Scope of RegulationThis Circular regulates the List of Products and Goods with Potential to Cause Safety Hazards (hereinafter referred to as Group 2 products and goods) under the management responsibility of the Ministry of Public Security.
Article 2. List of Group 2 Products and Goods
1. The Appendix attached hereto sets forth the List of Group 2 Products and Goods under the management responsibility of the Ministry of Public Security.2. Based on the requirements for state administration in each period, the Science, Strategy, and History Department shall be responsible for coordinating with relevant units to study, review, report to the Minister of Public Security for examination and decision-making regarding amendments and supplements to the List of Group 2 Products and Goods. Article 3. Effective Date1. This Circular takes effect from May 10, 2019.2. This Circular replaces Circular No. 14/2012/TT-BCA dated March 20, 2012 issued by the Minister of Public Security on the List of Products and Goods with Potential to Cause Safety Hazards under the management responsibility of the Ministry of Public Security.Article 4. Responsibilities for Implementation 1. The Director of the Science, Strategy, and History Department shall be responsible for inspecting, urging, and guiding the implementation of this Circular.
2. Heads of units under the Ministry of Public Security; Directors of Provincial Police Departments directly under the Central Government are responsible for implementing this Circular.
During the process of implementing this Circular, if there are difficulties or obstacles, agencies, organizations, and individuals shall reflect to the Ministry of Public Security (through the Science, Strategy, and History Department) for timely guidance./.
Article 2. List of products and goods group 2
1. The list of products and goods group 2 under the management responsibility of the Ministry of Public Security is attached as an appendix to this Circular.
2. Based on the requirements for state administration in each period, the Science, Strategy and History Department shall coordinate with relevant units to study, review, report to the Minister of Public Security for consideration and decision regarding amendments and supplements to the list of products and goods group 2.
Article 3. Effective date
1. This Circular takes effect from May 10, 2019.
2. This Circular replaces Circular No. 14/2012/TT-BCA dated March 20, 2012 issued by the Minister of Public Security on the list of products and goods with potential safety risks under the management responsibility of the Ministry of Public Security.
Article 4. Responsibilities for implementation
1. The Director of the Science, Strategy and History Department is responsible for inspecting, urging, and guiding the implementation of this Circular.
2. Heads of units under the Ministry of Public Security; Directors of Provincial Police Departments and Municipalities directly under the Central Government are responsible for implementing this Circular.
During the implementation of this Circular, if there are difficulties or obstacles, agencies, organizations, and individuals should report to the Ministry of Public Security (through the Science, Strategy and History Department) for timely guidance./.
