BASED ON THE LAW ON STANDARDS AND TECHNICAL REGULATIONS dated June 29, 2006;
BASED ON THE LAW AMENDING AND SUPPLEMENTING CERTAIN PROVISIONS OF 37 LAWS RELATED TO PLANNING dated November 20, 2018;
Pursuant toTHE POPULAR SECURITY ORGANIZATION LAW dated November 20, 2018;
BASED ON THE LAW AMENDING AND SUPPLEMENTING CERTAIN PROVISIONS OF THE POPULAR SECURITY ORGANIZATION LAW dated June 22, 2023;

1. Amending and supplementing Clause 2 and Clause 3 of Article 3 as follows:
THE MINISTER OF PUBLIC SECURITY ISSUES THIS CIRCULAR ON THE NATIONAL TECHNICAL REGULATIONS ON THE STRUCTURE OF DATA MESSAGE EXCHANGE WITH THE NATIONAL COMBINED DATABASE.
Article 1. ATTACHED TO THIS CIRCULAR ARE THE NATIONAL TECHNICAL REGULATIONS ON THE STRUCTURE OF DATA MESSAGE EXCHANGE WITH THE NATIONAL COMBINED DATABASE - QCVN 09:2025/BCA.
Article 2. Effective Date
THIS CIRCULAR SHALL TAKE EFFECT FROM AUGUST 10, 2025.
Article 3. Implementation Organization
1. The Director of the Administrative Police Management Bureau is responsible for monitoring, inspecting, and urging the implementation of this Circular.
2. HEADS OF UNITS UNDER THE MINISTRY, DIRECTORS OF PUBLIC SECURITY BRANCHES IN PROVINCES AND CITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, AND RELEVANT AUTHORITIES, ORGANIZATIONS, AND INDIVIDUALS SHALL BE RESPONSIBLE FOR IMPLEMENTATION OF THIS CIRCULAR.
IN THE COURSE OF IMPLEMENTATION, IF ANY DIFFICULTIES ARISE, LOCAL PUBLIC SECURITY BRANCHES, RELEVANT AUTHORITIES, ORGANIZATIONS, AND INDIVIDUALS SHALL REPORT TO THE MINISTRY OF PUBLIC SECURITY (THROUGH THE DEPARTMENT OF ADMINISTRATIVE POLICE) FOR PROMPT GUIDANCE./.
