RESOLUTION
Approving the final accounts of the State budget for 2009

OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM
Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam promulgated in 1992, as amended and supplemented by Resolution No. 51/2001/QH10 of the National Assembly;
The Government promulgates this Decree amending and supplementing certain articles of Decree No. 130/2005/NĐ-CP dated October 17, 2005 of the Government on the self-management system and responsibility for the use of staffing levels and administrative management expenses for state agencies,
On the basis of Resolution No. 21/2008/QH12 dated November 8, 2008 of the National Assembly on the State budget estimate for 2009, Resolution No. 22/2008/QH12 dated November 10, 2008 of the National Assembly on the allocation of the central budget for 2009, and Resolution No. 32/2009/QH12 dated June 19, 2009 of the National Assembly on adjusting the general objectives and some economic targets and the State budget for 2009;;
After considering Report No. 114/BC-CP dated July 14, 2011 of the Government, Audit Report No. 93/BC-KTNN dated July 5, 2011 of the State Audit Agency, Review Report No. 1962/BC-UBTCNS12 dated July 19, 2011 of the Committee for Finance and Budget of the National Assembly, opinions of National Assembly deputies, and Report No. 14/BC-UBTVQH13 dated August 5, 2011 of the Standing Committee of the National Assembly on the final accounts of the State budget for 2009;
RESOLVES:
Article 1. Approving the final accounts of the State budget for 2009:
1. The total revenue of the State budget is VND 629,187 billion (six hundred twenty-nine thousand, one hundred eighty-seven billion dong), including revenue transferred from 2008 to 2009, local government budget surplus from 2008, revenue from the financial reserve fund, recovery of budget loans, and local government budget investment mobilization according to the Law on the State Budget.
2. The total expenditure of the State budget is VND 715,216 billion (seven hundred fifteen thousand, two hundred sixteen billion dong), including expenditure transferred from 2009 to 2010.
3. The State budget deficit is VND 114,442 billion (one hundred fourteen thousand, four hundred forty-two billion dong), equivalent to 6.9% of Gross Domestic Product (GDP), excluding the local government budget surplus. Sources to offset the State budget deficit:
- Domestic borrowing: VND 78,150 billion (seventy-eight thousand, one hundred fifty billion dong);
- Foreign borrowing: VND 36,292 billion (thirty-six thousand, two hundred ninety-two billion dong). (See attached Appendices 1, 2, 3, 4, and 5)
Article 2. The Government shall:
1. Publicize the final accounts of the State budget for 2009 in accordance with regulations. Direct central agencies, localities, and units to examine and address the issues identified in Review Report No. 1962/BC-UBTCNS12 dated July 19, 2011 of the Committee for Finance and Budget, the conclusions and recommendations of the State Audit Agency in Audit Report No. 93/BC-KTNN dated July 5, 2011, and other inspection and audit agencies;
2. Hold accountable and promptly handle any violations in budget management and operation that have been discovered, and report the results to the National Assembly when submitting the final accounts of the State budget for 2010.
Article 3.
The Committee for Finance and Budget, the Committee for Ethnic Minorities, and other Committees of the National Assembly, Delegations of National Assembly Deputies, individual National Assembly deputies, and relevant agencies shall, within their functions and responsibilities, monitor the implementation of the National Assembly's Resolution approving the final accounts of the State budget for 2009.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the Thirteenth Session, at its First Meeting, on August 6, 2011.
