Pursuant to the Law on Departure from Vietnam, Entry to Vietnam of Vietnamese Citizens dated November 22, 2019; the Law Amending and Supplementing Certain Provisions of the Law on Departure from Vietnam, Entry to Vietnam of Vietnamese Citizens and the Law on Entry to Vietnam, Departure from Vietnam, Transit through Vietnam, and Residence of Foreigners in Vietnam dated June 24, 2023;
Pursuant to Decree No. 28/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;
At the proposal of the Director of the Consular Department;
The Minister of Foreign Affairs issues this Circular guiding the issuance, extension, revocation, and invalidation of diplomatic passports, official passports, and the issuance of letters of introduction for visa applications.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular guides the procedures for issuing, extending, revoking, and invalidating diplomatic passports, official passports; and issuing letters of introduction for visa applications as prescribed in the Law on Departure from Vietnam, Entry to Vietnam of Vietnamese Citizens (hereinafter referred to as the Law).
Article 2. Competent Authorities
1. The authorities responsible for issuing, extending, revoking, and invalidating diplomatic passports, official passports, and issuing letters of introduction for visa applications within the country include the Consular Department and the Foreign Affairs Office of Ho Chi Minh City, Ministry of Foreign Affairs (hereinafter collectively referred to as the Passport Issuing Authority within the Country).
2. The authorities responsible for issuing, extending, revoking, and invalidating diplomatic passports, official passports, and issuing letters of introduction for visa applications abroad include diplomatic missions, consular posts, and other agencies authorized to perform consular functions of Vietnam abroad (hereinafter collectively referred to as the Overseas Representative Authority).
Article 3. Validity Period of Diplomatic Passports and Official Passports in Specific Cases
1. The validity period of diplomatic passports and official passports issued in cases where the old passport is damaged, lost, or has run out of pages during work abroad shall not exceed the validity period of the old passport and shall be at least one year.
2. The validity period of diplomatic passports and official passports issued to individuals with changes in position as stipulated in Point b Clause 1 Article 13 of the Law shall not exceed the validity period of the old passport and shall be at least one year.
3. The validity period of diplomatic passports and official passports issued or extended for individuals as stipulated in Point d Clause 1 Article 13 of the Law shall not exceed the validity period of the diplomatic passports and official passports of the person they accompany or visit and shall be at least one year.
Article 4. Decision on Dispatch or Permission for Civil Servants, Public Officials, and State Employees to Travel Abroad
1. The decision on dispatch or permission for civil servants, public officials, and state employees to travel abroad (hereinafter referred to as the dispatch permit) as stipulated in Point a Clause 2 Article 12 of the Law must contain all necessary information according to the model attached to this Circular.
2. The dispatch permit must be signed by the competent authority or their delegate, stamped by the agency, and comply with relevant regulations on the format of administrative documents.
In cases where the dispatch permit consists of two or more pages, it must be numbered sequentially and stamped across the seams between pages. For a dispatch permit consisting of only two pages on one sheet, the first page must be stamped with a hanging stamp. In cases of amendments or supplements to the dispatch permit, the competent authority must sign and stamp the agency's seal on the amended or supplemented portion. If there are two or more amendments or supplements, the agency or the competent authority must issue a new dispatch permit.
In cases where the application is submitted via an electronic environment, the dispatch permit must comply with relevant laws regarding digital signatures and electronic documents.
3. The dispatch permit may be a letter from the President's Office, the National Assembly's Office, or the Committees of the National Assembly, the Central Party Committee's Office or the Party's Departments, the Government's Office announcing the list of delegations for individuals traveling abroad as members or attendants of delegations led by the General Secretary, the Standing Deputy General Secretary, Members of the Politburo, Central Party Secretaries, the President, Vice Presidents, the Chairman, Vice Chairmen of the National Assembly, the Prime Minister, or Deputy Prime Ministers.
4. The dispatch permit is a letter from the Central Party Committee's Office, the President's Office, the National Assembly's Office, or the Government's Office announcing the approval of the competent authority for individuals traveling abroad under the management of the Central Committee of the Communist Party of Vietnam.
