Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 106/2012/NĐ-CP dated December 20, 2012, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decision No. 58/2008/QD-BLDTBXH dated September 6, 2008 of the Minister of Labor, Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational level, the framework program for higher vocational college level;

At the proposal of the General Director of the Vocational Training Administration,

The Minister of Labor, Invalids and Social Affairs issues this Circular stipulating the framework program for intermediate vocational level, the framework program for higher vocational college level for six trades: Masonry - Finishing; Repair and Operation of Excavators; Aircraft Mechanical Maintenance Technology; Mechanical Power Equipment Repair; Material Handling Equipment Repair; General Mechanical Loading and Unloading as follows:

Article 1. Attached to this Circular are the framework programs for intermediate vocational level for six trades: Masonry - Finishing; Repair and Operation of Excavators; Aircraft Mechanical Maintenance Technology; Mechanical Power Equipment Repair; the framework programs for intermediate vocational level and higher vocational college level for the trades: Material Handling Equipment Repair; General Mechanical Loading and Unloading to be applied to vocational college institutions, intermediate vocational college institutions, universities, colleges, and private and public specialized intermediate vocational institutions that have registered to provide vocational training for these trades (hereinafter referred to collectively as vocational training institutions), but not mandatory for vocational training institutions with foreign investment.

1. The framework program for intermediate vocational level for the trade "Masonry - Finishing" is specified in Appendix 1 attached to this Circular.

2. The framework program for intermediate vocational level for the trade "Repair and Operation of Excavators" is specified in Appendix 2 attached to this Circular.

3. The framework program for intermediate vocational level for the trade "Aircraft Mechanical Maintenance Technology" is specified in Appendix 3 attached to this Circular.

4. The framework program for intermediate vocational level for the trade "Mechanical Power Equipment Repair" is specified in Appendix 4 attached to this Circular.

5. The framework program for intermediate vocational level and higher vocational college level for the trade "Material Handling Equipment Repair" is specified in Appendix 5 attached to this Circular.

6. The framework program for intermediate vocational level and higher vocational college level for the trade "General Mechanical Loading and Unloading" is specified in Appendix 6 attached to this Circular.

Article 2. Based on the provisions of this Circular, the principals of schools that have registered to teach these occupations shall organize the construction, review, and approve the training programs of their schools.

Article 3. This Circular takes effect from April 14, 2015.

Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial people's committees, municipal people's committees under the central government, the General Department of Vocational Training, vocational training institutions that have registered to provide vocational training at the intermediate vocational level and higher vocational college level for the six trades stipulated in this Circular, and related units shall be responsible for implementation./.
