DIRECTIVE OF THE PRIME MINISTER

On conducting inspections of cultural service activities and cultural product trading.

The current situation of managing cultural service activities and cultural product trading in the domestic market shows many signs of laxity; the implementation of Decree No. 87/CP dated December 12, 1995 and Decree No. 88/CP dated December 14, 1995 lacks firmness, thoroughness, and regularity; to continue improving state management in this field and contribute to effectively implementing the movement "All people unite to build a civilized lifestyle," the Prime Minister issues the following directive:

1. The Ministry of Culture and Information shall take the lead and coordinate with the Ministry of Public Security, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Trade, the Ministry of Finance, the General Administration of Tourism, and other relevant ministries and agencies, together with the People's Committees of provinces and centrally-administered cities, to conduct a round of inspections and rectifications of cultural service activities and cultural product trading nationwide; at the same time, identify, crack down on, prevent, and eliminate social evils in this field.

During the inspection process, it is necessary to firmly handle individuals and organizations that violate laws in cultural service activities and cultural product trading.

Review the organizational structure, functions, and responsibilities of state management agencies, as well as the existing legal documents regarding cultural service activities and cultural product trading, to propose to the Prime Minister amendments, supplements, or revocations of legal documents that are no longer appropriate.

Propose to the Prime Minister appropriate measures to be implemented to prevent violations of the law and social evils.

2. Chairpersons of the People's Committees of provinces and centrally-administered cities shall directly direct related functional agencies in their localities to conduct inspections and rectifications of cultural service activities and cultural product trading in their respective areas.

3. The Minister of Culture and Information shall be responsible for organizing the summary and evaluation of this inspection round and reporting to the Prime Minister before July 30 2000./.