5. The dispatch permit is a letter of appointment of representatives to overseas missions as prescribed in the Law on Overseas Missions of the Socialist Republic of Vietnam for individuals holding positions as prescribed in Clause 11 Article 8 and Clause 4 Article 9 of the Law.
6. Individuals concurrently holding multiple positions in different agencies or organizations, when traveling abroad to perform tasks related to the functions of a particular agency, must use the dispatch permit of that agency.
Article 5. Delegation to appoint or permit travel abroad
1. The delegation for the head of subordinate units to appoint or permit travel abroad as prescribed in Clause 11, Article 11 of the Law must be established in writing according to the form issued together with this Circular and sent to the Passport Issuing Authority within the country. The delegation document must be signed by the authorized person as prescribed in Clause 11, Article 11 of the Law and stamped by the agency. In cases where the delegator is reappointed, or if this person ceases or completes their term of service, the delegation must be established in a new document and sent to the Passport Issuing Authority within the country.
2. Where the management regulations on foreign activities or the regulations on going abroad for cadres, civil servants, and public officials issued by the authorized person from Clause 1 to Clause 9 of Article 11 of the Law have already prescribed delegation, assignment, or entrusting tasks to appoint or permit cadres, civil servants, and public officials to travel abroad, the authorized person does not need to issue the delegation document as prescribed in Clause 1 of this Article, but the agency issuing the regulation must notify in writing the content of such provisions to the Passport Issuing Authority within the country.
3. Agencies, units, and individuals entrusted, assigned, or delegated authority to appoint or permit cadres, civil servants, and public officials to travel abroad shall implement the introduction of sample seals, signatures, and titles according to Article 6 of this Circular.
Article 6. Introduction of Sample Seals, Signatures, and Titles
1. Agencies with authority or units with individuals entrusted to appoint cadres, civil servants, and public officials to travel abroad as prescribed in Clause 11, Article 11 of the Law shall introduce in writing to the Passport Issuing Authority within the country about the seal of the agency, signature, and title of the authorized person according to the form issued together with this Circular before implementing the appointment or permission for cadres, civil servants, and public officials to go abroad. In cases where the agency changes its seal or the authorized person changes their signature or title or is reappointed, the relevant agency or unit shall reintroduce in writing to the Passport Issuing Authority within the country.
2. Where agencies with authority or units with individuals entrusted to appoint cadres, civil servants, and public officials to travel abroad as prescribed in Clause 11, Article 11 of the Law use electronic seals and signatures, the document appointing to go abroad by the agency with authority must comply fully with the relevant laws on digital signatures and electronic documents.
Article 7. Application Form for Issuance, Extension of Diplomatic Passports, Official Passports, and Issuance of Letters of Introduction for Visa Applications
1. The application form for issuance, extension of diplomatic passports, official passports, and issuance of letters of introduction for visa applications is the application form according to the form issued together with this Circular.
2. The application form must be confirmed and stamped over the photograph by the agency or organization where the person is currently working or serving.
In cases of issuing diplomatic passports for persons as prescribed in Clause 13, Article 8 of the Law, the application form must have confirmation from the agency or organization directly managing the personnel of the person appointed to travel abroad whom they will go with.
In cases of issuing diplomatic passports, official passports for persons visiting or accompanying as prescribed in Clause 14, Article 8, Clause 5, Article 9 of the Law, the application form must have confirmation from the Party and State agency or organization to which the person belongs. In cases where the person does not belong to the establishment of a Party and State agency or organization, the application form must have confirmation from the agency or organization directly managing the personnel of the person appointed to travel abroad whom they will visit or accompany.
3. In cases of extending diplomatic passports, official passports and only issuing letters of introduction for visa applications, the application form does not require confirmation and affixing photographs.
4. In cases of issuing diplomatic passports, official passports abroad, the application form does not require confirmation.
5. In cases of submitting applications through an electronic environment, the application form must comply with the relevant laws on electronic documents or interactive electronic forms.
Article 8. Designation in diplomatic passports and official passports
1. The Passport Issuing Authority within the country or the Diplomatic Mission records the title in Vietnamese in diplomatic passports for those holding positions prescribed from Clause 2 to Clause 10 of Article 8 of the Law, except when the main managing agency requests not to record the title or for reasons of diplomacy, national security.
