Directive No. 09/2007/CT-BNN on Strengthening the Application of Water-saving Irrigation Measures and Techniques in Agricultural Production

MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT

On Strengthening the Application of Water-saving Irrigation Measures and Techniques in Agricultural Production

Water is a renewable but limited resource, while the demand for water from various economic sectors continues to increase, leading to more frequent and widespread water shortages and droughts. The cost of ensuring water supply for agricultural production accounts for a significant proportion. To ensure sufficient and stable irrigation water needs for crops, reduce production costs, it is necessary to strongly apply scientific and technological advances in agricultural production, widely implement water-saving models (varieties, cultivation techniques, irrigation techniques). The Minister of Agriculture and Rural Development requests:

1. Chairpersons of People's Committees of provinces and centrally governed cities direct relevant departments, levels, and localities to effectively implement the following contents:

a) Review, supplement, and complete agricultural production planning in their respective provinces, with particular emphasis on advantageous crops of the locality. For areas frequently facing difficulties in irrigation water, decisively shift to planting crops that require less water;

b) Maintain regular contact with research institutions to adopt and implement new crop varieties with high drought resistance and low water usage;

c) Strictly manage water sources, continue to reinforce irrigation channels, regularly maintain and repair waterworks systems according to regulations, preventing water loss or indiscriminate water extraction causing waste. Select and apply water-saving irrigation techniques and technologies suitable for the local level of development and customs for different types of crops. Specifically for rice and certain staple foods, apply the Industry Standard 14TCN 174 - 2005 on Irrigation and Drainage Procedures for Staple Foods and Vegetables;

d) Guide farmers to adjust planting seasons and schedules to suit new crop varieties and advancements in scientific and technological practices.

Institutes and Schools should intensify scientific research, propose production models applying water-saving techniques appropriate to local weather conditions and water resources. Maintain close ties with local authorities within their jurisdictions, disseminate research results, provide technical guidance, and promote the application of research products to ensure economic benefits in agricultural production, particularly intensive cultivation techniques for high-value crops.

2. 3. The Department of Science and Technology should compile and publicize the results of past research on water-saving techniques; study and prioritize selecting research topics and standards related to water-saving measures.

4. The National Agricultural Extension Center should summarize and evaluate production models and water-saving irrigation techniques and technologies, guiding provincial agricultural extension centers to apply them appropriately based on local conditions. Develop water-saving irrigation production models in localities focusing on high-value crops.

5. The Directorate of Water Resources, in collaboration with the Crop Production Directorate, should direct provincial Departments of Agriculture and Rural Development to implement this directive, reporting to the Minister every six months./.

5. The Irrigation Department shall take the lead and coordinate with the Crop Production Department to direct the Departments of Agriculture and Rural Development of the provinces to implement this Directive, and report periodically every six months to the Minister./.
