OF THE PRIME MINISTER
On urgent measures to eradicate rats and protect crops
In recent years, the rat plague has caused severe damage to crops nationwide, with the situation worsening annually and posing significant risks not only to agricultural production, warehouses, household livelihoods, and social diseases but also affecting various types of crops (rice, vegetables, cash crops) and spreading across the country. In 1996, approximately 262 thousand hectares of crops were damaged by rats, while in 1997, about 375 thousand hectares of rice and other crops in 52 provinces and cities were affected, including thousands of hectares severely damaged and many areas losing their entire crop.To control the rat plague, limit its reproduction, and minimize the harm it causes, thereby contributing to protecting agricultural production and social life, the Prime Minister requests:
1. Ministries, sectors, and Chairmen of provincial People's Committees under the Central Government must effectively implement Directive No. 359/TTg dated May 29, 1996, issued by the Prime Minister on urgent measures to protect and develop wild animals. This is a fundamental long-term measure to limit the development of rats. In the short term, immediately prohibit the hunting of rat predators such as cats, pythons, snakes, owls, etc., for export or food consumption, encourage and promote the movement of cat breeding among the people.
2. The Ministry of Agriculture and Rural Development shall be responsible for:
Continuously directing and guiding localities to organize regular and continuous campaigns to eradicate rats using all methods recommended by the Ministry, primarily traditional and mechanical methods such as digging, trapping, sticky traps, and biological rodenticides; minimizing the use of harmful chemical pesticides that are dangerous to humans, livestock, and the environment, and absolutely prohibiting the use of electric shocks to kill rats.
Organizing the production of biological rodenticides to meet the long-term and regular needs of the rat plague, ensuring good protection of the ecological environment.
Closely coordinating with relevant ministries and sectors to conduct research and supplement information on harmful rats and effective and safe preventive measures in key regions to quickly disseminate these measures to localities.
Cooperating with central and local mass media organizations to publicize, disseminate, and guide the people on effective and safe rat prevention, commending localities that perform well, criticizing and correcting those that do not fully utilize their potential, internal resources, and experience to eradicate rats, or those that are indifferent to the current rat problem.
3. Chairmen of provincial People's Committees under the Central Government shall strengthen guidance and inspection of rat prevention work in their localities, organizing and mobilizing all forces to participate regularly and combining this with concentrated eradication campaigns, providing specific incentives and support to restore and develop the cat breeding industry among the people, both in rural and urban areas, issuing directives to functional departments in the province to inspect and revoke business licenses, immediately shutting down restaurants serving cat meat (little tiger), strictly handling individuals involved in illegally catching, transporting, and selling cats across borders, and minimizing the sale of specialty dishes made from snake, frog, python, and other natural animals capable of rat control.
4. The Ministry of Science, Technology, and Environment shall coordinate with the Ministry of Agriculture and Rural Development to guide and implement measures to protect beneficial wildlife species (pythons, snakes, owls, etc.) that assist humans in rat control, restoring ecological balance.
5. The Ministry of Health shall cooperate with the Ministry of Agriculture and Rural Development to guide and implement measures to organize rat control in cities, residential areas, warehouses, and public places, ensuring safety and high effectiveness.
6. The Ministry of Trade, General Department of Customs shall lead coordination with the Ministry of Home Affairs to strictly manage the export of rat predators and seriously handle violations related to the illegal hunting of rat predators for export and food consumption, particularly the current urgent issue of illegally catching, transporting, and selling cats across borders and specialty shops selling cat meat.
7. Youth, Women, Farmers' organizations, armed forces, and primary schools should mobilize members, cadres, soldiers, and students to participate in rat control activities.
The rat plague is currently alarming, and if not properly recognized and prevented, it will cause significant harm to agricultural production and the ecological environment; the Prime Minister requests Chairmen of provincial People's Committees under the Central Government, Ministers of Ministries, Heads of ministerial-level agencies, and government-affiliated agencies to strictly implement this Directive.
The Ministry of Agriculture and Rural Development shall assist the Prime Minister in monitoring, urging, and reporting the implementation results at each locality and the responsibilities of various sectors in implementing this Directive./.
