DIRECTIVE

Regarding the organization of the campaign to respond to the Decade of Persons with Disabilities in the Asia-Pacific Region in Vietnam in 2001

Implementing the commitment for full and equal participation of persons with disabilities, on the occasion of the Asia-Pacific Decade of Persons with Disabilities (1993-2002) proposed by ESCAP, our country has decided to host the Campaign to Respond to the Decade of Persons with Disabilities in the Asia-Pacific Region in Hanoi from December 10 to December 15, 2001. To organize this campaign well, the Prime Minister issues the following directive:

1. The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with relevant ministries, agencies, the People's Committee of Hanoi City, the People's Committee of Quang Ninh Province, and related localities in developing the activity plan and organizing the activities in response to the "Campaign to Respond to the Decade of Persons with Disabilities in the Asia-Pacific Region in 2001."

2. The Ministry of Foreign Affairs shall support relations with international organizations related to the activities of the Campaign.

3. The Ministry of Public Security shall ensure safety and security during the period of the Campaign.

4. The Ministry of Health shall prepare topics for discussion at the Campaign regarding rehabilitation for persons with disabilities and launch a movement to respond to the Campaign within the community rehabilitation system.

5. The Ministry of Culture and Information shall organize publicity about the Campaign regarding the Party and State's concern and care for persons with disabilities; support the organization of cultural and artistic activities (performances, exhibitions) by persons with disabilities.

6. Vietnam Radio, Vietnam Television, and local radio and television stations shall allocate weekly columns on the activities of persons with disabilities and for persons with disabilities.

7. The Tourism Administration shall support tour activities for participants in the Campaign.

8. The Sports Committee, the Ministry of Education and Training shall support regular activities and organize sports competitions for persons with disabilities; create favorable conditions for volunteer students to participate in serving the activities of the Campaign.

9. The People's Committee of Hanoi City, the People's Committee of Quang Ninh Province shall direct the organization of the Campaign's activities well and ensure public order and traffic safety in their respective areas.

10. It is requested that the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Association for Supporting Persons with Disabilities and Orphans of Vietnam, and the Vietnam Disabled Sports Association cooperate, with relevant ministries and agencies to implement the above activities.

The Ministry of Labor, Invalids and Social Affairs shall compile and report to the Prime Minister on the results of implementing the campaign to respond to the Asia-Pacific Decade of Persons with Disabilities in Vietnam in 2001./. together with relevant ministries and agencies to carry out the above activities.
