2003 ON EXPANDING THE SCOPE OF THE LAO CAI BORDER GATE ECONOMIC ZONE

PRIME MINISTER

Pursuant to the Law on Government Organization, December 25, 2001;

CONSIDERING the proposal of the People's Committee of Lao Cai Province (in Document No. 760/TT-UB dated September 10, 2002) and the Ministry of Planning and Investment (in Document No. 7374/BKH/QLKT dated November 20, 2002).

DECISION:

Article 1. EXPAND the scope of the Lao Cai Border Gate Economic Zone to include Kim Tan Ward and Dong Tuyen Commune (Lao Cai City).

Article 2. Kim Tan Ward and Dong Tuyen Commune within the Lao Cai Border Gate Economic Zone shall apply the policies stipulated in Decision No. 53/2001/QD-TTg dated April 19, 2001 of the Chairman of the Government on policies for border gate economic zones.

Article 3. In the course of implementation, the People's Committee of Lao Cai Province shall be responsible for:

- Preparing and organizing the implementation of the planning for construction of the border gate economic zone within the scope specified in Article 1;

- Coordinating closely with the Ministry of National Defense and the Ministry of Public Security to effectively implement projects related to national defense and security;

- Prioritizing the order of investment in construction projects and sub-projects to ensure efficient use;

- Submitting annual reports for approval each year;

Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.

The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and the Chairman of the People's Committee of Lao Cai Province are responsible for implementing this Decision.
