JOINT CIRCULAR
Guidelines for issuing certificates of Vietnamese language proficiency
to foreigners applying for Vietnamese citizenship

Pursuant to Article 8 of the Government Decree No. 104/1998/NĐ-CP dated December 31, 1998 detailing and guiding the implementation of the Law on Vietnamese Citizenship;
The Ministry of Education and Training and the Ministry of Justice provide guidelines for issuing Certificates of Vietnamese Language Proficiency to foreigners applying for Vietnamese citizenship as follows:
1. The Certificate of Vietnamese Language Proficiency stipulated in this Joint Circular (hereinafter referred to as the Circular) serves as the basis for recognizing that foreigners have sufficient knowledge of Vietnamese to integrate into Vietnamese society as provided for in Point c, Clause 1, Article 20 of the Law on Vietnamese Citizenship No. 07/1998/QH10.
2. The following certificates and diplomas shall be recognized as certificates of Vietnamese language proficiency:
a) Vietnamese language proficiency certificates issued by training institutions as specified in Point 3 of this Circular;
b) Diplomas from Vietnamese universities, colleges, vocational high schools, or general secondary schools;
c) Diplomas from Vietnamese language departments of foreign universities.
3. Foreigners applying for Vietnamese citizenship who do not hold any of the certificates specified in Points b and c of Clause 2 of this Circular must submit an application for a Vietnamese language proficiency test (as prescribed) at a Vietnamese University of Social Sciences and Humanities and pay the examination fee.
4. Upon receipt of the application for a Vietnamese language proficiency test, the University of Social Sciences and Humanities must plan the examination schedule and notify the applicant of the time, location, and content of the examination.
5. A Vietnamese language proficiency certificate will be issued to those who pass the Vietnamese language proficiency test and demonstrate knowledge of Vietnamese culture, history, and law according to the approved curriculum by the Ministry of Education and Training.
6. Principals of Universities of Social Sciences and Humanities are responsible for preparing appropriate Vietnamese language, cultural, historical, and legal curricula and ensuring examinations are conducted in accordance with the regulations of the Ministry of Education and Training.
7. Vietnamese language proficiency certificates are issued by the Principal of a Vietnamese University of Social Sciences and Humanities and remain valid for two years.
8. Any organization or individual violating the provisions of this Circular shall be subject to legal sanctions depending on the severity of the violation.
9. This Circular takes effect from January 1, 1999.
The Ministry of Education and Training and the Ministry of Justice are responsible for directing, guiding, and supervising the implementation of this Circular.
During implementation, any issues should be promptly reported to the Ministry of Education and Training and the Ministry of Justice for consideration and resolution./.
