Căn cứ Bộ luật Hàng hải Việt Nam ngày 14 tháng 6 năm 2005;June 2024;107/2012/NĐ-CP ngày 20 tháng 12 năm 2012 của Chính phủ quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức;

Pursuant to DecreeNo. 21/2012/NĐ-CP ngày 21 tháng 3 năm 2012 của Chính phủ về quản lý cảng biển và luồng hàng hải;of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home Affairsu t, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP concerning the functions of the Ministry of Transport;

At the proposal of the Director of the Legal Department and the Director of the Vietnam Maritime Administration,

Phạm vi vùng nước các cảng biển thuộc địa phận tỉnh Cà Mau tính theo mực nước triều lớn nhất, được quy định cụ thể như sau:No. Vùng nước cảng biển Năm Căn: reason Ranh giới về phía biển: được giới hạn bởi các đoạn thẳng nối các điểm NC1, NC2, NC3, NC4 và NC5, có tọa độ sau đây:

NC1: 08 44'30"N, 105 13'48" E;

NC2: 08 40'00"N, 105 13'48" E;

1. NC3: 08 40'00"N, 105 13'12" E;n lNC4: 08 39'48"N, 105 13'12" E;

2. NC5: 08 39'48"N, 105 13'12" E.

Ranh giới về phía đất liền: từ điểm NC1 và điểm NC5 thuộc cửa Bồ Đề chạy dọc theo hai bờ sông Cửa Lớn đến đường thẳng cắt ngang sông cách cầu cảng Năm Căn 3.500 mét về phía thượng lưu;

Ranh giới tại khu vực đảo Hòn Khoai: là vùng nước được giới hạn bởi các đường tròn bán kính 1,5 hải lý, tâm tại các điểm HK1, HK2 có tọa độ như sau:cancellation HK1: 08 24'20" N, 104 49'50" E;

1. HK2: 08 27'20" N, 104 49'36" E.

a) Ranh giới tại khu vực Hòn Chuối: là vùng nước được giới hạn bởi đường tròn bán kính 1,5 hải lý, với tâm tại điểm HC có tọa độ: 08 00"N, 104 33'00"E;1đ) Ranh giới tại khu vực Ông Đốc: là vùng nước được giới hạn bởi đường tròn bán kính 1,5 hải lý, với tâm tại điểm SD có tọa độ: 09 02'00"N, 104 46'00"E;

NC1: 08^°Ranh giới tại khu vực Mũi Tràm: là vùng nước được giới hạn bởi đường tròn bán kính 1,5 hải lý, với tâm tại điểm MT có tọa độ: 09 14'00"N, 104 45'00"E.^°Vùng nước cảng dầu khí ngoài khơi mỏ Sông Đốc: được giới hạn bởi đường tròn bán kính 01 hải lý, với tâm tại điểm SĐ có tọa độ: 07 09'39"N, 104 03'21"E.

Tọa độ các điểm tại khoản 1, khoản 2 Điều này áp dụng theo hệ tọa độ VN - 2000 và được chuyển đổi sang các hệ tọa độ tương ứng như sau:^°Ranh giới tại khu vực Mũi Tràm: là vùng nước được giới hạn bởi đường tròn bán kính 1,5 hải lý, với tâm tại điểm MT có tọa độ: 09 14'00"N, 104 45'00"E.^°Hệ tọa độ sử dụng tại Hải đồ IA-500-10

SĐ^°Cục trưởng Cục Hàng hải Việt Nam tổ chức công bố vùng đón trả hoa tiêu, vùng kiểm dịch, khu neo đậu, khu chuyển tải, khu tránh bão cho tàu thuyền vào, rời cảng biển Năm Căn, cảng dầu khí ngoài khơi mỏ Sông Đốc và khu nước, vùng nước khác trong phạm vi vùng nước các cảng biển quy định tại Điều 2 của Thông tư này.^°Điều 4. Trách nhiệm của Cảng vụ Hàng hải Cà Mau

Thực hiện nhiệm vụ và quyền hạn của mình theo quy định của Bộ luật Hàng hải Việt Nam và pháp luật có liên quan đến hoạt động hàng hải tại vùng nước các cảng biển thuộc địa phận tỉnh Cà Mau.^°Căn cứ vào tình hình thực tế về thời tiết, sóng gió, mớn nước, trọng tải của tàu thuyền và tính chất hàng hóa, chỉ định vị trí cụ thể cho tàu thuyền đón trả hoa tiêu, kiểm dịch, neo đậu, chuyển tải và tránh bão trong vùng nước theo quy định, bảo đảm an toàn hàng hải, an ninh hàng hải và phòng ngừa ô nhiễm môi trường.^°49°36'E.

