Regarding the issuance of the List of Plant Protection Chemicals Permitted for Use, Restricted for Use, and Prohibited from Use in Vietnam

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Plant Protection and Quarantine Ordinance promulgated on August 8, 2001;

Pursuant to the Regulation on Management of Plant Protection Chemicals issued together with Decision No. 89/2006/QD-BNN dated October 2, 2006 of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Plant Protection Department,

Article 1. 1. National Technical Regulation on Railway Traffic Signals, number QCVN 21:2025/BXD.

1. The List of Plant Protection Chemicals Permitted for Use in Vietnam (attached) includes:

1.1. Agricultural chemicals:

1.1.1. Insecticides: 365 active ingredients with 1084 trade names.

1.1.2. Fungicides: 264 active ingredients with 756 trade names.

1.1.3. Herbicides: 151 active ingredients with 449 trade names.

1.1.4. Rodenticides: 11 active ingredients with 18 trade names.

1.1.5. Growth Regulators: 47 active ingredients with 112 trade names.

1.1.6. Insect Attractants: 5 active ingredients with 7 trade names.

1.1.7. Snailcides: 18 active ingredients with 84 trade names.

1.1.8. Adjuvants (spreaders): 4 active ingredients with 5 trade names.

1.2. Termite Control Chemicals: 11 active ingredients with 11 trade names.

1.3. Timber Preservation Chemicals: 5 active ingredients with 6 trade names.

1.4. Warehouse Disinfectants: 5 active ingredients with 5 trade names.

2. The List of Plant Protection Chemicals Restricted for Use in Vietnam (attached) includes:

2.1. Agricultural chemicals:

2.1.1. Insecticides: 6 active ingredients with 11 trade names.

2.1.2. Rodenticides: 1 active ingredient with 3 trade names.

2.2. Termite Control Chemicals: 2 active ingredients with 2 trade names.

2.3. Timber Preservation Chemicals: 4 active ingredients with 4 trade names.

2.4. Warehouse Disinfectants: 3 active ingredients with 9 trade names.

3. The List of Plant Protection Chemicals Prohibited from Use in Vietnam (attached) includes:

3.1. Insecticides, Timber Preservation Chemicals: 21 active ingredients.

3.2. Fungicides: 6 active ingredients.

3.2. Rodenticides: 1 active ingredient.

3.4. Herbicides: 1 active ingredient.

Article 2. The export and import of plant protection chemicals issued together with this Circular shall be carried out in accordance with the Regulations on Export and Import of Goods issued together with Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government.

Article 3. The Plant Protection Department is responsible for guiding the use of plant protection chemicals restricted for use in Vietnam.

Article 4. This Circular shall take effect forty-five days from the date of signature.

All provisions in previous decisions issued by the Ministry of Agriculture and Rural Development regarding the lists of plant protection chemicals permitted for use, restricted for use, and prohibited from use that conflict with this Circular are hereby abolished.

Article 5. The Director of the Plant Protection Department, the Head of the Ministry's Office, the Heads of units under the Ministry, and related organizations and individuals are responsible for implementing this Circular./.
