Regular Government Meeting in July 2002

On July 21, 2002, the Government convened its regular meeting for July 2002 to discuss and adopt the following issues:

1. The Government heard the Minister of Finance's presentation on the proposal to establish the State Capital Investment Corporation.

The establishment of the State Capital Investment Corporation is an important measure aimed at reforming the mechanism for managing state capital in enterprises, aligning with market mechanisms; reforming the relationship between the State and state-owned enterprises based on clearly defined management and ownership rights over capital within enterprises; ensuring that state-owned enterprises truly have the autonomy to operate and bear financial responsibility independently in a market-based mechanism.

The Ministry of Finance is tasked with leading, coordinating with the Government Office and relevant agencies, incorporating opinions from Government members, further refining the proposal and pilot plan, and submitting it to the Government for consideration and decision.

2. The Government heard the Governor of the State Bank, a Standing Member of the National Financial and Monetary Policy Advisory Council, report on the situation regarding monetary policy implementation in the first six months of 2002, guidance for the second half of 2002 and up to 2005.

The National Financial and Monetary Policy Advisory Council is tasked with leading, coordinating with the State Bank, the Government Office, and relevant agencies, incorporating opinions from Government members, finalizing the report, and effectively implementing it. In directing implementation, timely measures must be taken to address issues arising during the application of new mechanisms and policies, restructuring, and improving the health of credit organizations... according to set objectives.

3. The Government heard the Minister of Planning and Investment present a report on the economic and social situation in July and the first seven months of 2002.

Overall, the economic and social situation in July and the first seven months continued to show positive changes: agricultural production maintained continuous growth; industry achieved high growth rates; budget revenue was satisfactory; monetary activities made some progress; population, family, and children activities, education and training, disease prevention, saw significant improvements.

To fulfill the tasks of economic and social development in 2002, the Government requests ministries, sectors, and localities to focus on implementing Resolution No. 05/2002/NQ-CP dated April 24, 2002 of the Government on certain measures to implement the socio-economic plan for 2002, particularly in production, exports, and some urgent social issues. Special attention should be given to promoting exports, proactively preventing natural disasters, and reducing traffic accidents. In directing these efforts, particular focus should be placed on key industries, sectors, and regions with significant weight in production and business operations, to achieve the set socio-economic development goals.

4. The Government heard the General Inspector of the State present the Report on Inspection Work and Handling of Complaints and Petitions in the First Half of 2002.

In recent times, the handling of citizens' complaints and petitions has shown positive changes, with many large-scale petition cases being resolved. However, the situation of citizens' complaints and petitions remains complex, with numerous cases still being escalated to the central level.

The Government requests ministries, sectors, and localities to actively resolve citizens' complaints and petitions at the grassroots level, concentrate on examining and resolving outstanding cases thoroughly, maintain social security, and focus their efforts on economic development and improving people's living standards.
