Pursuant to Decree No. 95/2012/NĐ-CP dated November 12, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 187/2013/NĐ-CP dated November 20, 2013 of the Government detailing the implementation of the Law on Trade regarding international trade activities and foreign agency purchase, sale, processing, and transit of goods;
Pursuant to Resolution No. 49/NQ-CP dated June 7, 2016 of the Government;
At the proposal of the Director of the Import-Export Department,
The Minister of Industry and Trade issues this Circular on regulations concerning the supplementation of tariff quotas for sugar imports in 2016.

ARTICLE 2. PRINCIPLES OF ADMINISTRATION

Clause 1. Principles for allocating supplementary tariff quotas for sugar imports

The allocation of supplementary tariff quotas for sugar imports shall be carried out in accordance with Circular No. 04/2014/TT-BCT dated January 27, 2014 of the Minister of Industry and Trade detailing certain provisions of Decree No. 187/2013/NĐ-CP dated November 20, 2013 of the Government detailing the implementation of the Law on Trade regarding international trade activities and foreign agency purchase, sale, processing, and transit of goods.

2. Recipients of Import Quota Duties Allocation

The supplementary tariff quota for sugar imports shall be allocated to traders directly using sugar as raw material for production, traders importing sugar for commercial purposes, and traders producing raw sugar for refining.

Article 3. Effectiveness

This Circular takes effect from July 1, 2016 until December 31, 2016.
