Circular No. 09/2011/TT-BLDTBXH stipulates the framework program for intermediate vocational level and higher college vocational level for certain occupations under the groups: Production and processing - agriculture, forestry, and fisheries - health care.

CIRCULAR

Regulations on the framework program for intermediate vocational level and the framework program for higher vocational level for certain occupations in the following groups of occupations:

Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decision No. 58/2008/QĐ-BLDTBXH dated September 6, 2008 of the Minister of Labor, Invalids, and Social Affairs promulgating regulations on the framework program for intermediate vocational level and the framework program for higher vocational level;

Pursuant to the results of the appraisal by the Appraisal Council and the proposal of the General Vocational Training Administration regarding the issuance of the framework program for intermediate vocational level and the framework program for higher vocational level for the occupations: Fiber technology; Industrial crop cultivation; Fruit tree cultivation; Mulberry silkworm breeding technology; Pharmaceutical technology;

The Ministry of Labor, Invalids, and Social Affairs hereby stipulates the framework program for intermediate vocational level and the framework program for higher vocational level for the above occupations as follows:

Article 1. Scope of regulation and Applicability:

This Circular stipulates the framework program for intermediate vocational level and the framework program for higher vocational level to be applied to public and private vocational training institutions that have registered to provide vocational training for the occupations specified in this Circular, including vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate schools (hereinafter collectively referred to as vocational training institutions);

The framework programs for intermediate vocational level and higher vocational level stipulated in this Circular are not mandatory for vocational training institutions with foreign investment capital.

Article 2. The framework program stipulated in this Circular includes:

1. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Fiber technology" (Annex 1).

2. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Industrial crop cultivation" (Annex 2).

3. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Fruit tree cultivation" (Annex 3).

4. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Mulberry silkworm breeding technology" (Annex 4).

5. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Pharmaceutical technology" (Annex 5).

Article 3. Responsibility for developing vocational training programs:

Based on the provisions of this Circular, the principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate schools that have registered to provide vocational training for the occupations specified in this Circular shall organize the development, appraisal, and approval of the vocational training programs of their respective institutions.

Article 4. Implementation Provisions:

1. This Circular takes effect from June 10, 2011.

2. Ministries, ministerial-level agencies, governmental agencies, political-social organizations, People's Committees of provinces and centrally-administered cities, the General Vocational Training Administration, vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate schools that have registered to provide vocational training at the intermediate vocational level and higher vocational level for the occupations specified in this Circular, and related units are responsible for implementing this Circular./.
