On the Implementation of the Bucharest Postal Strategy for the Period 2005-2008
At the 23rd Universal Postal Union (UPU) Congress held in Bucharest, Romania from September 15, 2004 to October 4, 2004, the Bucharest Postal Strategy for the period 2005- 2008.
This is an important document setting out specific goals, programs, plans, and tasks for the regional postal union, state management agencies on postal services, and public postal enterprises to implement in the context of liberalization, globalization, and intense competition in the postal sector.
The organization and implementation of the postal strategy in each phase is a regular and continuous task that requires strict direction. In the current situation, implementing the Bucharest Postal Strategy is a crucial solution to reform and develop postal services, ensure the obligation to provide universal postal service, and improve service quality to meet management requirements, customer expectations, and contribute to economic and social development.
To effectively implement the Bucharest Postal Strategy, the Minister instructs relevant agencies and units under the Ministry, Provincial Posts and Telecommunications Departments, and Vietnam Posts and Telecommunications Corporation to thoroughly understand and promptly carry out the following tasks:
I. REGARDING THE GUIDING PRINCIPLES:
1. Develop a plan to implement the Bucharest Postal Strategy for the period 2005-2008 in accordance with the Postal Development Strategy and Plan for Vietnam for the period 2005-2010 and the actual situation of postal development in Vietnam.
2. The implementation plan for the Bucharest Postal Strategy for the period 2005-2008 in Vietnam will focus on three objectives:
+ Universal postal service.
+ Service quality and efficiency of the postal network.
+ Reform and development of postal services.
II. IMPLEMENTATION:
A. Regarding universal postal service:
1. The Postal Department will accelerate the research process and propose types of postal public services to be issued by competent authorities in 2005.
2. The Science and Technology Department will organize the establishment of postal public service standards to be issued in 2006.
3. The Planning and Finance Department will lead the study and proposal on postal public service rates and support mechanisms for providing such services, to be completed in 2006.
4. Provincial Posts and Telecommunications Departments will base their plans for inspecting, supervising, and monitoring the provision of postal public services at the local level on the service quality standards; coordinate with provincial People's Committees and local departments to create favorable conditions for enterprises to fulfill their obligations to provide postal public services.
5. Vietnam Posts and Telecommunications Corporation will organize the provision of postal public services and public duties as required by the State; report on the provision of postal public services according to regulations; participate in cooperation with state management agencies to propose State support mechanisms for fulfilling the obligation to provide postal public services and performing public duties; prepare a proposal to adjust postal public service rates to be reported to the Ministry of Posts and Telecommunications in 2006.
B. Service quality and efficiency of the postal network:
1. The Science and Technology Department will organize the establishment of regulations on postal service quality management and basic postal service quality standards to be issued in 2006.
2. The Postal Department will guide and urge Vietnam Posts and Telecommunications Corporation to quickly complete and implement the national postal code system nationwide.
3. The International Cooperation Department will intensify the construction of technical cooperation programs and training programs to enhance service quality.
4. The Post and Telecommunications Quality Management and Information Technology Bureau will strengthen enforcement of postal service quality management regulations issued by the Ministry of Posts and Telecommunications.
5. Provincial Posts and Telecommunications Departments will base their plans for inspecting, supervising, and monitoring the provision of postal services at the local level on the postal service quality standards issued by the Ministry of Posts and Telecommunications; coordinate with provincial People's Committees and local departments to create favorable conditions for enterprises to apply postal service quality standards.
6. Vietnam Posts and Telecommunications Corporation will proactively plan inspections of domestic and international postal quality; review the implementation of service quality standards to propose measures to improve service quality; actively participate in international postal service quality inspections; increase the use of barcodes in postal operations; promote the application of information technology and automation in postal activities.
C. Reform and development of postal services:
1. The Organization and Cadre Department will cooperate with related units to guide Vietnam Posts and Telecommunications Corporation to quickly complete the organizational model for Vietnam Postal Services in 2006; study and propose policies to promote training and human resource development activities to meet the requirements of postal reform and development in the new situation.
2. The International Cooperation Department will proactively propose mechanisms for Vietnam Postal Services to participate in international cooperation activities in international postal organizations.
3. Vietnam Posts and Telecommunications Corporation will accelerate the establishment of a Vietnam Postal Corporation proposal; reorganize and streamline postal operations to improve operational efficiency; proactively implement market research to provide customers with diverse, high-quality new postal services; develop programs and proposals for postal reform and development to meet new requirements, enhancing the efficiency of the public postal network, reducing postal operation costs.
The heads of agencies and units under the Ministry, Provincial Posts and Telecommunications Departments under centrally governed cities and provinces, and the Vietnam Posts and Telecommunications Group shall be responsible for implementing this Directive. During the implementation process, units must proactively coordinate with relevant agencies and units to fully achieve the objectives; report annually to the Posts and Telecommunications Ministry on the progress and results of implementation; propose recommendations and simultaneously report any arising issues to the Posts and Telecommunications Ministry for consideration and resolution./.