2. The Passport Issuing Authority within the country or the Diplomatic Mission records the title in Vietnamese and English in diplomatic passports, official passports of the Minister of Foreign Affairs, Deputy Minister of Foreign Affairs, persons serving in the diplomatic sector who have been granted diplomatic rank, members of diplomatic missions, state news agencies, and press organizations of Vietnam permanently stationed abroad, and persons visiting or accompanying as prescribed in Clause 14, Article 8 and Clause 5, Article 9 of the Law, except for reasons of diplomacy, national security.
3. In addition to the provisions of Clause 1 and Clause 2 of this Article, agencies, organizations, and individuals may not record titles in diplomatic passports, official passports themselves.
Chapter II
ISSUANCE, EXTENSION, REVOCATION, AND INVALIDATION OF DIPLOMATIC PASSPORTS
AND OFFICIAL PASSPORTS AND ISSUANCE OF LETTERS OF INTRODUCTION FOR VISA APPLICATIONS
WITHIN THE COUNTRY
Article 9. Submission of Applications and Issuance of Results through Authorized Agencies
The submission of applications and issuance of results for the issuance and extension of diplomatic passports and non-electronic public service passports, as well as the issuance of letters of introduction for visa requests, shall be authorized by the Ministry of Foreign Affairs to specialized agencies under central cities and provinces (hereinafter referred to as the Authorized Agency) and shall be carried out as follows:
1. The Authorized Agency shall receive, check the completeness and validity of applications for the issuance and extension of diplomatic passports and public service passports, and the issuance of letters of introduction for visa requests before transferring the application files to the domestic passport issuing agency for processing in accordance with regulations.
2. After receiving the results from the domestic passport issuing agency, the Authorized Agency shall verify the information and issue the results to the applicant.
Article 10. Submission of Applications and Issuance of Results for Electronic Chip Passports within the Country
1. The submission of applications and issuance of results for the issuance of diplomatic passports and public service passports with electronic chips shall be conducted at the domestic passport issuing agency.
2. The Authorized Agency shall carry out the submission of applications and issuance of results for the issuance of diplomatic passports and public service passports with electronic chips in accordance with current regulations and guidelines issued by the Ministry of Foreign Affairs.
Article 11. Application Files for the Issuance and Extension of Diplomatic Passports and Public Service Passports, and the Issuance of Letters of Introduction for Visa Requests within the Country
1. Applicants for diplomatic passports and public service passports shall submit the application form as prescribed in Article 7 of this Circular, two recent photographs, and related documents as stipulated in Clause 2, Article 12 of the Law.
In cases where new passports are requested due to loss of old passports, applicants must submit a notification of the lost passport according to the model attached to this Circular.
2. For applications to extend diplomatic passports and public service passports, applicants must submit the application form as prescribed in Article 7 of this Circular and the documents specified in points a and d of Clause 2, Article 12 of the Law.
3. For applications solely requesting letters of introduction for visa requests, applicants must submit the application form as prescribed in Article 7 of this Circular, a dispatch document for travel abroad or a consent document as stipulated in point b of Clause 2, Article 12 of the Law, valid diplomatic or public service passports, and a copy of the invitation letter from the foreign side (if available).
4. If the application is submitted electronically, the application components must comply with relevant laws concerning digital signatures and electronic documents.
Article 12. Procedures for Issuing, Extending, Revoking, and Invalidating Diplomatic Passports and Public Service Passports, and Issuing Letters of Introduction for Visa Requests within the Country
1. Processing Procedure:
a) For applications for diplomatic passports and public service passports, the domestic passport issuing agency shall process the application within five working days from the date of receipt of complete and valid application files; for applications to extend diplomatic passports and public service passports or to request letters of introduction for visa requests, the domestic passport issuing agency shall process the application within two working days from the date of receipt of complete and valid application files;
b) For applications submitted in accordance with Article 9 of this Circular, the Authorized Agency shall transfer the application files to the domestic passport issuing agency within two working days from the date of receipt of complete and valid application files. For applications for diplomatic passports and public service passports, the domestic passport issuing agency shall process the application within three working days from the date of receipt of complete and valid application files; for applications to extend diplomatic passports and public service passports or to request letters of introduction for visa requests, the domestic passport issuing agency shall process the application within two working days from the date of receipt of complete and valid application files.
