Regarding strengthening thrift in the consumption of gasoline and diesel oil for units within the Ministry of Finance

  within the finance sector      

In recent times, the world price of gasoline and diesel oil has been unstable and continuously high. This situation has caused many difficulties for various sectors of the economy. Strengthening thrift in the consumption of gasoline and diesel oil is a truly important issue with positive and direct impacts on the implementation of policies and solutions regarding the orientation of economic and social development of the country and the Ministry of Finance.

After more than two years of implementing the policy of thrift in the consumption of gasoline and diesel oil within the Ministry of Finance, units have made significant efforts, showing positive changes in both understanding and action. Particularly since the Ministry of Finance issued Document No. 8251 TC/TVQT dated July 26, 2004, regarding the implementation of Directive No. 23/2004/CT-TTg of the Prime Minister on intensifying thrift in the consumption of gasoline and diesel oil, units within the Ministry of Finance have conducted summaries to draw lessons, evaluated achievements and limitations, and continued to implement measures to save gasoline and diesel oil; reviewed usage standards and fuel consumption rates for each vehicle at each unit. Based on this, all units within the Ministry of Finance have established and perfected regulations on managing vehicles at each unit, completed fuel consumption rates for each vehicle, and developed plans and targets for saving gasoline and diesel oil in the coming years. However, alongside these efforts, some units and civil servants still lack full understanding and commitment to the purpose, significance, and requirements of the work to implement thrift and combat waste in the consumption of gasoline and diesel oil. This has somewhat affected the overall policy on practicing thrift and combating waste and saving in the consumption of gasoline and diesel oil within the entire Ministry of Finance.

Continuing to implement Directive No. 26/2005/CT-TTg dated July 20, 2005 of the Prime Minister on strengthening thrift in the consumption of gasoline and diesel oil, the Minister of Finance requests that all Party committees, heads of units, and mass organizations throughout the Ministry of Finance continue to implement effective and practical measures to strengthen thrift in the consumption of gasoline and diesel oil, specifically as follows:

1. It is not allowed to use official cars to pick up and drop off officials who do not meet the criteria for using personal vehicles from their residences to workplaces and vice versa, nor to use official cars for private purposes contrary to regulations; for individuals who violate, in addition to being subject to criticism, they must compensate for the cost of gasoline used. Increase the use of shared cars when traveling with multiple people or use public transportation when it is unnecessary to use personal cars; organize the reasonable and thrifty use of official cars during trips to grassroots levels, participation in rallies, commemorations, receptions, and serving conferences.

2. Units base on the standards and quotas for using official cars, existing official cars, tasks, and scale of operations of the unit, continue to review fuel consumption rates at all stages to rebuild fuel consumption quotas for each car to ensure maximum savings while meeting operational requirements; continue to review, amend, and supplement regulations on managing travel means within each unit, publicly announce them for all staff members of the unit to check and supervise the implementation.

3. Units organize the implementation of fuel-saving targets according to the spirit of Directive No. 26/2005/CT-TTg dated July 20, 2005 of the Prime Minister on strengthening thrift in the consumption of gasoline and diesel oil, reducing fuel consumption by at least 10% in 2005 compared to 2004, and from 2006 onwards, proactively strive to increase the level of savings year by year; units base on fuel-saving targets to approve specific savings levels and allocate budget estimates for fuel costs for subordinate units. Fuel-saving targets are mandatory conditions for considering approval of budget estimates and serve as the basis for annual settlement reviews of units using state budget funds within the Ministry of Finance.

4. Implement regular inspections, self-inspections, and supervision within units and subordinate units regarding the implementation of measures to practice thrift and combat waste in the consumption of gasoline and diesel oil; promptly address and strictly handle cases of wasteful use of gasoline and diesel oil.

5. Annually, units thoroughly implement thrift in the procurement and provision of travel means; during the process of maintenance and replacement of travel means, there must be plans to gradually replace old and outdated means that consume a lot of fuel with new means that meet national standards but consume less fuel, thereby gradually reducing the fuel consumption quota for travel means of units within the Ministry of Finance.

 6. Every six months and annually, units organize evaluations and draw lessons from the implementation of measures to practice thrift and combat waste in the consumption of gasoline and diesel oil, promptly rewarding officials and employees who perform well in saving gasoline and diesel oil, and imposing strict disciplinary actions against violators.

7. Mass organizations: Trade Union, Women's Affairs, Youth Union of units within the Ministry of Finance have the responsibility to promote and disseminate thorough thrift in the consumption of gasoline and diesel oil to all officials and employees in the unit to enhance awareness about thrift in the consumption of gasoline and diesel oil.

8. The Steering Committee for the Implementation of the Law on Practicing Thrift and Combating Waste, the Law on Anti-Corruption; all Party committees; the People's Inspectorate Board, and mass organizations: Trade Union, Women's Affairs, Youth Union of units within the Ministry of Finance regularly inspect, supervise, and urge the implementation of this Directive.

The heads of units within the Finance sector are responsible for directing, guiding, and organizing the implementation of this Directive to all cadres and civil servants in their units. /.
