CIRCULAR
Regarding amendments and supplements to certain points of Circular No. 05/1999/TT-BKH dated November 11, 1999 of the Ministry of Planning and Investment
guiding the management of planning projects
Pursuant to the Investment and Construction Management Regulation issued together with Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government;
Pursuant to Point 3, Clause 2, Article 1 of Decree No. 12/2000/NĐ-CP dated May 5, 2000 of the Government amending and supplementing certain provisions of the Investment and Construction Management Regulation issued together with Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government;
The Ministry of Planning and Investment guides the amendment and supplementation of the following points:
1. Supplementing Section 2.2, Point 2 (funding for planning projects) of Circular No. 05/1999/TT-BKH dated November 11, 1999 of the Ministry of Planning and Investment guiding the management of planning projects as follows:
"2.2. Planning projects using state budget funds shall be included in the annual investment plan, including:
- Sector development planning projects, including industrial park systems; National land use planning, economic regions, and key economic zones.

- Regional construction planning projects, general urban and rural construction planning, detailed urban center planning."
2. Supplementing Point 3 on the authority to review planning projects as follows:
- The Ministry of Planning and Investment is the main agency organizing the review of comprehensive national socio-economic development planning projects; comprehensive socio-economic development planning projects of economic regions and key economic zones; comprehensive socio-economic development planning projects of provinces and centrally-administered cities with important positions, sector development planning projects according to the Prime Minister's decision.
In each planning period, the Prime Minister will consider and approve the list of sectors, fields, provinces, and centrally-administered cities with important positions for the national economy.
For planning projects related to multiple sectors and regions, depending on specific cases, the Ministry of Planning and Investment will submit to the Prime Minister for assignment to the State Council for Review of Investment Projects to conduct reviews and submit to the Prime Minister for approval.
