DIRECTIVE
ON STABILIZING PRICES DURING THE LUNAR NEW YEAR CELEBRATION OF THE YEAR OF THE HORSE
To stabilize prices of goods during the Lunar New Year celebration of the Year of the Horse, and to prevent sudden price increases, contributing to ensuring a joyful, enthusiastic, and frugal holiday for the people, the Minister of Finance requests the Directors of Provincial Departments of Finance, Heads of Tax Bureaus, and Heads of Customs Bureaus to coordinate with market management agencies of provinces and centrally-administered cities to implement the following tasks:, 1. Immediately organize the implementation of grasping the situation of preparing goods supplies for the holiday (rice, foodstuffs, candies, cookies, beer, wine, clothing, cultural products, and means of transportation...), report to the People's Committee of the province or centrally-administered city to ensure smooth production and circulation, closely monitor the market to organize the supply of goods and services; have plans to reserve essential goods to meet the needs of the people, and not allow sudden price fluctuations before, during, and after the Lunar New Year, especially in areas recently affected by natural disasters, remote areas, and large cities.
2. The Director of the Provincial Department of Finance shall be responsible for developing price control plans for goods and services (entertainment, transport, etc.), submit them for approval by the People's Committee of the province or centrally-administered city, and organize their implementation.
- Coordinate with related agencies (market management, tax, customs, police...) to inspect price labeling, detect fake goods and tax-evading goods, and handle violations resolutely to protect consumer interests.
- Coordinate with the Department of Transport and Market Management Agencies to inspect the implementation of passenger transport fares and bicycle, motorcycle, and car parking fees, preventing arbitrary price hikes.
- Arrange staff to monitor market price trends, promptly identify goods and services with sudden price increases, propose measures to stabilize prices for consideration and decision by the Chairman of the People's Committee of the province or centrally-administered city, and simultaneously report to the Ministry of Finance.
3. Establish inspection teams and implement inspections of price labeling in accordance with Article 29 of the Price Ordinance, preventing businesses and individuals from arbitrarily increasing prices during the holiday, causing damage to consumer interests. Resolutely handle administrative violations regarding pricing according to Decree No. 44/2000/NĐ-CP dated September 1, 2000 of the Government.
4. The reporting system for market prices during the Lunar New Year is as follows:
- From December 15, 2003, until before the holiday, in regular reports of the Provincial Department of Finance sent to the Ministry of Finance (Price Management Bureau), additional content on the preparation of goods for the holiday and the assessment of local supply capacity, particularly rice varieties (sticky and glutinous), pork, chicken, fish, tobacco, candies, cookies, processed foods (sausage, sticky rice cake, preserved meat...), fruits, and some service prices such as clothing repair, bicycle, motorcycle, and car parking, passenger transport fares, must be included.
- From January 15, 2004 (excluding Lunar New Year holidays), the Provincial Departments of Finance in Lạng Sơn, Quảng Ninh, Hải Phòng, Hà Nội, Nghệ An, Thừa Thiên Huế, Đà Nẵng, Khánh Hòa, Hồ Chí Minh City, Cần Thơ, Đồng Nai, Bà Rịa-Vũng Tàu shall regularly collect information on market prices of goods for the holiday and implement a daily rapid reporting system to the Ministry of Finance (Price Management Bureau).
- After the Lunar New Year (February 9, 2004), the Provincial Departments of Finance shall submit comprehensive reports evaluating market price conditions (before, during, and after the Lunar New Year) to the Ministry of Finance (Price Management Bureau) for consolidation and reporting to the Prime Minister.
The Head of the Price Management Bureau shall be responsible for continuously monitoring market price fluctuations during the Lunar New Year and promptly compiling reports for the Minister of Finance to consider and direct.
