CIRCULAR
Regulations on Information and Reporting on the Issuance of National Construction Bonds
______________________
Information and reporting work hold an important position in management, guidance, and operation. In recent times, information and reporting on bonds have initially helped leaders at all levels and sectors to grasp the situation and formulate timely policies and measures to meet the requirements of bond issuance work, contributing to the success of the campaign to purchase national construction bonds.
However, there are still many shortcomings in information and reporting: The reporting time is delayed, the content of reports is incomplete, the data reported lack accuracy and consistency, and a unified system of rules for exchanging and processing information and reporting procedures among levels and sectors has not yet been established in managing bond issuance.
To address these shortcomings and create conditions for information and reporting to fully and promptly meet the requirements of guidance in bond issuance work, the Ministry of Finance hereby uniformly regulates the information and reporting system on the issuance of national construction bonds as follows:
I. REPORT ON THE PREPARATION OF PLANS FOR ISSUING BONDS COLLECTED IN CASH AND GRAIN (MODEL NO. 1-CT)
1. The indicators to be reported in the preparation of plans for issuing bonds include:

4. Deadline for Submitting Reports:
Reports on the issuance plan of bonds must be submitted to the Bond Purchase Mobilization Committee at the same level within the time limit specified in Circular No. 16-TC/CĐTC dated December 26, 1983, issued by the Ministry of Finance, specifically:
- Districts and counties shall dispatch staff to assist communes and villages in estimating the potential for mobilizing bonds from various types of subjects. Based on this, districts and counties shall compile and submit to provinces, cities, and special administrative regions approximately two months before the bond issuance phase.

After each entry into storage, the State Bank must send a copy of the receipt and acceptance document for the printed bond certificates to the Ministry of Finance.
2. After each printing phase, the State Bank shall compile and prepare a report on the printing of bond certificates (based on the compilation of receipt and acceptance documents for the entry into storage of bond certificates) and send one copy to the Ministry of Finance.

Savings funds distribute bond certificates through the system of departments and to grassroots savings funds, communes, or units entrusted through local State Banks (districts and counties).
2. The distribution of bond certificates is based on delivery and receipt documents and warehouse entry and exit forms. After each distribution and monthly, grassroots savings funds from district and county levels are responsible for compiling and reporting on the entry and exit of certificates, accompanied by delivery and receipt documents, categorized by volume and denomination.

Financial agencies at all levels are responsible for urging savings funds and food supply agencies to strictly comply with the information and reporting systems stipulated in the aforementioned documents.
- Financial authorities at all levels need to coordinate with savings funds and food supply agencies of the same level to closely monitor the entry, exit, transfer, and use of receipts and bond certificates; ensure a thorough understanding of the results of money and rice collection from bondholders according to each type of certificate and each demographic group.
