THE MINISTER OF HEALTH

Pursuant to the Law on Health Protection for the People dated November 7, 1989;
Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to Decision No. 104/2000/QĐ-TTg dated August 25, 2000 of the Prime Minister approving the National Strategy for Clean Water Supply and Rural Sanitation until 2020;

Pursuant to the Ordinance on Product Quality dated December 24, 1999;

Based on the proposal of the Director of the Preventive Medicine and HIV/AIDS Control Department - Ministry of Health.

DECISION:

Article 1. Issued together with this Decision is the Industry Standard: Water Quality Hygiene Standards.

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. The Director of the Preventive Medicine and HIV/AIDS Control Department shall be responsible for organizing and directing the implementation of this Decision.

Article 4. The Heads of the Office, Inspectorate, Preventive Medicine and HIV/AIDS Control Department - Ministry of Health, Heads of units under the Ministry of Health, Directors of Provincial Health Departments directly under the Central Government shall be responsible for implementing this Decision./.

WATER QUALITY HYGIENE

I. GLOSSARY:

Clean water as defined in these standards is water used for personal and household purposes, not intended for direct consumption. If it is consumed directly, it must be treated to meet the drinking water quality standards issued together with Decision No. 1329/QĐ-BYT dated April 18, 2002 of the Minister of Health.

II. SCOPE OF APPLICATION:

These standards apply to household clean water supply systems, centralized water supply stations serving up to a maximum of 500 people, and other forms of clean water supply.

III. APPLICABLE SUBJECTS:

1. Organizations and individuals exploiting water sources for household supply or community water supply for less than 500 users.

2. It is encouraged that all water supply facilities and households adopt the Drinking Water Quality Standards issued together with Decision No. 1329/2002/QĐ-BYT dated April 18, 2002 of the Minister of Health.

Explanation:

1. (*) Level of Inspection:

a) Level I: Includes criteria that must be tested before use and retested at least every six months. These are criteria subject to weather fluctuations and can be conducted by water supply agencies and health authorities at various levels. Testing water quality according to these criteria helps monitor the water treatment process at water supply stations and changes in water quality from household water supply systems to take timely corrective measures.

b) Level II: Includes criteria requiring modern equipment for testing and are less affected by weather conditions. These criteria should be tested when:

- Before putting the water source into use.

- The water source is exploited in areas with a risk of pollution corresponding to the components listed or naturally present.

- When sanitary inspections or epidemiological surveys indicate a risk of pollution of the water source.

- When there is an environmental incident that may affect the water source's hygiene quality.

- When there is suspicion of pollution due to the components listed in the standard table.

- Other special requirements.

2. (**) For the pH criterion: the permissible limit is set between 6.0 and 8.5.
