DIRECTIVE
ON ENCOURAGING STAFF AND EMPLOYEES OF THE ENTIRE TRANSPORTATION SECTOR TO ACTIVELY PARTICIPATE IN THE SECOND ISSUE OF GOVERNMENT BONDS FOR INVESTING IN IMPORTANT NATIONAL TRANSPORTATION AND WATER RESOURCES PROJECTS
To implement Decision No. 182/2003/QĐ-TTg dated September 5, 2003 of the Prime Minister on issuing Government Bonds for investing in important national transportation and water resources projects and Directive No. 20/2003/CT-BGTVT dated September 10, 2003 of the Minister of Transport on encouraging staff and employees of the entire transport sector to actively participate in the first issue of Government Bonds, with the close guidance of the Ministry, strict implementation by units, and enthusiastic participation by all staff members, the work of issuing Government Bonds for the first round within the sector has achieved good results. Project sponsors have instructed contractors to accelerate construction progress and ensure project quality. By the end of the first quarter of 2004, VND 3,274 billion had been disbursed, reaching 92% of the plan.
To meet disbursement needs, quickly put projects into operation for use, and maximize their effectiveness, on March 23, 2004, the Minister of Finance issued Decision No. 28/2004/QĐ-BTC regarding the issuance of Government Bonds for the second round with a total issue amount of VND 8,200 billion and USD 50 million.
To ensure that the work of issuing Government Bonds for the second round achieves results and that the use of funds is highly effective, the Minister of Transport directs the heads of all Departments, Bureaus, Institutes, Corporations, Transportation Departments, Public Works Departments, Project Management Boards, and other units under the Ministry to implement the following:
1. Coordinate with Party committees and mass organizations to continue widely publicizing the objectives and significance of issuing Government Bonds for the second round so that all staff members understand clearly and actively participate, encouraging others to join as well.
2. Units should cooperate with bond issuance organizations to sell Government Bonds directly within their own units to facilitate and expedite participation by all staff members.
3. Units using Government Bonds for project investment must continue to enhance responsibility awareness, ensure project quality, accelerate construction progress on ongoing projects to quickly put them into operation; actively complete procedures to promptly commence new projects, maximize the effectiveness of funds, and prevent waste, corruption, or misappropriation.
4. The Ministry's publicity agencies should focus on reporting news, encouraging units, individuals, and projects that perform well, and promptly reflecting and preventing any negative behaviors that may occur.
Heads of all units in the entire transportation sector are required to urgently implement this Directive./.
