Guidelines and specific regulations on the provision of food supplies to transport workers and loaders pursuant to Decision No. 84-CP dated May 4, 1966 of the Council of Ministers

 Pursuant to Decision No. 84-CP dated May 4, 1966 of the Council of Ministers promulgating policies for the people's transport force and mobilized loaders according to the State plan; the Ministry of Transport and Communications - General Food Staff hereby specifies the provisions regarding the supply of food to transport workers and loaders, and the supply of feed for draft animals.

I. RESOLUTION OF THE WORKFORCE FOR TRANSPORT AND LOADING

As the resolution of the workforce for transport and loading is related to the issue of food supply, Article 6 of Decision No. 84-CP dated May 4, 1966 stipulates: "In places where it is necessary to develop additional professional transport and loading forces or where cooperative societies already have transport means but lack manpower, localities must actively assist cooperative transport and professional loading societies to increase their manpower by taking personnel from non-agricultural sectors to supplement. Particularly for water transport, depending on the requirements of each place, personnel who know how to operate water transport from other sectors can be transferred to supplement professional water transport cooperatives."

To fully comply with the aforementioned provisions of the Council of Ministers to ensure the development of the people's transport force and loaders, while ensuring that their food supply is well managed, the Ministry provides detailed guidelines:

a) Localities should avoid transferring professional transport or loading workers to other occupations, including returning them to agricultural production;

b) In places where it is necessary to develop additional rudimentary road transport and professional loading forces, only personnel from non-agricultural sectors should be taken to supplement;

c) Depending on the specific situation regarding labor distribution in each locality, if it is deemed necessary to transfer personnel who know how to operate water transport from within the agricultural production sector to supplement the professional water transport force, this should be strictly limited and only individual persons who know how to operate water transport should be transferred, not entire families being removed from the agricultural production sector to engage in other occupations;

d) For the families of professional transport or loading workers in a locality, the locality should resolve as prescribed, meaning if they are in urban areas, they will continue to receive food rations distributed by the state as before, and if in rural areas, agricultural cooperatives need to assign appropriate work within the agricultural cooperative to ensure they receive balanced food rations like other members of the cooperative.

II. STANDARDS FOR FOOD SUPPLY TO TRANSPORT AND LOADING WORKERS AND FEED FOR DOMESTIC ANIMALS

1. For professional transport and loading workers.

Workers transporting goods using ox-drawn carts, buffalo-drawn carts, horse-drawn carts, or pack horses are entitled to purchase 17 kilograms of standardized rice per month at the supply price.

Loading workers, bicycle porters, cargo cyclos, three-wheeled trucks, and professional boat operators are entitled to purchase 21 kilograms of standardized rice per month at the supply price.

2. For semi-professional transport and loading workers.

If the supply standard at the previous unit or the standard regulated by the agricultural cooperative is less than the standard specified above for each type of professional transport and loading worker, during the service period, additional supply will be provided to meet the standard, starting from the day they begin working in transport or loading.

3. For draft animals pulling vehicles or carrying loads.

Additional feed for draft animals pulling vehicles or carrying loads of cooperative classes or professional groups, and individuals mobilized to perform tasks according to the State plan will be provided. Depending on the capacity of each locality, the food department will provide additional feed to nourish draft animals pulling vehicles or carrying loads during the service period, up to a maximum of one head of animal per day:

- Cattle, buffalo: 2 kilograms of bran,

- Pack horses, horse-drawn vehicles: 1 kilogram of corn or rice, and may also provide an additional 1 kilogram of other types of feed such as bran, dried sweet potatoes, cassava, etc...

III. DISTRIBUTION OF FOOD BOOKS AND RATION CARDS

1. For professional organizations, the distribution of food books is consolidated by the transport and communication departments and directly issued to cooperative units and groups. The food departments have the responsibility to coordinate with the transport and communication departments to review and distribute food books. For the families of transport or loading workers, such as parents or spouses and children in a locality, the locality will handle them as currently practiced.

2. For semi-professional organizations, the agencies using transport equipment are responsible for planning, but must have confirmation from the transport and communication agencies and the food organization to directly issue ration cards to those mobilized to perform specific transport tasks according to the agency's plan.

3. Mobile distribution of food books for professional boat operators, due to long-term mobility, the food departments will issue mobile food books allowing these individuals to purchase the aforementioned types of food at any store along their route. Therefore, the food departments of provinces and centrally-administered cities must instruct food stores in various locations to understand and comply with the above regulations to facilitate the smooth operation of transport workers. Specifically, for loading workers required to serve in distant places, if the trip is short-term, they carry rice, if long-term, they go through relocation procedures, and if the work involves mobility, they are issued mobile food books.

To effectively implement this circular providing detailed guidelines, the transport and communication departments and food departments must strictly manage the issuance plans for various food ration cards and prevent any possible embezzlement. The food departments are responsible for understanding the needs of the local transport workforce, consolidating requests, and issuing supplies promptly.

The Food Bureau shall issue a Circular to guide business procedures for the relevant levels.
