BASED ON Decree No. 54/2003/NĐ-CP dated May 19, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology, and Decree No. 28/2004/NĐ-CP dated January 16, 2004 of the Government amending and supplementing certain provisions of Decree No. 54/2003/NĐ-CP;
BASED ON Decision No. 114/2005/QĐ-TTg dated May 26, 2005 of the Prime Minister on the establishment and issuance of the Charter for the organization and operation of the network of announcement agencies and query points of Vietnam on technical barriers to trade;
PURSUANT TO the proposal of the Director General of the Standardization, Metrology and Quality Control Department.

Article 1. ATTACHED TO this Decision are the "PROCEDURES FOR ANNOUNCEMENT AND QUERY OF THE NETWORK OF ANNOUNCEMENT AGENCIES AND QUERY POINTS OF VIETNAM ON TECHNICAL BARRIERS TO TRADE".
Article 2. This Decision shall take effect 15 days from the date of publication in the Official Gazette. However, the announcement of technical regulations and procedures for conformity assessment as stipulated in Article 1 of this Decision shall be implemented from the date Vietnam joins the World Trade Organization.
Article 3. The Head of the Office, the Director of the Cadre and Civil Service Department, the Director General of the Standardization, Metrology and Quality Control Department, the Heads of the Announcement Agencies and Query Points of the Network of Announcement Agencies and Query Points of Vietnam on Technical Barriers to Trade, and other related organizations and individuals are responsible for implementing this Decision./.
