Regulations on infrastructure, equipment

and training professional staff for Aesthetic Gymnastics

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;

Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government on conditions for operating sports activities;

Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director-General of the General Department of Physical Training and Sport;

The Minister of Culture, Sports and Tourism issues this Circular stipulating the physical facilities, equipment, and training of professional staff for Aesthetic Gymnastics.

Article 1. Scope of Regulation

Article 1. This Circular stipulates the physical facilities, equipment, and training of professional staff to meet the requirements for practicing and competing in Aesthetic Gymnastics.

Article 2. The standards for physical facilities and equipment for high-performance training and competition in Aesthetic Gymnastics shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.

Article 2. Applicability

This Circular applies to organizations and individuals organizing training, competition, and professional staff training for Aesthetic Gymnastics in Vietnam.

Chapter 3. Infrastructure and Equipment for Training

Clause 1. The training floor must have dimensions of at least 8m x 8m.

Clause 2. The floor surface must be flat, non-slippery, and covered with carpet or soft padding.

Clause 3. The distance from the floor to the ceiling must be at least 3m.

Clause 4. The sound system must ensure a minimum intensity of 90dBA.

Clause 5. Lighting must ensure a minimum of 150 lux.

Clause 6. There must be an emergency first aid kit in accordance with the regulations of the Ministry of Health.

Clause 7. Auxiliary equipment for training must be provided: treadmills, weights, platforms, sticks, rings, balls.

Clause 8. There must be changing rooms and restrooms.

Clause 9. There must be a bulletin board containing the following main contents: Participants in training, training hours, training attire, and safety measures during training.

Chapter 4. Infrastructure and Equipment for Competition

Clause 1. Implement in accordance with Clauses 2, 3, 5, 6, and 8 of Article 3 of this Circular.

Clause 2. The competition floor must have dimensions of at least 12m x 12m.

Clause 3. The sound system must ensure a minimum intensity of 120dBA.

Article 5. Training Density

Clause 1. The training density on the floor must ensure a minimum of 2m² per person.

Clause 2. Each instructor may guide no more than 30 people in one session.

Article 6. Training of Specialized Staff

Clause 1. The General Department of Physical Education and Sports, the Vietnam Gymnastics Federation, or the Provincial Departments of Culture, Sports and Tourism, or the Provincial Departments of Culture and Sports under the central government shall organize professional training for instructors of Aesthetic Gymnastics.

Clause 2. The General Department of Physical Education and Sports shall be responsible for developing the content and program for professional training of instructors of Aesthetic Gymnastics to be submitted to the Minister of Culture, Sports and Tourism for approval.

Clause 3. The certificate of professional training for instructors of Aesthetic Gymnastics shall be issued by the organizing agency. The format of the certificate is specified in the Appendix attached to this Circular.

Article 7. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. The Cultural, Sports and Tourism Inspection Authority shall conduct inspections and handle violations of this Circular within its authority.

3. Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports under the central government shall be responsible for implementing this Circular.

Article 8. Effective Date

Article 1. This Circular takes effect from March 15, 2018.

Article 2. Circular No. 16/2011/TT-BVHTTDL dated November 14, 2011 of the Minister of Culture, Sports and Tourism on the conditions for operating sports facilities organizing aesthetic gymnastics activities shall cease to be effective from the date this Circular takes effect.

During implementation, if any issues arise, please promptly report them to the Ministry of Culture, Sports and Tourism for research and resolution./.