2. If the applicant's diplomatic passport or public service passport remains valid, the domestic passport issuing agency shall invalidate the old passport before issuing a new one. For individuals traveling or visiting as stipulated in Clause 14, Article 8 and Clause 5, Article 9 of the Law, the domestic passport issuing agency shall issue a new passport without invalidating the old passport.
3. In cases where the applicant has lost their passport, the domestic passport issuing agency shall invalidate that passport in accordance with Clause 1, Article 28 of the Law.
Article 13. Issuance, Revocation, and Nullification of Diplomatic and Official Passports in Special Cases
1. In cases where agencies or persons with authority as stipulated in Article 11 of the Law request the Minister of Foreign Affairs to consider issuing diplomatic and official passports in accordance with Clause 15 of Article 8 and Clause 6 of Article 9 of the Law, in addition to the dossier prescribed in Article 11 of this Circular, the applicant must supplement one original copy of the request letter sent to the Ministry of Foreign Affairs by the competent agency under the Law, clearly stating the reasons for requesting the issuance of diplomatic and official passports.
2. Domestic passport-issuing agencies report to the Minister of Foreign Affairs for consideration and decision on the issuance of diplomatic and official passports within a suitable period.
3. Domestic passport-issuing agencies implement the revocation and nullification of the usage value of diplomatic and official passports issued in special cases as prescribed in Article 30 of the Law.
Chapter III
ISSUANCE, EXTENSION, REVOCATION, AND NULLIFICATION OF DIPLOMATIC AND OFFICIAL PASSPORTS AND ISSUE OF LETTERS OF INTRODUCTION FOR VISA APPLICATION ABROAD
OFFICIAL AND ISSUE LETTERS OF INTRODUCTION TO APPLY FOR
VISAS ABROAD
Article 14. Dossier for Requesting Issuance, Extension of Diplomatic and Official Passports and Issuance of Letters of Introduction for Visa Application Abroad
1. The applicant for diplomatic and official passports submits the application form as prescribed in Article 7 of this Circular, two portrait photographs, and related documents as prescribed in Point a, b, and c of Clause 3 of Article 13 of the Law, including:
a) The document prescribed in Point a of Clause 3 of Article 13 of the Law may be the result of verification as prescribed in Point a of Clause 2 of Article 15 of this Circular;
b) The document prescribed in Point b of Clause 3 of Article 13 of the Law may be a document from the Department of Organization and Cadres of the Ministry of Foreign Affairs notifying the representative office;
c) In cases where the request for issuance of new diplomatic and official passports is due to loss of the old passports, the applicant must submit a declaration form regarding the loss of diplomatic and official passports according to the model attached to this Circular.
2. For requests for extension of diplomatic and official passports, the applicant must submit the application form as prescribed in Article 7 of this Circular and the documents as prescribed in Points a, b, and c of Clause 3 of Article 13 of the Law.
3. For requests solely for issuance of letters of introduction for visa applications, the applicant must submit the dossier as prescribed in Clause 3 of Article 11 of this Circular.
Article 15. Procedures for Issuance, Extension, Revocation, and Nullification of Diplomatic and Official Passports and Issuance of Letters of Introduction for Visa Applications Abroad
1. Representative offices issue, extend, revoke, and nullify diplomatic and official passports, and issue letters of introduction for visa applications based on checking and comparing information in the National Database on Exit and Entry of Vietnamese Citizens as prescribed in Clause 5 of Article 13 and Clause 1 of Article 28 of the Law.
