code ISSN, not part of the ISI or Scopus systems, is worth a maximum of 1.0 point.
The scoring of scientific articles must be based on the quality of the article, the impact factor (IF, according to ISI) and/or H-index (according to Scimango) of the journal;
b) Each scientific application result awarded a patent is worth a maximum of 3.0 points; each useful scientific solution is worth a maximum of 2.0 points; each artistic work (music, fine arts, theater, film, architecture), performance program, and sports achievement winning an international award is worth a maximum of 2.0 points, and a national award is worth a maximum of 1.5 points;
c) Textbooks for training that are converted scientific works must be reviewed and approved by the Science Council established by the President for use in training at the bachelor level and above, and must be published with an international standard code ISBN. Textbooks for training published by reputable publishers worldwide will receive an additional 25% of the converted points of the book.
The conversion points for one (1) book serving training are calculated as follows: Monographs have 3.0 conversion points; Textbooks have 2.0 conversion points; Reference books have 1.5 conversion points; Guidebooks have 1.0 conversion point; Specialized dictionaries have 1.0 conversion point; Translated books or textbooks from foreign languages into Vietnamese have 1.0 conversion point.
d) A scientific report at a national scientific seminar with peer review, selected to be published in full in the proceedings (proceedings) of the seminar shall be counted up to 0.5 points; A scientific report at an international scientific seminar written in English with peer review, published in full in the proceedings (proceedings) of the seminar shall be counted up to 1.0 point. Conversion points shall only be counted for articles published in the proceedings (proceedings) of the scientific seminar that have been officially published with an International Standard Book Number (ISBN).
Article 5. Application dossier for promotion to a higher job title
1. The application dossier for promotion to a higher job title shall comply with the provisions stipulated in Article 10 of Circular No. 12/2012/TT-BNV dated December 18, 2012, issued by the Minister of Home Affairs on job titles and changes in job titles for civil servants.
2. Copies of diplomas and certificates in accordance with Articles 4 and 5 of Joint Circular No. 36/2014/TTLT-BGDĐT-BNV dated November 28, 2014, issued by the Ministers of Education and Training and Home Affairs, providing the code number and standards for job titles of teaching civil servants in public higher education institutions.
Article 6. Determination of successful candidates in the period of promotion to a higher job title
1. Successful candidates in the period of promotion to a higher job title are civil servants who are determined by the Promotion Council to meet the Conditions stipulated in Article 3 of this Circular and have a minimum of six (6) points in scientific works for civil servants applying for promotion to the Associate Professor job title (Grade II); and a minimum of sixteen (16) points for civil servants applying for promotion to the Full Professor job title (Grade I). In cases where multiple applicants achieve the minimum required points, the successful candidate will be determined based on descending order of conversion points until the allocated recruitment quota is filled.
2. In cases where two (2) or more people have the same score at the final quota, the successful candidate will be determined according to the following priority order:
a) The person with longer tenure;
b) The person assigned tasks by competent authorities with outstanding achievements and exemplary performance recognized with awards over three (3) consecutive years immediately preceding the year of the promotion examination.
3. If it is still not possible to determine the successful candidate based on the above priorities, the Chairman of the Promotion Council will consider and decide on the successful candidate for the promotion examination.
4. Civil servants who do not qualify for promotion in the period of promotion to a higher job title as stipulated in Clause 1 and Clause 2 of this Article shall not retain their results for subsequent promotion examinations.
Article 7. Implementation Organization
1. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies; Chairmen of People's Committees of provinces and centrally governed cities, and Heads of higher education institutions shall, within their respective authority, nominate civil servants to participate in the period of promotion to a higher job title and bear responsibility for the qualifications and conditions of civil servants participating in the period of promotion to a higher job title.
2. This Circular takes effect from April 27, 2018.
3. During implementation, if there are any difficulties, please reflect them to the Ministry of Education and Training for consideration and resolution./.