d) The boundary at the Hòn Chuối area: is the water area limited by a circle with a radius of 1.5 nautical miles, with its center at point HC having coordinates: 8°00'N, 104°33'00'E;^°58'00N, 104^°33'00E;

d) The boundary at the Ông Đốc area: is the water area limited by a circle with a radius of 1.5 nautical miles, with its center at point SD having coordinates: 9°02'00"N, 104°46'00"E;^°02'00N, 104^°46'00E;

e) The boundary at the Mũi Tràm area: is the water area limited by a circle with a radius of 1.5 nautical miles, with its center at point MT having coordinates: 9°14'00"N, 104°45'00"E.^°14'00N, 104^°45'00E.

2. The offshore oil port water area for the Sông Đốc field: is limited by a circle with a radius of 1 nautical mile, with its center at point SĐ having coordinates: 7°09'39"N, 104°03'21"E.^°09'39N, 104^°03'21E.

3. The coordinates of the points mentioned in Clause 1 and Clause 2 of this Article apply according to the VN-2000 coordinate system and are converted to corresponding coordinate systems as follows:

Article 3. Pilot reception and delivery zones, quarantine zones, anchorage areas, cargo transfer areas, storm shelters, water areas, and other related water zones

The Director of the Vietnam Maritime Administration shall organize the announcement of the pilot pick-up and drop-off zones, quarantine zones, anchorage areas, transshipment areas, and storm shelters for vessels entering and leaving the Năm Căn seaport, the offshore oil port at the Sông Đốc field, and other waters within the scope of the seaports specified in Article 2 of this Circular.

Article 4. Responsibilities of the Ca Mau Marine Port Supervision Authority

1. Carry out tasks and powers as prescribed by the Vietnam Maritime Code and relevant laws concerning maritime activities in the waters of seaports within the jurisdiction of Ca Mau Province.

2. Based on the actual situation regarding weather, waves, wind, draft, tonnage of vessels, and nature of cargo,ìdesignate specific positions for vessels to pick up and drop off pilots, undergo quarantine, anchor, transship, and seek shelter from storms in accordance with regulations, ensuring maritime safety, maritime security, and prevention of environmental pollution.

Article 5. State management responsibilities for maritime affairs in the marine area under the jurisdiction of Ca Mau province and Bac Lieu provinceperiodc Liêu

Outside the scope of the waters of the seaports defined in Articles 2 and 3 of this Circular, the Ca Mau Maritime Branch shall be responsible for state management of maritime safety, maritime security, and prevention of environmental pollution in the marine area under the jurisdiction of Ca Mau province and Bac Lieu province.

Article 6. Effective Date 1. This Circular takes effect from February 15, 2026; Circular No. 24/2013/TT-BKHCN dated September 30, 2013 of the Minister of Science and Technology on activities related to calibration, verification, testing of measuring instruments, and measurement standards shall cease to be effective from the date this Circular takes effect.

1. This Circular takes effect from June 15, 2014. The Decision No. 31/2007/QD-BGTVT dated July 4, 2007 of the Minister of Transport promulgating the waters of seaports under the jurisdiction of Ca Mau province and the management area of the Ca Mau Maritime Branch is hereby abolished.

2. The boundaries of the seaport waters specified in this Circular are determined tron the Hydrographic Chart number IA-500-10 reprinted in 1996 of the Vietnam People's Navy.

Article 7. Organization a) Report to the Ministry of Natural Resources and Environment on the results of training and upgrading, including listing the teaching staff participating in teaching, evaluating the participation of trainees in the training process, the results of organizing examinations for completing the training and upgrading program on land valuation business, the issuance of Certificates and the use of Certificate codes, summarizing the feedback from trainees on the quality of the training and upgrading program on land valuation business, and other relevant matters.

The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Maritime Administration, Directors of the Vietnam Inland Waterways Administration, Directors of the Department of Transport of Ca Mau province, Directors of the Department of Transport of Bac Lieu province, Directors of the Ca Mau Maritime Branch, Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular. /