2. For requests for issuance and extension of diplomatic and official passports, and issuance of letters of introduction for visa applications for persons as prescribed in Clause 1 of Article 13 of the Law in cases where there has been no connection or the connection with the National Database on Exit and Entry of Vietnamese Citizens has been interrupted:
a) Except for cases prescribed in Point b of this clause, the representative office sends personal information including name, date of birth, place of birth, gender, nationality (accompanied by a photograph) of the applicant for issuance and extension of diplomatic and official passports to the Consular Department of the Ministry of Foreign Affairs, and simultaneously sends it to the previous passport-issuing agency (if the passport was issued at another representative office or at the Department of Foreign Affairs of Ho Chi Minh City). Within one working day from receiving the response from the Consular Department of the Ministry of Foreign Affairs, the representative office resolves and informs the applicant of the result;
b) In cases prescribed in Point b and c of Clause 1 of Article 13 of the Law, or first-time issuance of diplomatic and official passports for spouses and children under 18 years old accompanying them as prescribed in Point d of Clause 1 of Article 13 of the Law, the representative office issues passports according to the decision or notification of the Ministry of Foreign Affairs.
In cases prescribed in Point a of Clause 1 of Article 13 of the Law, the head of the representative office may decide immediately to issue and extend diplomatic and official passports without verification if they have grounds to confirm the authenticity of personal information, information about lost, damaged, or expired diplomatic and official passports, and information about the work itinerary abroad of the applicant, and bear responsibility for their decision.
After issuing diplomatic and official passports, the representative office reports to the Consular Department a list of those who have received diplomatic and official passports, including detailed personal information, passport number, date of issuance, expiration date of the new and old passports, validity period of the new passport, reason for issuance, and position of the passport holder. In cases of issuing diplomatic and official passports for newborns of representatives of representative offices and state news agencies residing abroad as prescribed in Point d of Clause 1 of Article 13 of the Law, the representative office reports to the Department of Organization and Cadres and the Consular Department of the Ministry of Foreign Affairs.
3. For requests for issuance and extension of diplomatic and official passports as prescribed in Clause 15 of Article 8 and Clause 6 of Article 9 of the Law, the representative office implements in accordance with the Law and guidance of the Ministry of Foreign Affairs.
3. For applications for issuance and extension of diplomatic passports and official passports as prescribed in Clause 15, Article 8 and Clause 6, Article 9 of the Law, the diplomatic missions shall implement in accordance with the Law and guidelines of the Ministry of Foreign Affairs.
Chapter IV
STORAGE AND PRESERVATION OF APPLICATION FILES
Article 16. Archival Files
1. Archival files include the files for issuing, extending, revoking, and invalidating diplomatic passports, official passports, and letters of introduction to apply for visas. Domestic passport-issuing agencies and overseas representative offices shall store these files in accordance with current regulations.
2. Domestic passport-issuing agencies and overseas representative offices shall digitize files and documents in compliance with current laws.
Article 17. Preservation Regime for Files
1. Files for issuing, extending, revoking, and invalidating diplomatic passports, official passports, and letters of introduction to apply for visas shall be stored for eight years.
2. Registers for issuing and extending diplomatic passports, official passports, and letters of introduction to apply for visas shall be stored indefinitely.
Chapter V
IMPLEMENTATION
Article 18. Issuance of Forms
This Circular hereby promulgates the following forms:
1. Application form for issuing, extending diplomatic passports, official passports, and letters of introduction to apply for visas (Form 01/NG-XNC).
2. Document on dispatching officials, civil servants, and public employees abroad (Form 02/NG-XNC).
3. Document introducing the stamp, signature, and position of the agency or authority authorizing officials, civil servants, and public employees to travel abroad (Form 03/NG-XNC).
4. Document authorizing the dispatch of officials, civil servants, and public employees abroad (Form 04/NG-XNC).
5. Notification of loss of diplomatic passports, official passports within the country (Form 05/NG-XNC).
6. Report of loss of diplomatic passports, official passports abroad (Form 06/NG-XNC).
Article 19. Implementation Provisions
This Circular takes effect from July 13, 2025.
