REGULATIONS ON THE ECONOMIC AND TECHNICAL STANDARDS FOR THE NATIONAL GRAVITY NETWORK
MINISTER OF NATURAL RESOURCES AND ENVIRONMENT
Pursuant to Decree No. 12/2002/NĐ-CP dated January 22, 2002 of the Government on surveying and mapping activities;
Pursuant to Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to Circular No. 01/2009/TT-BTNMT dated January 14, 2009, issued by the Minister of Natural Resources and Environment on the regulations for the national gravity network;
At the proposal of the Director of the Vietnam National Mapping Agency, the Head of the Planning Department, and the Head of the Legal Department,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. This Circular promulgates the economic and technical standards for the national gravity network.
Article 2. This Circular takes effect from August 15, 2010.
Article 3. The Minister, Heads of Ministries equivalent to Ministries, agencies under the Government, Chairpersons of Provincial People's Committees, the Director of the Vietnam National Mapping Center, Heads of agencies under the Ministry of Natural Resources and Environment, and related organizations and individuals are responsible for implementing this Circular./.

CONSTRUCTION OF THE NATIONAL GRAVITY NETWORK

Part 1.
GENERAL PROVISIONS
1. Scope of Regulation: The economic and technical standards for constructing the national gravity network apply to the following tasks:
1.1. Selecting points;
1.2. Pouring and burying markers;
1.3. Building retaining walls (pouring concrete);
1.4. Testing machines;
1.5. Measuring gravity;
1.6. Calculating relative adjustments.
2. Applicability: These standards apply to agencies, organizations, and individuals tasked with establishing plans, assigning schedules, calculating unit prices to prepare budgets and final accounts for the construction of the national gravity network using state funds, and other related organizations and individuals.
3. Economic and technical standards include the following component standards:
3.1. Labor technology norms: Labor technology norms (hereinafter referred to as labor norms) are the direct labor time required to produce a product (perform a work step). The content of labor norms includes:
3.1.1. Work content: listing basic operations and main operations to perform a work step;
3.1.2. Difficulty classification: basic factors affecting the performance of a work step;
3.1.3. Staffing: specifying the number of workers and technical levels required to perform a work step;
3.1.4. Norms: specifying the direct labor time required to produce a product (perform a work step): units of measurement are individual hours or group/unit product hours. A day's work (shift) is calculated as 8 hours of work.
a) Non-productive rates are expressed in fractional form, where:
- The numerator is the technical labor rate (calculated in group hours, individual hours);
- The denominator is the general labor rate, calculated in individual hours. General laborers are hired to perform simple tasks such as transporting equipment accompanying the main machine, materials, guiding the target range, communicating, leading the way, protecting, serving measurements, digging marker pits, washing materials.
b) The technical labor rate when work must be stopped due to weather conditions is calculated at a factor of 0.25.
3.2. Material and equipment norms
3.2.1. Material and equipment norms include material usage norms and tool (equipment) usage norms.
a) Material usage norms: the quantity of materials needed to produce a product (perform a task).
b) Tool and equipment usage norms: the number of shifts (time) that direct workers need to use tools and equipment to produce a unit product (perform a task).
3.2.2. The service life of tools and equipment is the expected period of use in normal production activities, consistent with the economic and technical parameters of the tools and equipment.
a) Service life of tools: measured in months.
b) Service life of equipment: as stipulated in joint circulars guiding budget preparation between the Ministry of Finance and the Ministry of Natural Resources and Environment.
3.2.3. Electricity consumption of electric tools and equipment is calculated based on the power rating of the tools and equipment, 8 hours of work in a day shift (shift), and the usage norms of tools and equipment. The electricity level in the norm tables is calculated according to the following formula:
Electricity level = (Equipment power/hour x 8 hours x number of equipment usage shifts) + 5% loss.
3.2.4. Rates for small tools and accessories are calculated at 5% of the tool rate in the tool table.
3.2.5. Rates for minor materials and losses are calculated at 8% of the material rate in the material table.
For the task of pouring markers and building retaining walls, in addition to this rate, an additional 5% material loss rate due to transportation during construction is also calculated.

LABOR NORMS
1. Scope of work
1.1. Selecting gravity points:
- Study technical documents; prepare thoughts, materials, supplies, and working tools;
- Move (by car) to the point location;
- Select the point, draw notes about the point, and take photos of the point location;
- Survey material sources for pouring markers and transportation means;
- Serve inspection and acceptance. Hand over results.
1.2. Pouring and burying markers:
- Study technical documents; prepare thoughts, materials, supplies, and transportation tools;
- Move (by car) to the marker location;
- Dig holes, make molds, pour markers, and engrave marker letters;
- Complete point notes;
- Remove formwork, take photos of the markers;
- Serve inspection and acceptance, hand over results.
1.3. Building retaining walls (pouring concrete):
- Study technical documents; prepare thoughts, materials, supplies, and transportation tools;
- Move (by car) to the marker location;
- Dig foundation holes, install formwork, mix and pour concrete, engrave letters, remove formwork, and take photos of the retaining wall;
- Hand over markers to local authorities;
- Serve inspection and acceptance, hand over results.
1.4. Machine testing:
- Contact work, prepare thoughts, materials, measuring books, and machinery;
- Move (by car) to the testing site;
- Inspect and maintain machines;
- Measure, calculate results; inspect and adjust measuring books;
- Serve inspection and acceptance, hand over products.
1.5. Gravity sighting measurement:
- Contact work, prepare thoughts, materials, measuring books, and machinery;
- Move (by car) to the point location;
- Inspect and maintain machines;
- Measure, calculate results; inspect and adjust measuring books;
- Serve inspection and acceptance, hand over products.
1.6. Relative adjustment calculation for the national gravity network:
- Prepare thoughts, initial data;
- Check documents;
- Rough calculation;
- Calculate adjustments; assess accuracy, draw diagrams, write technical reports;
- Serve inspection and acceptance, package, and hand over.
2. Difficulty Classification
Type 1: Plain area, along asphalt roads
Type 2: Lowland hills, plain areas, roads with many potholes, under maintenance.
Midland area, red earth road, gravel spread.
Low mountainous area, asphalt road, city, town.
Type 3: Mountainous area, winding roads with steep slopes
Type 4: High mountainous area, border, islands. Difficult to travel.

Testing electronic machines using the relative method, each group consists of four machines. Testing optical mechanical machines using the relative method, each group consists of five machines.
+ When machines are used for more than six months, additional testing levels are calculated according to the above principle.
+ When the number of machines changes, the level is recalculated proportionally.
- In cases where satellite gravity points use old coordinates, the selection point level is determined according to the provisions for the Base Geodetic Network Continuation work at the Economic and Technical Surveying Map Norms issued by Decision No. 05/2006/QĐ-BTNMT dated May 26, 2006 of the Ministry of Natural Resources and Environment.
- In cases where gravity measurements are taken using the relative method with only half the number of machines (four electronic machines or five optical mechanical machines), the level is calculated at a factor of 1.20 times the gravity measurement level.
