Guidelines for Implementing Decision No. 239/1999/QĐ-TTg dated December 28, 1999 of the Prime Minister supplementing and amending

Clause a of Article 1 of Decision No. 1121/1997/QĐ-TTg dated December 23, 1997 of the Prime Minister on scholarships and social allowances for students in public educational institutions.

Implementing Decision No. 239/1999/QĐ-TTg dated December 28, 1999 of the Prime Minister supplementing and amending Clause a of Article 1 of Decision No. 1121/1997/QĐ-TTg dated December 23, 1997 of the Prime Minister on scholarships and social allowances for students in public educational institutions, the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids, and Social Affairs provide guidelines for implementing scholarship and social allowance systems for students in public educational institutions as follows:

The recipients of academic encouragement scholarships are regular full-time students in public educational institutions who have achieved at least satisfactory grades and conduct. Therefore, achieving satisfactory grades and conduct is merely a condition for being considered for academic encouragement scholarships.

Based on the determined scholarship fund and the annual state budget allocation, the Rector determines the number of academic encouragement scholarships for each course and major. If the number of students achieving satisfactory grades exceeds the number of available scholarships, after allocating scholarships to students eligible for policy-based scholarships, social allowances, and preferential policies with satisfactory grades, the Rector will allocate remaining scholarships based on cumulative grade point averages from highest to lowest until all allocated scholarships are distributed.

The criteria for classifying academic performance and conduct, scholarship levels, and the number of months of scholarship benefits per year remain as stipulated in Circular No. 53/1998/TT-LT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998 of the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids, and Social Affairs.

I. ELIGIBILITY AND SCOPE FOR AWARDING ENCOURAGEMENT SCHOLARSHIPS:

The annual scholarship fund for encouraging academic achievement in schools is determined from 10% to 15% of the regular budget for education and training under Category 14 "Education and Training" (excluding Item 118 "Major Repair of Fixed Assets" and Item 145 "Purchase of Fixed Assets").

Directors of universities and principals of training institutions are responsible for redistributing academic encouragement scholarships among majors and courses in a way that encourages fields of study needed by the state, heavy, hazardous, and difficult-to-recruit fields, thereby motivating students to strive for academic excellence.

If the encouragement scholarship fund is not fully utilized, the school may supplement it into its regular operating expenses.

Directors of universities and principals of training institutions must publicly announce specific scholarship criteria for each major and course to ensure transparency, democracy, and fairness in the scholarship distribution process.

II. ON THE SCHOLARSHIP FUND

Students eligible for policy-based scholarships, social allowances, and preferential policies who achieve satisfactory grades and conduct are entitled to academic encouragement awards according to the levels specified in Joint Circular No. 53/1998/TT-LT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998 of the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids, and Social Affairs.

These provisions of this Circular replace relevant provisions concerning the system of academic encouragement scholarships for students in public educational institutions in Circular No. 53/1998/TT-LT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998 of the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids, and Social Affairs guiding the implementation of scholarship and social allowance systems for students in public educational institutions.

III. IMPLEMENTATION

The encouragement scholarship fund is registered periodically by quarter. The distribution and settlement of the scholarship fund shall be carried out in accordance with current financial regulations.

The Rectors of Universities and Principals of training institutions are responsible for publicly announcing to all students the specific scholarship criteria for each field of study and each course, ensuring that the process of awarding scholarships is conducted openly, democratically, and fairly.

Students who are eligible for policy-based scholarships, social allowances, and preferential policies, if they achieve satisfactory academic performance and discipline, shall be entitled to educational encouragement awards at levels specified in Circular Joint Circular No. 53/1998/TT-LT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998, issued by the Ministry of Education and Training, Ministry of Finance, and Ministry of Labor, War Invalids and Social Affairs.

IV. IMPLEMENTATION PROVISIONS

The provisions of this Circular replace the relevant provisions concerning the scholarship system for encouraging academic achievement for students in public training institutions set forth in Circular No. 53/1998/TT-LT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998, issued by the Ministry of Education and Training, Ministry of Finance, and Ministry of Labor, War Invalids and Social Affairs, guiding the implementation of scholarship and social allowance systems for students in public training institutions.

Other contents shall continue to be implemented in accordance with Circular No. 53/1998/TT-LT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998 of the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs.

This Circular takes effect from January 1, 2000.

During implementation, if any issues arise, they should be reported to the Ministries for study and resolution.
