DECISION
Regarding the establishment of the National Steering Committee for the Son La Hydropower Project
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the conclusions of the Politburo and the Resolution of the National Assembly on the Son La Hydropower Project;
At the request of the Minister of Home Affairs,
Pursuant to …;
Article 1. Establish the National Steering Committee for the Son La Hydropower Project (referred to as the National Steering Committee) to assist the Government and the Prime Minister in directing the implementation of the Son La Hydropower Project according to the investment approval decision of the Prime Minister.
Article 2. Tasks and powers of the National Steering Committee
1. Direct, inspect, and urge the implementation of the construction of the Son La Hydropower Project according to the feasibility study report of the project which has been approved by the Prime Minister and implement decisions of the Prime Minister regarding the Son La Hydropower Project. Review the overall progress plan for the implementation of the Son La Hydropower Project to be submitted to the Prime Minister for approval or approve it under delegation.
2. Act on behalf of the Prime Minister to decide on mechanisms, policies, and resolve specific issues within the authority of the Prime Minister during the organization and implementation of the Son La Hydropower Project. Regularly report to the Prime Minister on the construction progress and quality of the Son La Hydropower Project; matters exceeding their authority, propose solutions for the Prime Minister's consideration and decision.
3. Direct relevant ministries, sectors, provincial People's Committees, the main investor, domestic and foreign consulting organizations, and contractors to implement tasks to ensure construction progress and project quality.
4. Direct and coordinate with related sectors and localities to resolve issues arising from the implementation of the resettlement and relocation projects, land clearance, and construction site preparation for the Son La Hydropower Project.
The composition of the National Steering Committee for the Son La Hydropower Project includes:
Article 3. 1. Chairman:
- Mr. Nguyen Tan Dung, Deputy Prime Minister.
2. Vice Chairmen:
- Permanent Vice Chairman: Mr. Hoang Trung Hai, Minister of Industry.
- Vice Chairman: Mr. Nguyen Hong Quan, Minister of Construction.
- Vice Chairman: Mr. Le Huy Ngo, Minister of Agriculture and Rural Development.
- Vice Chairman: Mr. Thai Phung Ne, Representative of the
Prime Minister for the Son La Hydropower Project. 3. Members include:
- A Deputy Minister from each of the following Ministries, agencies at ministerial level, and leaders of the following localities:
+ Ministry of Planning and Investment.
+ Ministry of Industry.
+ Ministry of Construction.
+ Ministry of Agriculture and Rural Development.
+ Ministry of Transport.
+ Ministry of Finance.
+ State Bank of Vietnam.
+ Office of the Government.
+ Chairman of the People's Committee of Son La Province.
+ Chairman of the People's Committee of Lai Chau Province.
+ Chairman of the People's Committee of Dien Bien Province.
+ Chairman of the Board of Directors of Vietnam Electricity Corporation.
+ General Director of Vietnam Electricity Corporation.
+ Chairman of the Board of Directors of Song Da Corporation.
+ General Director of Song Da Corporation.
Depending on the content of meetings of the National Steering Committee, the Deputy Prime Minister, Chairman of the National Steering Committee may invite relevant ministries, sectors, and localities to attend meetings and report on necessary issues.
4. The National Steering Committee has specialized sub-committees:
- Deputy Minister of Construction, Member of the National Steering Committee (working full-time) is the Head of the Specialized Sub-committee for Construction of the Son La Hydropower Plant.
- Deputy Minister of Agriculture and Rural Development, Member of the National Steering Committee (working full-time) is the Head of the Specialized Sub-committee for Resettlement and Relocation Work.
- The Project Management Board for the Son La Hydropower Project ensures funding, means of operation, and working conditions for the specialized sub-committees; manages the budget for the National Steering Committee according to the annual estimate and quarterly plan approved by the Permanent Vice Chairman.
Article 4. The Deputy Prime Minister, Chairman of the National Steering Committee signs directives using the Government seal; Ministers, Vice Chairmen, Deputy Ministers, and Members of the National Steering Committee sign directives using the seals of their respective ministries; Comrade Thai Phung Ne, Representative of the Prime Minister, Vice Chairman of the National Steering Committee signs directives within their assigned scope using the seal of the Government Office.
The responsibilities, tasks, powers, composition, and working system of the sub-committees are specifically stipulated in the Operational Regulations of the National Steering Committee.
Article 5. The operating costs of the National Steering Committee's organizational structure are included in the project costs of the Son La Hydropower Project.
The specific number of staff positions for the specialized sub-committees of the National Steering Committee shall be decided by the Deputy Prime Minister, Chairman of the National Steering Committee.
Article 6. This Decision takes effect from the date of signature and replaces Decision No. 108/2001/QĐ-TTg dated July 23, 2001 of the Prime Minister on the establishment of the National Steering Committee for Resettlement and Relocation of the Son La Hydropower Project.
The Deputy Prime Minister, Chairman of the National Steering Committee, Ministers, Heads of agencies at ministerial level, Heads of government agencies; Chairmen of Provincial People's Committees; Chairmen of the Boards of Directors, General Directors of Vietnam Electricity Corporation; Chairmen of the Boards of Directors, General Directors of Song Da Corporation are responsible for implementing this Decision.
