JOINT CIRCULAR

Guidelines for implementing Decision No. 239/1999/QĐ-TTg dated December 28, 1999 of the Prime Minister supplementing and amending Clause a of Article 1 of Decision No. 1121/1997/QĐ-TTg dated December 23, 1997 of the Prime Minister on scholarships and social allowances for students in public educational institutions

Implementing Decision No. 239/1999/QĐ-TTg dated December 28, 1999 of the Prime Minister supplementing and amending Clause a of Article 1 of Decision No. 1121/1997/QĐ-TTg dated December 23, 1997 of the Prime Minister on scholarships and social allowances for students in public educational institutions, the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs provide guidelines for implementing scholarship and social allowance systems for students in public educational institutions as follows:

I. ELIGIBILITY AND SCOPE FOR AWARDING ENCOURAGEMENT SCHOLARSHIPS:

The eligibility for awarding encouragement scholarships includes students in regular full-time long-term programs at public educational institutions with satisfactory academic performance and conduct. Therefore, satisfactory academic performance and conduct are merely conditions for being considered for an encouragement scholarship.

Based on the scholarship fund determined and the annual state budget allocated, the Rector shall determine the number of encouragement scholarships for each academic year and program. If the number of students achieving satisfactory grades exceeds the number of available encouragement scholarships, after allocating scholarships to students eligible for policy-based scholarships, social allowances, and preferential policies who have achieved satisfactory grades, the Rector shall allocate the remaining scholarships based on overall grade point average in descending order until all available scholarships are distributed.

If the encouragement scholarship fund is not fully utilized, the school may supplement it into its regular operating expenses.

Criteria for classifying academic performance and conduct, scholarship levels, and the number of months entitled to scholarships in a year remain as stipulated in Circular No. 53/1998/TT-LT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998 of the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs.

II. ON THE SCHOLARSHIP FUND

The annual encouragement scholarship fund for schools is determined from 10% to 15% of the regular operating budget for education and training under Category 14 "Education and Training" (excluding Item 118 "Major Repairs of Fixed Assets" and Item 145 "Acquisition of Fixed Assets").

Directors of universities and Principals of training institutions may reallocate encouragement scholarships among different programs and academic years to encourage programs that the State needs to develop, particularly those involving heavy, hazardous, or difficult-to-recruit professions, thereby motivating students to strive for better academic performance.

III. IMPLEMENTATION

The encouragement scholarship fund is registered periodically by quarter. The distribution and settlement of the scholarship fund shall be carried out in accordance with current financial regulations.

Directors of universities and Principals of training institutions are responsible for publicly announcing specific scholarship criteria for each program and academic year to ensure transparency, democracy, and fairness in the scholarship allocation process.

Students eligible for policy-based scholarships, social allowances, and preferential policies who achieve satisfactory academic performance and conduct shall receive encouragement awards according to the levels specified in Circular No. 53/1998/TT-LT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998 of the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs.

IV. IMPLEMENTATION PROVISIONS

The provisions of this Circular supersede relevant provisions on encouragement scholarship systems for students in public educational institutions in Circular No. 53/1998/TT-LT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998 of the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs guiding the implementation of scholarship and social allowance systems for students in public educational institutions.

Other contents shall continue to be implemented in accordance with Circular No. 53/1998/TT-LT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998 of the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs.

This Circular takes effect from January 1, 2000.

During implementation, if any issues arise, they should be reported to the Ministries for study and resolution.
