JOINT CIRCULAR

Guidelines for Implementing Uniforms for People's Court Appraisers at All Levels

Pursuant to Resolution No. 272/2001/NQ-UBTVQH10 dated September 26, 2001 of the Standing Committee of the National Assembly on uniforms for People's Court Appraisers;
The Ministry of Justice, the Supreme People's Court, and the Ministry of Finance provide guidelines for implementing the uniform system for People's Court Appraisers at all levels as follows:

I. OBJECTS, STANDARDS, AND PERIOD OF USE FOR UNIFORMS

1. People's Court Appraisers at all levels who are appointed or elected according to the provisions of the law shall be provided with uniforms for use when performing their duties. The uniforms for military People's Court Appraisers shall be implemented according to the regulations on the uniforms of the People's Army.

2. During the five-year term, People's Court Appraisers shall be provided with the following types of uniforms:

- Winter suit: 01 set - Provided once at the beginning of the term;

- Spring and summer suit: 02 sets - Provided twice at the beginning and midpoint of the term;

- Long-sleeved shirt: 02 pieces - Provided twice at the beginning and midpoint of the term;

- Tie: 02 pieces - Provided twice at the beginning and midpoint of the term;

- Leather shoes: 2 pairs - Provided twice at the beginning and midpoint of the term.

- Socks: 05 pairs - Provided twice at the beginning and midpoint of the term;

For the term from 1999 to 2004, distribution will occur only once.

II. FORM, COLOR, AND MATERIAL OF UNIFORMS

The form, color, and material of the uniforms are specified as follows:

1. Form and Color

- Winter suit includes black trousers and a black vest. The vest is made in a standard style with two buttons like the judge's uniform.

- Spring and summer suit includes black trousers and a white short-sleeved shirt. The short-sleeved shirt is made in a standing collar style to tie a tie, with loose sleeves.

- White long-sleeved shirt is made in a standing collar style to tie a tie, with loose sleeves, French cuffs, men's shirts have one pocket without a lid, women's shirts have no pockets.

- Tie should be dark-colored, medium-sized, suitable for each person's size.

- Men's shoes: low-cut, medium-pointed toe, heel height not exceeding 03 cm, black.

- Women's shoes: low-cut, medium-pointed toe, heel height not exceeding 05 cm, black.

2. Material

The fabric used to make uniforms must be high-quality, non-wrinkling, and not patterned with stripes or checks. For ties, leather shoes, and socks, they must be durable.

III. IMPLEMENTATION

- The Chief Judge of the People's Court at any level is responsible for organizing the procurement of uniforms for People's Court Appraisers at that level.

- The Director of the Department of Justice is responsible for inspecting the procurement of uniforms for People's Court Appraisers at the district level within their jurisdiction.

- Lost or damaged uniforms will not be replaced.

- The budget for purchasing uniforms for Supreme People's Court Appraisers is prepared by the Supreme People's Court and submitted to the Ministry of Finance.

- The budget for purchasing uniforms for local People's Court Appraisers is prepared by the Ministry of Justice and submitted to the Ministry of Finance.

The preparation, audit, and settlement of the budget for purchasing uniforms for People's Court Appraisers shall be carried out in accordance with the State Budget Law and current financial guidance documents.

This Circular takes effect from January 1, 2002. Any issues encountered during implementation should be reported to the Ministry of Justice, the Supreme People's Court, and the Ministry of Finance for study and resolution.
