CIRCULAR
Amending and supplementing certain Circulars issued by
the Minister of Industry and Trade in the field of import and export
Based on Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
At the proposal of the Director of the Department of Import-Export;
The Minister of Industry and Trade issues this Circular to amend and supplement certain Circulars issued by the Minister of Industry and Trade in the field of import and export.
Article 1. Replacing certain phrases in Circular No. 10/2009/TT-BCT dated May 18, 2009, of the Minister of Industry and Trade implementing the Rules of Origin under the Agreement between the Socialist Republic of Vietnam and Japan on Economic Partnership
Replace the phrase "Department of Import and Export" with the phrase "Import-Export Administration" in Clause 5, Article 4, and Article 11.
Article 2. Replacing certain phrases in Circular No. 04/2010/TT-BCT dated January 25, 2010, of the Minister of Industry and Trade implementing the Rules of Origin under the Agreement between the Ministry of Industry and Trade of the Socialist Republic of Vietnam and the Ministry of Industry and Trade of the Lao People's Democratic Republic on rules of origin applicable to goods benefiting from preferential tariff rates under the Vietnam-Laos Free Trade Agreement
Replace the phrase "Department of Import and Export" with the phrase "Import-Export Administration" in Clause 5, Article 4, Article 11, and Clause 1, Article 24 of Appendix 4.
Article 3. Replacing certain phrases in Circular No. 15/2010/TT-BCT dated April 15, 2010, of the Minister of Industry and Trade implementing the Rules of Origin under the ASEAN-India Trade in Goods Agreement
Replace the phrase "Department of Import and Export" with the phrase "Import-Export Administration" in Clause 5, Article 4, and Article 11.
Article 4. Replacing certain phrases in Circular No. 28/2012/TT-BCT dated September 27, 2012, of the Minister of Industry and Trade detailing the registration of export rights and import rights for foreign traders without a presence in Vietnam
Replace the phrase "Department of Import and Export" with the phrase "Import-Export Administration" in Clause 1, Article 4, Clause 1, and Clause 3, Article 13.
Article 5. Effective Date
1. This Circular takes effect from June 7, 2024.
2. During the implementation of this Circular, if any difficulties arise, traders, relevant agencies, organizations, and individuals shall report them in writing to the Ministry of Industry and Trade for resolution./.
