This Decision stipulates the credit policy to support medical students after graduation during their practical training period at healthcare facilities to obtain a practice certificate under the Law on Medical Examination and Treatment through the Vietnam Bank for Social Policies.
Article 1. Scope of Regulation and Applicability
1. Scope of Application
Article 1. Credit recipients

a) Recipients of loans as specified in Article 2 of this Decision;
b) The Vietnam Bank for Social Policies;
c) Relevant agencies, organizations, and individuals.
Article 2. Loan Recipients
Medical students with difficult circumstances after graduating from universities, colleges, and vocational schools established and operating in accordance with Vietnamese law during their practical training period at healthcare facilities to obtain a practice certificate under the Law on Medical Examination and Treatment (hereinafter referred to as postgraduate students), including:
1. Postgraduate students who are orphaned or whose surviving parent is unable to work.
2. Postgraduate students who are members of households belonging to one of the following categories:
- Poor households according to the legal standards.
- Households with an average per capita income not exceeding 150% of the average per capita income of poor households according to legal standards.
3. Postgraduate students whose families face financial difficulties due to accidents, illness, natural disasters, fires, or epidemics during their practical training period, confirmed by the People's Committee of the locality where they reside.
Article 3. Loan Methods
1. For postgraduate students as specified in Clause 1 of Article 2 of this Decision, they may directly apply for loans from the Vietnam Bank for Social Policies at the healthcare facility where they are undergoing practical training.
2. For postgraduate students as specified in Clauses 2 and 3 of Article 2 of this Decision, loans will be provided through their households. The household representative will be the direct borrower and responsible for repaying the Vietnam Bank for Social Policies.
Article 5. Conditions for Borrowing
Postgraduate students are eligible for loans when meeting the following conditions:
1. Postgraduate students (but not more than 12 months after graduation) and:
a) Meeting all criteria specified in Clause 1 of Article 2 of this Decision; or
b) Being a member and living legally in the locality where the loan is provided, meeting all criteria specified in Clauses 2 and 3 of Article 2 of this Decision.
2. Must have confirmation from the healthcare facility regarding:
a) Duration of practical training and associated costs;
b) Absence of employment contracts or labor contracts with the healthcare facility during the practical training period.
Article 5. Loan Capital Amount
1. The maximum loan capital amount shall be equal to the maximum loan capital amount according to Decision No. 157/2007/QĐ-TTg dated September 27, 2007 of the Government on credit for students and pupils or any amended and supplemented decisions (if any) during each period.
2. The Social Policy Bank shall specify the specific loan amount for graduates based on the actual operating costs of each medical facility and living expenses, but not exceeding the loan amount prescribed in Clause 1 of this Article.
The interest rate on loans is applied according to the interest rate for loans to workers going to work abroad under contracts as stipulated by the Vietnam Social Policy Bank for each category.
1. The loan term is the period from the date the borrower begins receiving the loan capital until the date all principal and interest are fully repaid as stipulated in the credit contract. The loan term includes the disbursement period and the repayment period.
2. The disbursement period is the period from the date the borrower receives the first loan installment until the end of the practice period. The disbursement period is divided into disbursement periods as specified by the Social Policy Bank or agreed upon with the borrower.
3. The repayment period is the period from the date the borrower makes the first repayment until the date all principal and interest are fully repaid. The maximum repayment period is twice the disbursement period. The repayment period is divided into repayment periods as specified by the Social Policy Bank and agreed upon with the borrower in the credit contract based on the borrower's income and ability to repay.
Article 7. Interest rate for loans
1. The loan interest rate is the current interest rate applicable to the student credit program as prescribed for each period.
2. The overdue interest rate is calculated at 130% of the loan interest rate.
Article 8. Loan Application Documents, Procedures, and Repayment Procedures
The Social Policy Bank shall specify loan application documents, procedures, and repayment procedures that are simple, clear, easy to implement, and comply with legal regulations.
Article 9. Principal and Interest Repayment
1. During the disbursement period, the borrower does not need to repay the principal and interest; the loan interest is calculated from the date the borrower receives the first loan installment until the date the principal is fully repaid.
2. The borrower must make the first principal and interest repayment from the day following the end of the practice period.
3. The amount of each repayment is agreed upon by the Social Policy Bank and the borrower and is stipulated in the credit contract.
Article 10. Interest Rate Reductions in Case of Early Repayment
In case the borrower repays the loan ahead of schedule as committed in the credit contract, the interest payable will be reduced according to the credit policy for students and pupils as stipulated in Decision No. 157/2007/QĐ-TTg dated September 27, 2007 of the Government on credit for students and pupils or any amended and supplemented decisions (if any).
Article 11. Adjustment of Repayment Periods, Extension of Repayment Periods, and Conversion to Overdue Debt
1. At the final repayment period, if the borrower has difficulties in repaying the debt, they must submit a request for extension in writing, which will be considered by the Social Policy Bank for extension of the loan repayment period for the borrower; the maximum extension period is half of the repayment period.
2. If the borrower fails to repay the debt on time according to the final repayment period and is not granted an extension, the Social Policy Bank will convert it to overdue debt. The Social Policy Bank will cooperate with local authorities, political-social organizations, and related individuals or entities where the borrower resides to take measures to recover the debt.
3. The Social Policy Bank shall specify in detail the objective reasons leading to the borrower's difficulty in repaying the debt, the adjustment of repayment periods, extension of repayment periods, and conversion to overdue debt as prescribed in Clauses 1 and 2 of this Article.
Article 12. Handling Risks Due to Objective Reasons
The handling of debts at risk due to objective reasons shall be carried out in accordance with the regulations on the rules for handling debts at risk at the Social Policy Bank.
Article 13. Responsibilities of agencies
1. The Ministry of Finance shall take the lead and coordinate with the Ministry of Planning and Investment to allocate state capital for students in the medical field to borrow during their practical training period after graduation to obtain a professional practice certificate, and to cover the interest rate differential and management fees so that the Social Policy Bank can effectively implement loans for students who have graduated from the medical field.
2. The Ministry of Health shall be responsible for:
a) Directing healthcare facilities to cooperate with provincial People's Committees and the Social Policy Bank to implement credit policies for students during their practical training period after graduation to obtain a professional practice certificate at healthcare facilities;
b) Directing healthcare facilities to confirm that graduates undergoing practical training meet the conditions for borrowing as stipulated in Clause 2, Article 4 of this Decision.
3. Provincial People's Committees under the Central Government shall direct relevant agencies and local People's Committees to implement credit policies for individuals during their practical training period to obtain a professional practice certificate in accordance with the provisions of the law and this Decision.
4. The Social Policy Bank shall be responsible for guiding loan application documents, procedures, and formalities for lending, repayment terms, repayment amounts, extension of repayment deadlines, and transfer of overdue debt for graduates after graduation in accordance with the regulations. Organize capital mobilization to supplement the loan capital for graduates after graduation.
5. Organizations and individuals employing laborers who are graduates with professional practice certificates obtained through state loans as stipulated in this Decision shall be responsible for urging graduates to remit money to their families for debt repayment or directly urging graduates to repay the Social Policy Bank.
Article 14. Handling Violations
Organizations and individuals failing to comply with the credit regulations for graduates stipulated in this Decision shall be subject to legal action depending on the severity of the violation.
Article 15. Implementation Provisions
1. This Decision shall take effect from May 1, 2016.
2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial People's Committees under the Central Government, Chairmen of the Board of Directors, and General Directors of the Social Policy Bank are responsible for implementing this Decision./.
