Circular No. 08/2018/TT-BKHCN Amending and Supplementing Clause 7 of Article 6 of Circular No. 15/2015/TT-BKHCN dated August 25 on measurement and quality in gasoline trading

CIRCULAR
Provincial People's Committees set specific pricesamending and supplementing Clause 7, Article 6 of Circular No. 15/2015/TT-BKHCN dated August 25, 2015 issued by the Minister of Science and Technology
concerning measurement and quality in gasoline trading
The Minister of Science and Technology issues this Circular to amend and supplement Clause 7, Article 6 of Circular No. 15/2015/TT-BKHCN dated August 25, 2015 concerning measurement and quality in gasoline trading;

Pursuant to the Law on Measurement dated November 11, 2011;

Pursuant to Decree No. 95/2017/NĐ-CP dated August 16, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

At the proposal of the Director General of the National Standardization, Metrology and Quality Control Department and the Head of the Legal Affairs Department;

Article 1. Amending and supplementing Clause 7, Article 6 of Circular No. 15/2015/TT-BKHCN dated August 25, 2015 issued by the Minister of Science and Technology concerning measurement and quality in gasoline trading as follows:

"7. As of July 1, 2019, fuel dispensers must have recording and printing devices for measurement results to provide such results to customers upon request. Recording and printing devices for measurement results must meet the following requirements for measurement:

a) They shall not have mechanisms or functions that affect the measurement results or the technical characteristics of the fuel dispenser;
b) Measurement results must ensure clear and transparent information for relevant parties to check the implementation of the measurement process, measuring instruments, and quantity of goods."
This Circular takes effect from July 1, 2018.

Article 2. Effective Date

1. The National Standardization Agency shall organize the implementation of this Circular.

Article 3. Implementation Organization

2. Relevant state agencies, organizations, and individuals shall be responsible for implementing this Circular.

3. In the course of implementation, if difficulties arise, they are requested to report to the Ministry of Science and Technology for consideration and resolution./.