2. Circular No. 04/2020/TT-BNG dated September 25, 2020, issued by the Minister of Foreign Affairs guiding the issuance, extension, and invalidation of diplomatic passports, official passports, and letters of introduction to apply for visas; Clause 3 of Circular No. 06/2023/TT-BNG dated December 26, 2023, issued by the Minister of Foreign Affairs amending and supplementing certain provisions of Circular No. 01/2011/TT-BNG dated June 20, 2011, issued by the Minister of Foreign Affairs regarding procedures for issuing permits for the entry of corpses, remains, and ashes into Vietnam; Circular No. 02/2011/TT-BNG dated June 27, 2011, issued by the Minister of Foreign Affairs guiding procedures for registering Vietnamese citizens residing abroad; and Circular No. 04/2020/TT-BNG dated September 25, 2020, issued by the Minister of Foreign Affairs guiding the issuance, extension, and invalidation of diplomatic passports, official passports, and letters of introduction to apply for visas shall cease to be effective from the date this Circular takes effect.
3. Applications received before the date this Circular takes effect shall continue to be processed in accordance with Circular No. 04/2020/TT-BNG dated September 25, 2020, issued by the Minister of Foreign Affairs guiding the issuance, extension, and invalidation of diplomatic passports, official passports, and letters of introduction to apply for visas; Clause 3 of Circular No. 06/2023/TT-BNG dated December 26, 2023, issued by the Minister of Foreign Affairs amending and supplementing certain provisions of Circular No. 01/2011/TT-BNG dated June 20, 2011, issued by the Minister of Foreign Affairs regarding procedures for issuing permits for the entry of corpses, remains, and ashes into Vietnam; Circular No. 02/2011/TT-BNG dated June 27, 2011, issued by the Minister of Foreign Affairs guiding procedures for registering Vietnamese citizens residing abroad; Circular No. 04/2020/TT-BNG dated September 25, 2020, issued by the Minister of Foreign Affairs guiding the issuance, extension, and invalidation of diplomatic passports, official passports, and letters of introduction to apply for visas, and related regulatory legal documents.
4. During implementation, if there are any difficulties, relevant agencies, organizations, and individuals are requested to promptly report to the Ministry of Foreign Affairs for guidance./.

General Guidelines:
General guidance:
The application form must be filled out accurately and completely. In cases where only an extension of diplomatic passports, service passports, or issuance of letters of introduction is requested, the application form does not need to include photographs and confirmation from agencies or organizations. If only a letter of introduction is requested, points 11 and 12 of Part I of the application form do not need to be filled out. If only a passport is requested, points 2 and 3 of Part II of the application form do not need to be filled out.
Detailed instructions:
1. Part I Personal Information:
- Point 1: Write in capital letters according to the full name recorded on the Identity Card.
- Point 4: If born abroad, write the name of the country.
- Point 6: Clearly state the workplace unit at the department level or higher.
- Point 8: Clearly state the current position: (for example: Deputy Director of Department, Head of Division...)
+ Subpoint a: Clearly state the management cadre category (for example: A1, A2), grade (for example: 1/9, 3/8), rank (for example: specialist, senior specialist);
+ Subpoint b: Clearly state the title of the cadre and term of office (for example: Member of the Standing Committee of the National Assembly for the 2021-2026 tenure...);
+ Subpoint c: Clearly state the rank and title (for example: Major, Lieutenant General...).
2. Part II Travel Information:
- Point 1: Clearly state the name of the country or territory of destination or transit.
- Point 2: Clearly state the name of the country requesting entry visa, transit visa. In case of requesting a Schengen visa, clearly state the names of the countries of entry. Clearly state the name of the foreign representative agency where the visa application is submitted (for example: Embassy of the United States in Hanoi, Consulate General of the United States in Ho Chi Minh City).
3. Confirmation:
- The agency or organization where the applicant is working confirms the application form and affixes a stamp over the photograph. In cases where the application is submitted through an electronic environment, the application form must comply with the relevant laws regarding electronic documents or interactive forms when the Passport Issuing Authority has connected to the specialized database.
- In cases where the applicant has been issued a valid diplomatic passport or service passport and only requests a letter of introduction for visa support or an extension of the passport, the application form does not require confirmation.
- In cases where the spouse accompanies the work trip; or the spouse and children under 18 years old visit or accompany members of the representative agency, state-owned news media organizations permanently residing abroad but not belonging to the personnel management units of the dispatched person's party and state agencies, the application form requires confirmation.
