 Based on the Inspection Law dated November 15, 2010;

Based on Decree No. 83/2012/NĐ-CP dated October 9, 2012, of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate;

At the proposal of the Director of the Cadre and Civil Service Department and the Director of the Legal Department;

The Government Inspector General issues this Circular to stipulate the criteria for the position of Deputy Inspector General of Ministries, agencies at the ministerial level, Deputy Inspector General of provinces, centrally governed cities.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates the criteria for the position of Deputy Inspector General of Ministries, agencies at the ministerial level, Deputy Inspector General of provinces, centrally governed cities (hereinafter referred to collectively as Deputy Inspector General).

Article 2. This Circular applies to Ministries, agencies at the ministerial level, People's Committees of provinces, centrally governed cities.

Article 2. Position and responsibilities

The Deputy Inspector General assists the Inspector General in directing, managing, and operating certain areas of work according to the assignment of the Inspector General and is responsible before the Inspector General and the law for the assigned tasks.

2. Industrial emission testing must ensure timeliness, accuracy, objectivity, compliance with procedures, and adherence to legal provisions.

Clause 1. The criteria for Deputy Inspector General stipulated in this Circular serve as the basis for Ministers, Heads of agencies at the ministerial level, Chairmen of People's Committees of provinces, centrally governed cities to consider when planning cadre development, building training plans, and appointing cadres with the aim of standardizing the leadership and management cadre of the Inspection sector.

Clause 2. A person considered for appointment as Deputy Inspector General must meet all the appointment criteria stipulated in this Circular and relevant specialized laws.

Clause 3. For the position of Deputy Inspector General of the Ministry of Public Security and the Ministry of National Defense, in addition to the Deputy Inspector General criteria stipulated in this Circular, they must also meet the leadership and command appointment criteria as prescribed by the Ministry of Public Security and the Ministry of National Defense.

Chapter II

CRITERIA FOR THE POSITION OF DEPUTY INSPECTOR GENERAL

Article 4. Qualities

Clause 1. Patriotic, politically steadfast, loyal to the Party's guidelines and viewpoints, the State's laws, resolute in the reform path, national independence, and socialism; devoted to serving the people.

Clause 2. Work with a sense of responsibility, high efficiency; frugal, honest, impartial, and incorruptible; not opportunistic, not corrupt, firmly combating corruption and negative phenomena; practicing thrift and opposing waste.

Clause 3. Have a sense of organizational discipline; be honest, objective, decisive, and willing to take responsibility; have a spirit of self-criticism and criticism.

Clause 4. Be united and democratic with colleagues, exemplary in morality and lifestyle; closely connected with the people, trusted by the collective of cadres and civil servants at the workplace and the local community.

Article 5. Competencies

Clause 1. Possess advisory and implementation capabilities for the Party's policies and State laws regarding inspection work, receiving citizens, handling complaints and denunciations, and preventing and combating corruption.

Clause 2. Possess management and operational capabilities, the ability to unite and mobilize the collective of cadres and civil servants; effectively coordinate with related agencies and organizations in performing assigned tasks.

Clause 3. Possess the capability to lead large-scale inspection teams with complex circumstances.

Clause 4. Possess research and drafting capabilities for legal normative documents and propose effective solutions for inspection work, receiving citizens, handling complaints and denunciations, and preventing and combating corruption.

Article 6. Knowledge

1. Mastering the Party's guidelines, policies, State laws, functions, and tasks of the Inspection Service.

2. Proficient in legal knowledge and administrative management related to inspection work, receiving citizens, handling complaints and denunciations, and preventing and combating corruption.

3. Understanding various fields of State administration, economic, political, cultural, and social conditions of the country.

Article 7. Qualifications

1. Meeting the professional standards for the rank of Chief Inspector or equivalent and above.

2. Graduating from a university or higher education institution with a major relevant to inspection work.

3. Completing a mid-level Political Theory course or equivalent and above.

4. Holding a certificate or degree in public administration at the level of Senior Clerk or above.

5. Possessing a certificate or degree in a commonly used foreign language (English, French, Russian, Chinese, German) at level B or equivalent and above.

6. Proficient in using computers and office equipment for work purposes.

Article 8. Other Standards

1. Having practical experience in leadership and management at the department level of the Ministry's Inspection Service, agencies equivalent to ministries, provincial inspections, or central city inspections, or equivalent and above; having worked in the Inspection Service for three years or more, or in management positions in Party and State agencies.

2. For the first appointment to the position of Deputy Inspector General, men shall not exceed fifty-five years old and women shall not exceed fifty years old.

3. Not currently undergoing disciplinary action from a reprimand or higher.

4. Being included in the planning for the position to be appointed or an equivalent position.

5. Having complete and clear personal files and histories without violating the Central Committee's regulations on internal political protection, confirmed by the competent authority.

6. Having sufficient health to fulfill assigned tasks.

Chapter III

IMPLEMENTING PROVISIONS

Article 9. Effective Date

This Circular takes effect from January 15, 2015.

Article 10. Responsibility for Implementation

The Minister, Heads of agencies equivalent to ministries, Chairpersons of provincial People's Committees, and centrally governed city People's Committees are responsible for implementing this Circular.
