THE MINISTER OF POST AND TELECOMMUNICATIONS

On the basis of the Ordinance on Post and Telecommunications;

On the basis of Decree No. 90/2002/ND-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Post and Telecommunications;

On the basis of Decree No. 160/2004/ND-CP dated September 3, 2004 of the Government detailing the implementation of certain provisions of the Ordinance on Post and Telecommunications concerning telecommunication;

On the basis of Decision No. 191/2004/NĐ-CP dated November 8, 2004 of the Prime Minister on the establishment, organization, and operation of the Vietnam Public Telecommunications Service Fund;

On the basis of Decision No. 74/2006/QD-TTg dated April 7, 2006 of the Prime Minister approving the Program for Providing Public Telecommunications Services until 2010.

Considering the proposal of the Director of the Planning and Finance Department,

DECISION:

Article 1. Announces (second round) the areas to be provided with public telecommunications services until 2010, including:

1. Districts to be provided with public telecommunications services: 32 districts (including all communes within the district);

2. Communes to be provided with public telecommunications services: 79 communes (not included in the 32 districts mentioned in Clause 1 of this Article).

The list (second round) of districts and communes within the areas to be provided with public telecommunications services attached to this Decision.

Article 2. The districts and communes specified in Article 1 of this Decision shall benefit from the provision of support policies for public telecommunications services according to the regulations of the State.

Article 3. This Decision shall take effect 15 days from the date of publication in the Official Gazette.

Article 4. Telecommunications enterprises shall have the responsibility to implement state policies during the provision of public telecommunications services in the areas designated for such services.

Article 5. Local Postal and Telecommunications Departments shall have the responsibility to coordinate with provincial People's Committees and municipal People's Committees under the central government in implementing public telecommunications service provision policies at the local level and managing the provision of public telecommunications services in accordance with the guidance of the Ministry of Post and Telecommunications.

Article 6. The Director of the Planning and Finance Department, the Director of the Telecommunications Department, the Head of the Ministry's Office, the Director of the Legal Affairs Department; the Director of the Quality Management Bureau of Postal and Telecommunications and Information Technology, the Director of the Information Center, the Vietnam Public Telecommunications Service Fund, and related units under the Ministry of Post and Telecommunications within their respective functions and tasks assigned shall be responsible for disseminating and implementing this Decision.
