Pursuant to Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to the proposal of the Director of the Institute of Geological and Mineral Research, the Head of the Cadre and Civil Servant Department,
DECISION:
Article 1. Position and Functions
The Southern Institute of Geological and Mineral Research is a scientific organization under the Institute of Geological and Mineral Research, with the function of researching and implementing science and technology related to geology and minerals within the scope of provinces and centrally governed cities in the South.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Participate in developing strategies, plans for long-term development, five-year plans, and annual plans; technical and economic procedures and norms regarding geology and minerals;
2. Submit to the Director of the Institute the long-term plan, five-year plan, and annual plan on research tasks related to geology, minerals, geological disasters, and environmental geology of the Institute;
3. Organize the implementation and deployment of programs, projects, and research topics on geology, minerals, geological disasters, environmental geology, economic geology, and mineral raw materials according to the division of labor of the Institute;
4. Study and apply scientific and technological advancements; transfer new technologies related to geology, minerals, geological disasters, and environmental geology in provinces and centrally governed cities in the South;
5. Participate in postgraduate training in geology; provide training and improve the professional skills of scientific staff according to the division of labor of the Institute;
6. Participate in the Council for reviewing reports and scientific and technological works on geology, minerals, geological disasters, and environmental geology according to the division of labor of the Institute;
7. Implement cooperative research programs, projects, and topics on geology and minerals with organizations and individuals in provinces and centrally governed cities in the South and international organizations as prescribed by law and the Institute;
8. Carry out service activities related to geology, minerals, geological disasters, and environmental geology in provinces and centrally governed cities in the South as prescribed by law and the Institute;
9. Manage and use financial resources, assets, and human resources under its jurisdiction effectively in accordance with the provisions of law and the Institute;
10. Statistically report regularly and urgently on the implementation of assigned tasks;
11. Perform other tasks assigned by the Director.
Article 3. Organizational Structure
The leadership of the Institute consists of the Deputy Director and several Deputy Deputy Directors.
The Deputy Director is responsible to the Director for the assigned tasks and is legally responsible for all activities of the Institute; defines the specific functions and responsibilities of subordinate organizations; establishes working regulations and manages all activities of the Institute.
The Deputy Deputy Director assists the Deputy Director and is responsible to the Deputy Director for the work tasks assigned.
The organizational structure and staffing of the Southern Institute of Geological and Mineral Research are determined by the Director of the Institute of Geological and Mineral Research.
The Southern Institute of Geological and Mineral Research has its own seal and is authorized to open accounts in accordance with current regulations.
The headquarters of the Southern Institute of Geological and Mineral Research is located at No. 2B Le Lai Street, Go Vap District, Ho Chi Minh City.
Article 4. Effectiveness and Responsibility for Implementation
This Decision takes effect fifteen days from the date of publication in the Official Gazette.
The Director of the Institute of Geological and Mineral Research, the Head of the Cadre and Civil Servant Department, the Deputy Director of the Southern Institute of Geological and Mineral Research, and the heads of subordinate agencies and units under the Ministry are responsible for enforcing this Decision.
